the greater erie industrial development corporation (geidc), the erie-western pennsylvania port
final1£ial ()fficcr authority, the city of erie, the county of erie and the commonwealth of pennsylvania have joined

administrator forces to extend to gaf a proposal for relocation and expansion to a 28 acre site on east 12th
street, the site, which is part of our keystone opportunity expansion zone (koez), has excellent
rail and road access and is in a central location to a strong workforce.

to facilitate the process, the community will access $15 million in grant funding to be
made available for purchasing the land, constructing a new facility, and acquiring your old site,
(once the premises are vacated, we will perform a brownfield clean-up of the site relieving gaf
of any environmental responsibilities,) the company will also be eligible for participation in the
keystone opportunity zone program, which provides several tax related benefits as per the
attached study. these benefits are available from now until december 31, 2013. gel dc will also
provide low interest financing as per attached estimated rates and other services such as
leasebacks that you may need. (see addendum.)

the community is very interested in helping gaf expand, and to that point we stand
ready to acquire the proposed site. we hope that this site proposal and relocation to a koez
meets your needs now and into the future. some additional comments pertaining to the
relocation to a koez are included in the addendum to this letter,

we are also aware that your company may have other significant investment interests
in the erie community such as the relocation of ll building products, inc. to help facilitate these
opportunities, we feel that it is very important to meet with your company representatives as
soon as possible at a location convenient to you to further explore your corporate needs.
