PREAMBLE

This Memorandum of Understanding (MOU) is entered into on ____ day of October, 2023, by
and between the Punjab Council of the Arts Rawalpindi (PUCAR Rawalpindi), an autonomous
body under the Information & Culture Department, Government of Punjab, with its principal
office at 53 Shadman-II Lahore, and the ____________National College of Arts Rawalpindi, a
registered organization at Rawalpindi.

WHEREAS, PUCAR Rawalpindi is responsible for promoting and fostering the development of
fine arts, culture, literature, and various cultural programs in the Punjab region.

WHEREAS, ____________National College of Arts Rawalpindi across Rawalpindi Division

represents and is committed to providing quality education and promoting cultural awareness
among its students.

WHEREAS, PUCAR Rawalpindi and ____________National College of Arts Rawalpindi

recognize the mutual benefits of collaborating on projects and programs related to Fine Arts,
Culture, Literature, National days, and other areas of common interest.

NOW, THEREFORE, PUCAR Rawalpindi and ____________National College of Arts

Rawalpindi agree to enter into this MOU to formalize their collaboration.

OBJECTIVES OF COLLABORATION

1.1 Promotion of Fine Arts and Culture: PUCAR Rawalpindi and ____________National
College of Arts Rawalpindi will work together to promote and facilitate the development of Fine
Arts and Cultural activities among students and the community.

1.2 Literary Initiatives: Both parties will collaborate on literary events, workshops, and
initiatives aimed at enhancing the literary skills of students and promoting Pakistani and Punjabi
literature.

1.3 Celebration of National Days: PUCAR Rawalpindi and ____________National College of

Arts Rawalpindi will cooperate in organizing and celebrating National Days, Pakistan Day,
Independence Day, Defence Day, Punjab Culture Day and other important Cultural events to
instill a sense of patriotism and Cultural awareness.

1.4 Fine Arts Workshops: PUCAR Rawalpindi will organize Fine Arts Workshops and provide
expert instructors for ____________National College of Arts Rawalpindi, facilitating students'
exposure to various Art forms.

1.5 Cultural Exchange Programs: Both parties will arrange Cultural exchange programs,
Exhibitions, and Festivals that showcase the rich Cultural Heritage of Pakistan.

1.6 Literary Competitions: PUCAR Rawalpindi and ____________National College of Arts

Rawalpindi will jointly organize literary competitions and events, including poetry readings,
storytelling sessions, and book fairs.
1.7 Mutual Support: The parties will provide mutual support and resources to each other for the
successful implementation of joint programs and activities.

1.8 Funding: PUCAR Rawalpindi and ____________National College of Arts Rawalpindi will
seek funding through joint grant applications, sponsorships, and fundraising efforts to support
collaborative projects.

1.9 Duration: This MOU shall come into effect on the date of signing and shall remain in force
for a period of One (1) years. It may be renewed by mutual consent of both parties.

1.10 Termination: Either party may terminate this MOU with written notice of sixty (60) days
to the other party. Termination shall not affect ongoing projects or commitments, which will be
completed as agreed.

1.11 Amendments: Any amendments or modifications to this MOU must be made in writing
and duly signed by authorized representatives of both parties.

1.12 Governing Law: This MOU shall be governed by and construed in accordance with the
laws of Pakistan.

as of the date first above written.
