SUBJECT: RECONSTITUTION OF THE GENDER AND DEVELOPMENT (GAD)


FOCAL POINT SYSTEM AND CREATION OF GAD COMMITTEES

In the interest of public service and in order to strengthen the institutionalization of gender
mainstreaming thru the Gender and Development Focal Point System and GAD Committees,
the composition of the EMB 13 GAD Focal Point system is hereby reconstituted as follows:

I. Head of the Agency: Engr. Albert G. Arcamo, MEMD


II. Executive Committee:

The Executive Committee shall:


 Oversee the EMB Caraga’s compliance with RA 7192 and other issuances relative to
GAD programs, projects and activities;
 Act as the decision-making body on GAD matters, give directions and guidance to
ensure attainment of physical and financial targets in accordance with approved WFP;
and

III. Technical Working Group

The Technical Working Group shall:


 Facilitate the implementation of the gender mainstreaming efforts of the agency thru
the GAD planning and budgeting process
 Prepare/recommend the approval of the agency’s GAD Plan and Budget and
Accomplishment Report to the GFPS
 Ensure the timely submission of the agency’s compliant GAD Plan and Budget (GPB)
including the attributed PAPs, MOVs, HGDG and Accomplishment Report (AR)and
other related documents to PCW, COA and DBM
 Collect and compile GPB, attributed PAPs, MOVs, and other related documents and
submit the same to the Committee on Knowledge Management for database purposes
 Collect MOVs in relation to GAD AR and catalogue said documents as part of EMB’s
knowledge product

IV. GAD Committees

The committees shall ensure full gender mainstreaming in EMB’s PAPs and shall perform
tasks and functions in accordance with PCW Memo Circular 2011-01 (Guidelines for the
Creation, Strengthening and Institutionalization of the GAD Focal Point System.

The following committees are hereby created to assist the GFPS in full GAD mainstreaming:

A. Committee on GAD Policies

Head: Engr. Albert G. Arcamo, MEMD


Members: For. Joy C. Maagad, DM
Engr. Reden C. Mejorada
For. Ramon S. Abogadie, MEM

Functions:
 Formulate policies or other directives that support GAD mainstreaming in the
policies, plans, programs and activities, budget systems and procedures of the
agency including the creation, strengthening, modification or reconstitution of
the GFPS
 Review existing policies, provide policy direction and give policy advice to
the GFPS Chair to support and strengthen the GFPS GAD Mainstreaming
Activities
 Be updated on policies relevant to gender mainstreaming and women
empowerment and cascade new policies to the GFPS; and
Provide copies of the approved policies to the Committee on Monitoring and
Evaluation of the GAD Plan to form part of the knowledge product of EMB 13
B. Committee on GAD Digital Platform (Knowledge Management)

Functions:
 Regularly update the content of the GAD corner in the agency website after
the issuance of policies, conduct of trainings and other GAD plans, activities
and programs
 Maintain database of all documents, materials related to GAD mainstreaming
activities
 Lead in setting up appropriate systems and mechanisms to ensure the
generation, processing, review and updating of GAD database to serve as basis
for planning

C. Committee on Generation of SDD for Gender Analysis

Functions:
 Establish the system and mechanism to generate, process, review and update
sex-disaggregated data of the agency and its external clients
 Using the results of the SDD, conduct regular gender analysis using the GA
tools and regularly update the GMEF Level of Compliance
 Recommend programs, activities and projects on GAD
 Evaluate the effectiveness and impact of GAD programs, activities, and
projects approved by the PCW on the stakeholders
 Conduct studies/surveys on gender issues concerning potential GAD activities

D. Committee on Monitoring and Evaluation

Functions:
 Monitor the timely implementation of GAD activities approved by the PCW
 Ensure the effective and efficient implementation of the GAD PB and the
judicious utilization of the GAD budget
 Quarterly update the GFPS on the status of GAD activities for efficient
monitoring of accomplishments as against the approved GPB
 Monitor the implementation of gender responsive policies
 Monitor the status of the updated SDD.

This Special Order takes effect immediately and shall supersede any previous issuances
inconsistent herewith. The same shall remain in full force unless revoked, amended or
superseded by the undersigned or higher authority.
