1 SCOPE – APPLICABILITY
The present specification defines the minimum requirements that the SUBCONTRACTOR shall
meet as regards the planning, the progress monitoring and the reporting of the WORKS.
All the requirements set forth in this procedure shall be considered accepted by the
SUBCONTRACTOR and included in his obligations and costs.
2 ABBREVIATIONS
3 DEFINITIONS
In the present document all terms in capital letters shall have the meaning defined in the General
Conditions of Subcontract for Construction.
In addition to the terms defined in the General Conditions, the following technical terms are used
in the present document with the meaning here indicated.
Critical Path is a method of planning and scheduling a project where activities are
Method (CPM) arranged based on activity relationships. Network calculations determine
when activities can be performed and the critical path of Project.
Critical Path is defined as the longest continuous chain of activities through the
network schedule that establishes the minimum overall Project duration
and contains no float.
Construction means a set of Construction Planning Group that can be assimilated for
Discipline material typology and implementation details, utilized for the planning
and control of workloads with homogeneous commitment of resources.
Equivalent is the planned man-hours, for the particular period, divided by the
Manpower planned work schedule hours, per person, for the same period (e.g., 50
hours or 60 hours to be worked per week, 260 hrs per month, etc.). The
same principle (actual man-hours / hrs per period) is applicable for the

Milestones Set Set of Milestone Labels/Steps defining the way to develop an engineering
deliverable, the procurement of a service/material or installation of a
construction item; a CONTRACTOR’s standard Milestone Set list is
available for each Planning Group. Unless otherwise specified the
percentage allocated to a particular stage (or step) is only earned when
that stage/step is fully complete.
Physical is the percentage obtained by dividing the total work executed to date by
Progress the total estimated work. All executed works are measured in completed
weighed phases of all the elements pertaining to the Work Breakdown
Structure.
Planning Group Planning Group (PG) is a set of elements that can be assimilated for work
phase (engineering, procurement, construction and commissioning),
discipline, typology of work and measurement units. Each PG is defined
by a dedicated and unique progress Milestones Set in accordance to TCM
standards and requirements. The Planning Group categories are listed
below.

Plant Breakdown is the subdivision of the PLANT into geographical sections defined by the
Structure (PBS) CONTRACTOR through the TECHNICAL DOCUMENTATION. Plant
Breakdown Structure is used to set the WBS setting.
Weighting is a term used to describe the overall work progress value of separate
deliverables or elements of the scope and each stage of the deliverable

The SUBCONTRACTOR shall implement, and maintain throughout the duration of the WORKS, a
hierarchical scheduling system that shall be used as a basis of planning and monitoring the
progress of the WORKS.
The aforesaid scheduling system shall be based on the Work Breakdown Structure (WBS), as
described in Appendix 1.
SUBCONTRACTOR shall provide the necessary computer hardware and software to allow
electronic transfer of SUBCONTRACTOR's project control data, for analysis and verification by
CONTRACTOR.
SUBCONTRACTOR is required to develop all the CPM schedules described in the above
paragraphs by using the Primavera Project Management software P6 with version and database’s
settings as per the CONTRACTOR standard. Moreover, the electronic native file of each issued
schedule shall be submitted to the CONTRACTOR (including the resource load, the reference
schedule and the current layout).
The DETAILED SCHEDULE shall be issued in the form of time scaled logic network (“Gantt”
diagram) and shall indicate mobilisation, engineering, procurement, prefabrication, construction
and any other significant activity included in the WORKS, as better specified in the Appendix 2.
The time analysis of the network shall be carried out by using the “Critical Path Method" (CPM)
and the “critical path” activities shall be clearly identified.
The DETAILED SCHEDULE shall comply with the SUBCONTRACT SCHEDULE and any further
additional information provided by the CONTRACTOR.
In preparing the DETAILED SCHEDULE, the SUBCONTRACTOR shall make due allowance to
absorb delay resulting from, but not being limited to:

Upon CONTRACTOR’s request, the SUBCONTRACTOR shall adjust, at his charge, the DETAILED
SCHEDULE in accordance with CONTRACTOR’s directions.
Upon receiving such Mechanical Completion Schedule, the SUBCONTRACTOR shall timely
implement, at his own cost, the changeover to a start-up driven DETAILED SCHEDULE; for the
balance work to be completed at that time, also the set of plan documents associated with the
schedule (such as the progress and commodity curves) shall be reorganized by system-wise.
Such revised DETAILED SCHEDULE shall also indicate the various testing and inspection
activities required for the completion of the systems, sub-systems or areas as indicated by the
CONTRACTOR.
Upon issuance of the start-up driven DETAILED SCHEDULE, the SUBCONTRACTOR shall timely
reorganize, at his own cost, the WORKS in order to meet the priorities and target dates indicated
by the CONTRACTOR.
During the execution of the work, the schedule narrative shall be updated any time in case of
main variance in the respect of the baseline always keeping a record of main difference in the
respect of the previous schedule update (including, but not limited to, changes in logic,
durations, actual starts and finishes, and activity) durations and which different actions had put
in place in the meantime for any reason.
5.2 Planned and Actual Progress Curves
A) Preparation of the Planned Progress Curves
Pursuant to Sub-Article 8.2 of the General Conditions of Subcontract, within one (1) month of
the EFFECTIVE DATE, unless otherwise agreed by the Parties, the SUBCONTRACTOR shall submit
to the CONTRACTOR the progress curves (“early” and “late”) based on the “Progress Weighing
System” defined by the CONTRACTOR and loaded as resource on the activities of the DETAILED

SCHEDULE.
The SUBCONTRACTOR shall issue the following progress curves (as minimum) on both weekly
and monthly timescale in according to the Project’ calendar defined by the CONTRACTOR:
The SUBCONTRACTOR shall also submit those others progress curves as directed by the
CONTRACTOR from time to time; all plan (forecast) progress curves extracted from the
DETAILED SCHEDULE baseline (update) shall be always produced based on early and late
values, in the period and cumulative form, graphical and tabular view.
To this end the SUBCONTRACTOR shall implement and maintain a progress measuring and
reporting system based on the aforesaid “Progress Weighting System” defined by the
CONTRACTOR (refer to Appendix 3 for details).
The updated actual progress curves shall be issued as part of the Progress Status Reports
referred to in paragraphs 6.3 and 6.4 below or otherwise as directed by the CONTRACTOR.
5.3 Manpower Histograms
A) Preparation of the Planned Manpower Histograms
Pursuant to Sub-Article 8.2 of the General Conditions of Subcontract, within one (1) month of
the EFFECTIVE DATE, unless otherwise agreed by the Parties, the SUBCONTRACTOR shall submit
to the CONTRACTOR the relevant Direct Manpower histograms subdivided by Construction
Discipline and/or trade covering the entire duration of the WORKS.
The SUBCONTRACTOR shall specify the average number of man-hours in the period (i.e. man-
hours per person per month or week) adopted for the preparation of the histograms.
The SUBCONTRACT shall also submit the histograms of the Indirect Manpower and Supervisory
Staff.
The updated manpower histograms shall be issued as part of the Progress Status Reports
referred to in paragraphs 6.3 and 6.4 below or otherwise as directed by the CONTRACTOR.

The forecast (to complete) Manpower Histograms referred to in Paragraph 5.3 shall be timely
adjusted by the SUBCONTRACTOR taking into account the observed productivity ratios.
The productivity ratios shall be issued as part of the Progress Status Reports referred to in
paragraphs 6.3 and 6.4 below or otherwise as directed by the CONTRACTOR.
5.5 Subcontractor’s Equipment at Work Site
Pursuant to Sub-Article 8.2 of the General Conditions of Subcontract, within one (1) month of
the EFFECTIVE DATE, the SUBCONTRACTOR shall submit to the CONTRACTOR the list of
SUBCONTRACTOR’S EQUIPMENT (excluding hand tools) grouped by area of PLANT and/or by
Construction Discipline.
For each piece of equipment, the SUBCONTRACTOR shall specify the manufacturer, the year of
fabrication, the certification expiring date and details of calibrations certificate, where
applicable.
The list of main SUBCONTRACTOR’S EQUIPMENT shall be updated monthly and/or weekly, as
the CONTRACTOR may deem appropriate, to reflect the current status.
The updated list shall be issued as part of the Progress Status Reports referred to in paragraphs
6.3 and 6.4 below or otherwise as directed by the CONTRACTOR.
5.6 List of Contractor’s Technical Documentation and Materials on the Critical
Path
The SUBCONTRACTOR shall attach to the DETAILED SCHEDULE the list of CONTRACTOR’S
MATERIALS and TECHNICAL DOCUMENTATION concerning the activities on the critical path and
the latest delivery date not affecting the TIME FOR COMPLETION.
The updated list shall be issued as part of the Progress Status Reports referred to in paragraphs
6.3 and 6.4 below or otherwise as directed by the CONTRACTOR.
5.7 28-day Look Ahead Schedule
Seven (7) calendar days before the beginning of each month, the SUBCONTRACTOR shall submit
to the CONTRACTOR the 28-day Look Ahead Schedule (28LAS); refer to Attachment 3 for
details. The first issue of the aforesaid schedule shall be submitted the month before the starting
of activities at WORK SITE.
The 28LAS shall be developed from the DETAILED SCHEDULE and shall indicate with adequate
detail the items of works (i.e. the foundation, the isometric drawing, the piece of equipment,
the junction box, etc) planned in the next 28-days, as well as the materials and the engineering
documents involved.
The 28LAS does not contain activity links and time bars but shows only quantities and
percentage values planned and achieved. It is used only for planning and controlling activities
regarding Items that are “feasible” owing to the availability of materials and drawings, ordered
according to the WBS coding structure.

It is a tool capable to be closer to SUBCONTRACTOR approach (by elementary tasks and work
trades) and capable to be effective in construction day-by-day management both for
SUBCONTRACTOR and CONTRACTOR’s supervision.
The aforesaid delivery schedule shall indicate on a monthly basis the quantities required for the
execution of the WORKS, allowing for a minimum of two months buffer being maintained at
WORK SITE.
6 REPORTING
The Daily Attendance Report shall be sequentially numbered and shall indicate:
The Daily Attendance Report shall comply with the sample presented in Attachment 1 or shall
be in the form otherwise approved by the CONTRACTOR.
The Daily Spent Man-hours Report shall be sequentially numbered and shall indicate:
the number of man-hours subdivided by Construction Discipline and Area of PLANT;
the activities carried out in the day and the equipment used;
all unusual and/or non-routine events and/or conditions adversely affecting the WORKS.
The Daily Spent Man-hours Report shall comply with the sample presented in Attachment 2 or
shall be in the form otherwise approved by the CONTRACTOR.
In case no work was carried out in the day, the SUBCONTRACTOR shall indicate in the report
"NO WORK" and the reasons why (e.g.: holidays, strike, weather conditions, etc.).
The Daily Spent Man-hours Report signed by the SUBCONTRATOR’S REPRESENTATIVE shall be
submitted by 10:00 a.m. of the following day.

If the SUBCONTRACTOR is scheduled to be absent from the WORK SITE for a certain period, a
single report may cover the entire period. The dates and the reasons for being absent shall be
clearly stated in the report.
The Weekly Progress Status Report shall state the progress achieved during the week, compared
to the planned progress. The report shall contain, but shall not be limited to, the following
information:

A sample of the Weekly Progress Status Report shall be submitted before the Kick-off Meeting
by SUBCONTRACTOR to the CONTRACTOR for approval.
The SUBCONTRACTOR shall submit the Weekly Progress Status Report for CONTRACTOR’s
review and approval by 10:00 a.m. on the first day of each working week or otherwise as agreed
upon with the CONTRACTOR. The report duly amended incorporating CONTRACTOR’s comments
shall be resubmitted by 5.00 p.m. of the same day or otherwise as agreed upon with the
CONTRACTOR.
The Weekly Progress Status Report approved by the CONTRACTOR shall be reviewed during the
Weekly Meeting referred to in the paragraph 8 of the Site Coordination Procedure.
The Monthly Progress Status Report shall contain, but shall not be limited to, the following
information:
sequential report number and reporting period;
HSE summary;
summary progress table: actual versus planned (as for baseline)/forecast (as for
previous update), period and cumulative;
construction progress forms (refer to Attachment 3):
o C1/C2 Progress forms (tabular and curves): actual versus planned (as for
baseline)/forecast (as for current update), period and cumulative;
o C3 forms for the CPG in progress;
major activities performed during the month reported, as well as the main events of the
month;
tables of comparison between (a) quantities of work scheduled and achieved and (b) the
relevant man-hours earned and spent, both in the period and cumulative for the various
construction activities;
major activities which were scheduled to be completed by the end of the period being
reported and were not completed, including the reasons thereof;
major activities which are planned to be completed over the next reporting period;
description of any problem encountered by the SUBCONTRACTOR and proposed

solutions;
pending points, e.g. technical/economic problems that require action by the
CONTRACTOR and/or the EMPLOYER;
special action that the SUBCONTRACTOR is taking and/or planning to maintain or recover
the schedule;
status of manpower versus programme;
status of construction equipment versus programme;
updated copy of the DETAILED SCHEDULE with the relevant Narrative highlighting the
slippage of activities or progress shortfalls, which adversely affect the work schedule,
with reference to the critical path and the impact to Project Milestones and work
completion;
updated copy of the 28-day Look Ahead Schedule;
key commodities curves by month (see above for details);
any other items relevant to schedule or progress that the SUBCONTRACTOR considers
should be highlighted;
quality control summary;
photographic progress report, when required.
A sample of the Monthly Progress Status Report shall be submitted before the Kick-off Meeting
by SUBCONTRACTOR to the CONTRACTOR for approval.
The cut-off date of the report shall be on the last day of the last week of each month or otherwise
as agreed upon with the CONTRACTOR.
The Monthly Progress Status Report shall be submitted by the fifth working day after the cut-
off date or otherwise as agreed upon with the CONTRACTOR.
6.5 Other Special Reports
During the course of the SUBCONTRACT the SUBCONTRACTOR shall timely submit those other
special reports requested from time to time by the CONTRACTOR to monitor the progress of
specific items of the WORKS (i.e. earth moving, concrete pouring, pipe dia-inch, control valves
calibration, pipe circuits test, cable pulling, cable termination, instrument loop tests, etc.).

7.1 Introduction
The Work Breakdown Structure (WBS) is a hierarchical subdivision of the PROJECT implemented
for planning and progress monitoring purpose. The logic that the Work Breakdown Structure is
based upon is presented in the following diagram.
Scheduling levels typically are described as follows in according to the CONTRACTOR’s standard
WBS:
Level 1 - Project Summary Schedule (PSS): by phase
Level 2 - Project Master Schedule (PMS): by phase / discipline
Level 3 - Project Control Schedule (PCS): by phase / discipline / planning group
Level 4 - Detailed Schedule: by phase / discipline / planning group

The Level 4 is the DETAILED SCHEDULE to be developed by the SUBCONTRACTOR (as minimum)
following also the plant’s division by area (PBS).
7.2 Subdivision by Area
The subdivision of the PLANT into geographical sections (i.e. zone, area and work package) is
defined by the CONTRACTOR through the TECHNICAL DOCUMENTATION according to the
project’s PBS.
Further subdivision shall be proposed by SUBCONTRACTOR and approved or amended by
CONTRACTOR.

8.1 Introduction
The DETAILED SCHEDULE (Level 4) shall encompass all activities included in the WORKS and
shall indicate, by way of example and not being limited to, the following items:
Milestones
Mobilisation and demobilisation
Engineering
Procurement
Fabrication and erection
Completion of the various systems, sub-systems or areas
8.2 Milestones
The DETAILED SCHEDULE shall indicate, by way of example and not being limited to, the
following milestones:
starting of mobilisation
access to zone/area
completion of systems and sub-systems (after the changeover to the Start-up Driven
Detailed Schedule)
date of MECHANICAL COMPLETION of the WORKS or separable portions thereof, if any
demobilization
8.3 Mobilization and demobilization
The DETAILED SCHEDULE shall indicate start and completion dates of:
mobilization and demobilization of site temporary facilities,
installation and putting in operation of the required construction temporary utilities and
the associated distribution networks,
mobilization and demobilization of the accommodation camp, when required.
The DETAILED SCHEDULE shall be supplemented by the following documents and information,
which will form integral part thereof:
a) temporary facilities layouts showing:
site offices (type and dimensions);
warehouses (type, dimensions of covered, open and fenced areas);
workshops (type and dimensions);
open service areas (dimensions);
accommodation camp (dimensions and number of beds).
b) estimate of man-hours to be spent for mobilisation and demobilisation activities;
c) peak demand for temporary utilities (i.e. hot water for heating, steam, drinking water,
service water, electric power, etc.) during the various phases of the WORKS in histogram
format (i.e. m3/hour, KW, etc.);
d) estimated consumption of temporary utilities (i.e. hot water for heating, steam, drinking
water, service water, electric power, etc.) during the various phases of the WORKS in
histogram format (quantity per month or week, i.e. m3/month, KWh/month, etc.).
8.4 Subcontractor’s Engineering Activities

The DETAILED SCHEDULE shall indicate the start and completion dates of all the engineering
activities included in the SUBCONTRACT along with the relevant planned early/late percentage

8.5 Subcontractor’s Procurement Activities
The DETAILED SCHEDULE shall indicate the start and completion dates of all the procurement
activities included in the SUBCONTRACT along with the relevant planned early/late percentage
progress (weekly and/or monthly and cumulative). The level of detail, to be approved by the
CONTRACTOR, shall be consistent with the construction schedule.
The procurement section of the DETAILED SCHEDULE shall be supplemented by the following
documents and information, which will form integral part thereof:
a) list of procurement documents to be issued and relevant planned issuance dates;
b) estimated man-hours required for each procurement document, for progress
measurement purpose;
c) list and quantities of the SUBCONTRACTOR’S MATERIALS with the relevant expected
dates of delivery, transport and arrival at the WORK SITE;
d) dates of inspections and tests of the SUBCONTRACTOR’S MATERIALS;
e) procedures.
8.6 Construction Activities
The WORKS shall be subdivided into construction activities in accordance with the approved
Work Breakdown Structure. For each construction activity the DETAILED SCHEDULE shall
indicate:
WBS code;
estimated quantity;
SUBCONTRACTOR’s estimated man-hours (based on SUBCONTRACTOR's hourly
productivity records);
CONTRACTOR's standard man-hours (based on the CONTRACTOR’s hourly productivity
records);
original duration
start date;
finish date;
planned cumulative percentage progress.
DETAILED SCHEDULE (Lev 4) represents the maximum CPM planning detail, with some
peculiarities:
activities shown shall be of short duration (two weeks max.) and at item level where
possible;
name of activities shall include area/facilities identification. For example, “Loop Check”,
“Install Piping”, “Install Switchgear”, and “Terminate Cables” are all unacceptable
descriptions. “Loop Check – system 1020”, “Prepare Train 1 Plot Plan” and “Install
Switchgear in Substation GT-1” would be acceptable descriptions’
predecessor-successor links shall be mainly FS type (finish/start);
the logic network shall be based on a series of uniform construction “chains”, valid and

the schedule shall be prepared according to the project’s WBS and coding structure
(activity ID, discipline, construction planning group, area, responsibility, etc..) as for
CONTRACTOR’s instruction in order to leave the way for CONTRACTOR’s comparison
between the activities, at lower level, included in SUBCONTRACTOR’s schedule and those,
at upper level, included in the CONTRACTOR’s overall main schedule (Level 3) 1 to be used
as reference for any kind of analysis; see below scheme as reference:

The timescale of the bar-chart shall be the week or the month as appropriate with Unit of Time
equal to Day. For special activities (i.e. operation during plant shutdown) or when specifically
requested by the CONTRACTOR, the timescale shall be the day (as minimum) with unit of Time
equal to Hour.
Before preparing the construction portion of the DETAILED SCHEDULE, the SUBCONTRACTOR
shall submit to CONTRACTOR the SUBCONTRACTOR’s estimated hourly productivity (i.e. the
expected man-hours per unit of output) for each relevant category of work (the Construction
Planning Group), according to CONTRACTOR's instructions.
The CONTRACTOR will use the SUBCONTRACTOR’s estimated man-hours, which shall be based
on the SUBCONTRACTOR’s estimated hourly productivity records, as a benchmark to monitor
the sufficiency of the labour resources deployed by SUBCONTRACTOR.
The progress of the construction works shall be measured taking into account the CONTRACTOR’s
standard man-hours from CPG level to upper and by applying the CONTRACTOR’s methods of
calculation and aggregation criteria; the weightage from CGP level to lower (at item level) shall
be quantity based.
8.7 CPM Network Quality
In the DETAILED SCHEDULE preparation and following updates, the SUBCONTRACTOR shall
observe the typical scheduling rules needed for a good level in term of CPM network’s quality
such as but not limited to:
a) There shall not be any open ends, called “danglers”
b) Constraints shall be minimized as much as possible, because they impose a movement
restriction on tasks and can cause false dates in a schedule. Date constraints make the
network into a calendar, not a schedule. Because constraints override network logic and
restrict how planned dates respond to actual accomplished effort or resource availability,
they should be used only when necessary and only if they are justified in the schedule
narrative;
c) Lags shall be avoided and modelled as discrete task activities if possible;
d) Summary activities shall not have logic relationships because the logic is specified for
activities that are at the lowest level of detail in the schedule;
e) Long durations shall be broken into shorter activities if logical breaks can be identified in
the work being performed;

It remains only in the CONTRACTOR decision to transfer (or not) the Level 3 Schedule to the
SUBCONTRACTOR for its Scope of Work and in case via native own file (Primavera format) or in a dedicated
spreadsheet.
Each DETAILED SCHEDULE update at month (or week) “n” shall always show the comparison
with both the baseline (as project baseline) and the relevant update a month (or week) “n-1” in
term of bar-chart and column views with the variance end date (as a minimum) in evidence, if
any.
The “ad-hoc” layouts to be used for both the baseline and update schedules will be shared during
the Kick-off-Meeting.

9.1 Introduction
The definitions, concepts, methodologies and responsibilities for monitoring the progress of the
construction activities are described here below.
9.2 Plan
Using the information available as for the “Progress Weighing System” defined by the
CONTRACTOR:
the list of CPGs and/or activities at the Level 3
the Relative Weight (%) for each CPG and/or the standard man-hours at the Level 3
the Milestones Set for each CPG.
The SUBCONTRACTOR shall prepare and set both the DETAILED SCHEDULE and the progress
measurement consistently.
The progress plan curves shall be prepared (and the relevant forms C1/C2 filled in) from the
baseline DETAILED SCHEDULE transforming in percentage (%) the spread of the CONTRACTOR's
standard man-hours loaded in the DETAILED SCHEDULE for each activity at Level 4 according
to the SUBCONTRACTOR criteria but strictly observing the following rule:
the Relative Weight (%) at Level 3 shall be the one fixed by the CONTRACTOR for each
CPG and remain unchanged for the whole duration of the project unless changes in the
scope of work or internal reassessment.
The forms C1 (by overall and discipline) and C2 (by discipline and CPG) shall be also organized
by PBS accordingly.
9.3 Actual
Actual progress (based on quantity at the ultimate level) shall be finally calculated using the
standard milestones “work steps” (%) defined for each CPG:
“C3” is the relevant form by CPG which shall include the list of the relevant Items whose
weight (%) is given by the ratio between the physical quantity attributed to it and the
total physical quantity estimated for all CPG.
The main functions of the system are to:
allow continuous monitoring and control of the physical progress status for each single
construction item.
split the work into production cycles that can be easily controlled and measured in an
objective and not subjective way by means of basic operations (the “work step”).
measure the progress achieved for each basic operation (stage or step) associated with
an item;
analyse the differences between the quantities planned in the DETAILED SCHEDULE and
the total quantities from the items input.
the earned man-hours per each Planning Group or “work step” will be calculated by
multiplying the initially calculated man-hours by the % physically achieved progress.
Typically, plant Items are constituted by items such as individual concrete Foundations and

Elevations, tagged equipment, piping isometrics, cables, etc. For each CPG an itemization
approach is individuated as for CONTRACTOR standard (see below table as sample) and the
progress of each “work step” is basically on “On-Off” base (0% - 100%) 2.
DISCIPLINE CPG: DESCRIPTION ITEMIZATION CRITERIA
During each period of Construction works, and at set cut-off dates (generally weekly and
monthly), such detailed information shall be updated for the progress part, properly organized
and used in the DETAILED SCHEDULE update, aggregated and rolled-up forming the actual
progress data against which planned figures shall be confronted and analysed.
Such reports shall be prepared in tabular and curve forms showing both planned and actual
progress figures at the requested level of detail by WBS.
