1 INTRODUCTION
This specification defines the minimum technical requirements and features applicable to the
detailed design, supply, installation and testing of the fire and gas alarm detection systems to be
provided in the Area 5 of the Port Harcourt refinery Project rehabilitation. It describes the
performance specification and operational requirement details and explains the functional design
description of the system to be implemented to provide reliable fire and gas alarm detection system.
It outlines the basis of the system detailed design, supply, installation, testing and commissioning to
the documentation and implementation of the fire alarm and detection systems.
2 SCOPE
The scope of work is limited to the buildings under listed below in the Area 5 of the Port Harcourt
Refinery.

5 SYSTEM OVERVIEW
The Fire detection and alarm system shall be intelligent, addressable and enable mitigation of
hazardous condition with respect to fire by performing the below functions:

Alert people
All existing fire detection and alarm devices shall be decommissioned, removed and replaced with
Tyco brand devices.
All device which includes smoke / Heat detectors, manual call points and the audible/visual alarms
via a loop system shall be connected to the FACP in each building.
The fire alarm and detection system shall have as a minimum;
A full addressable fire alarm control panel FACP in each building
A standby battery.
Fire sensors (Smoke/ heat detectors, gas detectors) shall be provided.
Fire alarm sounders shall be located such that audible signals can be clearly heard throughout
the building.
Manual call points (break glass units) will be provided along exit routes in the building.
The system may also be designed to interface with other services which may require to be turned on
or off in the event of a fire.
All devices (detectors, panels, call points and sounders) shall be Tyco product.
6 SYSTEM DESCRIPTION
The Tyco Fire Alarm Control Panel (FACP) MX is provided with lockable wall mounted box panel to
be located in each building.
Addressable type smoke/Heat detectors shall be installed, while addressable type gas detectors
shall be installed in areas where gas detection is necessary, and manual call points installed along
exit routes with sounders located in the best visible positions.

The system shall be wired with a 1.5 mm cable in loops.
- Loop 1 will be connected to (manual call points and detectors) and
- Loop 2 for all sounders.
- Loop 3 for all gas detectors (where its used)
The manual call points shall be connected to the start of the loop followed by the detectors while,
the sounders are in a different loop, each of the loops shall be capable of driving up to 250 field
addressable devices
In the event of a fire the alarm panel investigates to determine the cause of the alarm by looking
for the detector in the loop in alarm that signaled the fire, and the alarms shall sound
intermittently. If the fire is confirmed, the alarm shall then sound continuously signifying that the
building is to be evacuated.
All the detectors shall be configured from Consys software to Mode 1-Resilent Mode - High false
alarm immunity multi criteria that will minimize false alarms from no fire sources whilst retaining
the ability to detect a wide range of fire conditions.

The system shall be wired to be supervised for an open, short, ground fault and tone alarm sirens
to be connected to the FACP with dual circuit.
Note: Beside the primary source of power for the Fire detection and alarm systems, a secondary
back-up power source s h o u l d b e provided to be used as emergency power from batteries of
UPS units to energize the relevant loads for not less than 8 hours for fire- fighting and fire alarm
systems.
7 TECHNICAL SPECIFICATIONS
The MX4000 supports two MZX DIGITAL detection loops and can be expanded to four loops
supporting up to 1000 addressable devices.
The panel is constructed with a strong steel enclosure incorporating a removable chassis plate.
FIM800 field interface PCB incorporating one or two MZX DIGITAL loops
CPU800 32 bit processor and memory card
Optional network card, additional loop card (s) and remote diagnostic modem
The user interface incorporates the ODM800 operator display module with a 16 x 40-character
backlit LCD display, simple alphanumeric keypad and 5 softkeys.
The OCM800 operator control module provides all mandatory operator control keys and LED
functions including Day/Night switching. Two control keys and 2 indication LEDs are provided for
site-specific functions.
Control keys and LEDs are labelled in English according to the default LPCB functionality. The slide
in decals can be reversed and alternative text added.

resistant cable. Cable entries between different fire detection zones shall be sealed with
prefabricated sealing device. All extra low voltage cabling shall be laid in separate cable trays.
Cables should be armoured when linking buildings. The cable shall be Polyvinyl Chloride Low smoke
emission; two- pair insulated copper conductors enclosed within a thermoplastic non corrosive
halogen free jacket. The cable shall meet requirements of CE1 20-22II IEC.
8 ELECTROMAGNETIC COMPATIBILITY
The Vendor shall ensure that all equipment and services to existing equipment, provided within the
scope of this specification, comply with current legislation and standards for Electromagnetic
Compatibility in accordance with DEP 33.64.10.33.
9 ACCEPTANCE TESTS
Acceptance testing of the provided systems shall be carried out by CONTRACTOR and
SUBCONTRACTOR.
Site Acceptance Tests
All equipment, cabling and connectors shall be visually inspected for compliance with approved
specifications, drawings, approved Contractor’s drawings in all details, and for correct segregation
of cables, satisfactory access and general good quality workmanship. The complete FGS and
control system shall be commissioned on the basis of realistic tests prior to start-up. The tests shall,
as far as is practical, simulate smoke detection which can arise in the protected area under normal
operating conditions, e.g. smoke detectors shall be commissioned with the heating, ventilating and
air conditioning system in operation with a smoke source.

The Contractor (TCM) shall check all installation works carried out and identify any faults before
commencing the commissioning activities to ensure that the response time of the system is
measured reliably. Installed system must pass full functionality test before it is finally accepted and
alarms generated during test must be confirmed annunciated/displayed at the CCR FGS panel.
