ANNOUNCEMENT
The Civil Service Commission Regional Office VIII announces the conduct of the Career
Service Examination, Pen and Paper Test (CSE-PPT) for Professional and
Subprofessional Levels on 3 March 2024.
To establish a Register of Eligibles (RoE) from which certification and appointment to first
and second level positions in the civil service, except those involving practice of
profession and/or are covered by special laws, shall be made, provided the eligible meets
the qualifications and other requirements of the positions. The RoE may also be a
reference for employment in the private sector.

4. Has not been convicted by final judgment of an offense or crime involving moral
turpitude, or disgraceful or immoral conduct, dishonesty, examination
irregularity, drunkenness, or addiction to drugs;
5. Has not been dishonorably discharged from military service or dismissed for
cause from any civilian position in the government; and
6. Has not taken the same level of Career Service Examination, either through
PPT or CSC Computerized Examination (CSC COMEX), within three (3)
months before the date of examination:
b) Applicants holding dual citizenship under R.A. 9225 (Citizenship Retention and
Re-acquisition Act of 2003), may apply for and take the examination upon
presentation of original, and submission of a copy of certification of retention/re-
acquisition of Philippine Citizenship (Identification Certificate) from the Bureau
of Immigration, and meeting of all the other admission and application
requirements for the examination.
d) The Bar examination given by the Supreme Court of the Philippines and the
Board examinations given by the Professional Regulation Commission are
declared civil service examinations under Republic Act (RA) No. 1080.
Accordingly, and as set forth in CSC Resolution No. 90-1212, Bar and Board
examinations passers are automatically considered as civil service eligibles.
Along this line, based on RA No. 10635, passers of the examination for marine
deck and engine officers given by the Maritime Industry Authority are
considered as falling under the contemplation of RA No. 1080. Thus, they may
opt not to take the Career Service examination anymore.
Also, the following Individuals may opt not to take the Career Service
examination anymore:
Note: For pregnant women, only those who are not beyond their 6th month of
pregnancy on 3 March 2024 will be allowed to apply for the examination
pursuant to CSC OM No. 10, s. 2021.
All interested applicants for the said examinations who have not registered for an
account are recommended to adhere to the following steps PRIOR to the
commencement of the online application filing process:
2. Immediately after clicking the activation link, log into your account at
bit.ly/CSCregion8-login using your login credentials.
Note: Updating of profile can only be performed only once. As such, you are
advised to double check what you have entered before clicking the
Save/Update button. Your personal information, specifically your full
name, date of birth, and place of birth (Municipality/City and Province),
must be accurate and exactly the same as what is reflected in your PSA-
issued birth certificate.

Note: Be circumspect and certain in selecting the testing center where they
intend to take the examination since you can no longer transfer to another
test center and/or type of exam after successfully submitting your
application.

Requirements before clicking the “Proceed” button.
4. Read and comply with the important reminders before clicking “Apply Now”.
5. Properly, completely, and accurately fill out the additional personal data, before
clicking the “Submit Application” button.

6. Review the details you encoded (any discrepancy on your full name, date of
birth, and place of birth may be a ground for disapproval of your application).
8. Select from the dropdown list the CSC Field Office (CSC FO) where you can
submit your application. The list varies depending on the Test Center you
selected in step 2.
Note: To simplify the uploading process, please ensure that all documents to
be uploaded are in JPEG (.jpg) format and do not exceed dimensions of
3" (H) x 3" (W).
Note: The online application process (steps 4-11) must be completed within
one (1) hour.
11. After successfully submitting your online application, constantly check the status
of your application through your OCSEAS account’s system dashboard.
1. Once your online application has been reviewed and verified, you must
immediately set an appointment schedule and select your preferred date of
Personal Appearance for you to pay the examination fee and submit the hard
copies of all the documentary requirements by clicking on the calendar icon,
then click “Submit”.
Note: All applicants with verified online applications are highly advised to
select the earliest date of Personal Appearance to secure the slot for the
said examinations.
Likewise, ensure your availability on the chosen date for your personal
appearance. Transfer of venue for the personal appearance is strictly
not allowed. Further, the system will automatically cancel your online
application if you fail to personally appear before 5:00 p.m. of your
2. Download and print your Application Form. The name of the CSC Evaluating
Officer must be reflected on the system-generated application form.
c. Original and photocopy of any valid I.D. card/s (refer to CSC MC No. 2, s.
2018 and/or Philippine Identification card pursuant to RA 11055);
5. After a successful transaction, the CSC Evaluating Officer will give the
applicant’s application receipt and CSC Official Receipt. This now confirms the
applicant’s slot for the said examinations.
Requests for transfer of testing center of applicants with confirmed examination slot
(those who have successfully completed all the steps provided in item B of this
announcement) may be permitted under certain meritorious cases (e.g. transfer of
residence/workplace), subject to the evaluation of the CSC RO/FO concerned. Such
request shall be made in writing and submitted not later than five (5) working days
after the deadline of filing of application or by 10 January 2024. The written request
must: (i) indicate the reason for the transfer of testing center; (ii) be accompanied by
supporting evidence, and a copy of the Application Receipt; and (iii) be sent to the
CSC RO/FO concerned through email, or courier. Strictly, no request for transfer of
testing center shall be accepted beyond said period. Hence, applicants are advised to
be circumspect and certain in determining the testing center where they intend to take
the examination.

To pass the test, an examinee should get a general rating of at least 80.00.
The List of Passers shall be posted at the CSC Website www.csc.gov.ph by 12 May
2024.
Only the List of Passers posted on the CSC Website is official. The CSC
does not recognize and is not liable for any other postings on any other
websites that are not affiliated with, or are engaged in the unauthorized
use of the name of, the CSC.
Examinees can generate their individual examination rating through OCSERGS or the
Online Civil Service Examination Result Generation System, which can also be
accessed through the CSC Website by 19 May 2024, or as indicated in the
corresponding issuance/advisory.
The civil service eligibility resulting from passing the CSE (Professional) shall be called
Career Service Professional Eligibility. It is a second level eligibility appropriate for
first level (clerical) positions, and second level (technical) positions in the government,
including executive/managerial positions in the second level, which do not involve
practice of profession and are not covered by special/other laws.
The civil service eligibility resulting from passing the CSE (Subprofessional) shall be
called Career Service Subprofessional Eligibility. It is a first level eligibility
appropriate only for first level (clerical) positions in the government which do not involve
practice of profession and are not covered by special/other laws.
