PROPOSAL TO INCREASE THE AMOUNT OF THE STUDENT ASSISTANT

ALLOWANCE FROM PHP 25 INTO PHP 75

Background

Our student assistants in the university are part of the hardworking forces of
our university. They aid offices using their abilities and offer their full efforts in the
work they do. Although these student workers express their gratitude for the
opportunity, it’s undeniable that the current rates for their service, which is Php 25/hr,
is not enough to compensate them for the work that they do. It is also a common
understanding that this rate is already too behind with the cost of living in today’s
time and needs to be changed.
This proposal aims to increase the rate of the student assistant allowance,
from the original Php 25 into Php 75. The proposed amount has been discussed by
the University Supreme Student Council Federation, which can be supported by the
attached board resolution. This will help our student assistants greatly especially in
the difficulties associated with their financial circumstances. Furthermore, this
proposal promotes fairness in the compensation that is given to our student
assistants for their services in the university.

Objectives

 To propose the increase the rate of Student Assistant allowance in the

Visayas State University from Php 25 into Php 75 to the University
Administrative Council and Board of Regents through the VSU Finance
Committee.
 To implement the proposed changes, once evaluated and approved, to the
entire Visayas State University system.

Legal Basis

DBM Special Provisions Applicable to All State Universities and Colleges:

“Vocational and Practicum Training of Students. SUCs are authorized to: (i) avail
themselves of the voluntary services of their students, during regular vocational class
periods, in the construction or repair of buildings and the fabrication or repair of
equipment, as part of their vocational training; and (ii) utilize student labor for
academic, research and extension, and administrative matters, as part of the
student's practicum training: PROVIDED, That in both cases, the student shall be
paid a reasonable allowance of at least Twenty-Five Pesos (P25) per hour:
PROVIDED, FURTHER, That voluntary services of students in the construction or
repair of buildings and fabrication or repair of equipment shall not exceed four (4)
