PROPOSAL TO AUGMENT THE STIPEND OF NON-ACADEMIC


SCHOLARS/GRANTEES OF THE VSU SYSTEM

RATIONALE:

In 2002, Visayas State University provided VSU funded academic and non-
academic grants-in-aid such as Dance Troupe/Chorale, Varsity, and Advanced
NSTP-ROTC-Grant, USSC with the implementing guidelines per Board Resolution
No. 77 s. 2002. The above-mentioned non-academic grantees received free tuition
fees and incentives. In 2017, the university implemented Free Tuition and there have
been a number of programs that helped the university augment its income from
Tuition Fees since the CHED also pays the tuition fees of its academic and non-
academic scholars and grantees. In relation to this, the Board of Regents approved a
resolution to increase the stipend for the non-academic scholars/grantees of the
VSU System to 400 pesos a month per Board Resolution No. 80 s. 2019. With the
said approved resolution, the University Supreme Student Council (USSC), Dance
Troupe, and Varsity (excluding the Advanced-NSTP ROTC Grant) have been
approved to receive grants, as long as they adhere to the guidelines established on
September 11, 2002.

However, the Supreme Student Council Federation believes that with the
inflation rates and high cost of living today, the grants for non-academic scholars,
specifically the chorale, dance troupe, and varsity, need further augmentation. The
student council feels that the 400 pesos per month incentives for the non-academic
scholars are insufficient. In fact, the student council proposed an increase in the
stipend of the student leaders and the Board of Regent approved a resolution to
increase the stipend of the USSC from 400 pesos a month to a maximum of 1,000
pesos a month per Board Resolution No. 70 s. of 2022. The student council believes
that it is time to extend this same recognition and financial support to other non-
academic scholars considering the immense sacrifices they make, the relentless
training and practice they undergo, and the need to balance both academics and
extra-curricular activities. We strongly believe that increasing the incentives provided
to our non-academic scholars can serve as a great motivator for them. In addition,
the student council suggests including NSTP Advanced ROTC students as non-
academic scholars. These students also make significant sacrifices and require
financial support for their training and practice. In conclusion, as these non-academic
scholars represent our esteemed university, this move not only recognizes their hard
work and dedication but also helps to ease their financial burdens.

Hence, the Supreme Student Council propose to amend the existing Board
Resolution No. 80 s. of 2019. The proposed augmentation is as follows:

1. Chorale: The current stipend for chorale scholars/grantees is 400 pesos per
month. We propose an increase of 1000 pesos per month to cover the expenses
incurred by the scholars/grantees, such as uniforms, daily transportation, and
practice.

2. Dance Troupe: The current stipend for dance troupe scholars/grantees is 400
pesos per month. We propose an increase to 1000 pesos per month to cover the
expenses incurred by the scholars/grantees, such as uniforms, daily transportation,
and dance practice.

3. Varsity: The current stipend for varsity scholars/grantees is 400 pesos per month.
We propose an increase of 1,000 pesos per month to cover the expenses incurred
by the scholars/grantees, such as uniforms, daily transportation, and training
expenses.

4. ROTC: NSTP-Advanced ROTC do not receive any grant. We propose that the
university provide a stipend of 1, 000 per month to cover the expenses incurred by
the scholars/grantees, such as uniforms, transportation, and training expenses.
