Method Statement for General Civil Works

A. Purpose

The purpose of this method statement is to cover the activities involved in general
civil works in the project considering the quality and safety requirements and to

specify the requirements of civil construction including excavation, filling, and allied
activities complying with the contract document, and scope of work and approved
drawings/documents.

B. Scope

This Method Statement applies to all the civil works - Excavation including ground
preparation, setting out, backfilling, soil compaction, & concreting - related to the
construction of Substation as per project requirements, referring with approved
structural drawings.

F. WORK PERMITS

1. All necessary work permits shall be obtained prior to the commencement of


any activity at site and shall remain valid throughout the entire duration of the
operation.

2. Safety Barriers and Site sign boards will be installed prior to the work
commencement.

G. HEALTH, SAFETY AND ENVIRONMENTAL PROCEDURES

1. Before commencing of any work, the required and applicable work permits
shall be checked and ensure all requirements of WP are complied.

2. All workmen and staff shall wear the mandatory and job specific PPE. Pre-
task briefing shall be conducted on every day before starting the work.
Experienced and HSE inducted workmen shall be deployed for the work. All
personnel shall be cautioned while working near any live lines such as power
cable, water lines, drainage lines, etc.

H. HOUSEKEEPING

1. Housekeeping is the act of keeping the working environment clean from all
unnecessary waste materials. The equipment/tools/materials required for the
work shall be stored /stacked in such a manner so as to give a safe working
atmosphere to the workforce at site.

1.1 This Method Statement describes a proper work procedure shall be carried out
during the excavation stage as per specification and contract drawings.

5.1 Site Preparation

5.1.1 Existing Services – construction team would conduct an investigation


and acquire information about site services might have been placed/embedded
below the ground. Services, wherever found shall be rerouted and protected to
place will not affect site activities.

5.2 Excavation

5.2.1 The area to be excavated shall be properly marked and clear before
starting the works.

5.2.2 The depth of excavation shall be periodically checked by a surveyor to


avoid over excavation. The bank of excavated area shall be sloped 30 degrees
and shall be maintained to avoid a collapse of the bank into the excavated area.

5.3 Shoring works


5.3.1 Carry out phenolic boards to fully cover the height of the excavated
area.

2. Fabrication and Installation of Forms

2.1 Formwork Design

Both types of formwork shall be designed to meet the following


requirements:

2.11 The structure dimensions indicated in the construction drawings.

2.12 Stability of the formwork (both vertically and laterally) in the


initial position during or after concreting.

2.13 The surface finish shall be as per the required type.

2.14 The formwork shall allow proper concrete placement and


vibration.

2.2 Ties

Ties will be placed at such intervals that will not allow any movement or
deformation of the formwork beyond the specified tolerance limits. Forms for
small section elements, i.e, columns, shall be tied externally.
Through-ties shall be used for big area forms.

2.3 Removal of Forms and Shoring

Formwork for footings, sides of beams, pedestal and other formworks not
supporting the concrete weight shall be removed.

During stripping of formwork, following points must be remembered:

2.3.1 Formwork should not be removed until the concrete has


developed sufficiently strength to support all loads placed upon
it. The time required before formwork removal depends on the
structural function of the member and the rate of strength gain
of the concrete. The grade of concrete, type of cement,
water/cement ratio, temperature during curing etc. influence the
rate of strength gain of concrete.

2.3.2 The formwork parts and connections should be arranged in a


way that makes formwork removal easy and simple, prevents
damage to concrete and formwork panels so that it can be
reused without extensive repair.

2.3.3 The formwork removal procedure should be supervised by the
Site engineer to ensure that quality of hardened concrete in
structural member, i.e. it should be free from or has minimum
casting defects such as honeycombing, size and shape defects
etc. These defects in concrete influence the strength and
stability of structure. Thus immediate repair works can be done
or the members can be rejected.

3. REINFORCEMENT

The reinforcing steel should be conforming to project specification and as per


drawings.

3.1 Handling and stacking

3.1.1 Number and spacing of supports will be such that there is no sagging of
the stacked bars.

3.1.2 Stacked rebar will be covered with tarpaulins or such other means and
protected from mud, oil or any other thing that causes damage.

3.2 Cutting and Bending of Bars

The reinforcement will be cut and bent in accordance with the approved bar bending
schedules. The bending of reinforcements will be done on the bending machine,
producing a gradual and even motion. Bars will be bent cold and at specified radii

3.3 Receipt and Storage of Bars

3.3.1 The rebar received from the supplier will be inspected. All defective
materials will be repaired or replaced by the supplier.

3.3.2 The storage of rebar will be arranged above ground on padded supports,
using timber pieces or sand bags. The rebar will be covered with dark light
proof material to prevent rusting.

3.4 Placing of Reinforcement

3.4.1 Minimum concrete cover for reinforcement shall be as per the


Reinforced Concrete Works General Notes.

3.4.2 All reinforcement shall be supported and fastened before concrete is


placed and shall be secured against displacement within permitted tolerances.

3.4.8 The welding of reinforcement will not be permitted.

3.5 Fixing of Reinforcement

3.5.1 The reinforcement will be accurately fixed in the required position. The
bars intended to be on contact at passing points will be securely tied together.

3.5.2 After fixing, the reinforcement will be inspected for type, size, and
accuracy of placing. The areas where the coating will be found to be damaged
it will be repaired as per approved method statement.

3.6 Quality Control

The reinforcement will be inspected before concreting. It will be ensured that


the surface of reinforcement will be free from mud, oil, retarders, grease or
any other substance which would affect adversely the steel or concrete
chemically or reduce the bond. Also it will be ensured that it is placed in full
accordance to the issued for construction drawings.

4. CONCRETING

4.1 Transportation of Concrete

Out of the available transit mixer trucks, at least one will be kept as stand by. Before
the departure of the loaded transit mixer, the delivery ticket will be handed over to the
driver.

4.2 Delivery of Concrete

Before discharging the concrete at the point of delivery, the driver will provide the
Quality Control Engineer the delivery ticket identifying the material for each batch of
concrete.

4.3 Deposition of Concrete

4.3.1 The concrete will be deposited continuously or in layers of such


thickness so that cold joints are not formed. The concrete, which has partially
hardened, will not be deposited. Suitable construction joints will be provided
to avoid formation of cold joints.

4.4 Protection of Fresh Concrete

Unless adequate protection is provided, concrete will not be placed during rain.

4.5 Curing of Concrete

Immediately after placement, concrete will be protected from premature drying and
excessively hot temperatures and will be maintained with minimum moisture loss at
relatively constant temperature for a period necessary for the hydration of the cement
and hardening of the concrete. The curing of concrete will be carried out by pouring
or continuous sprinkling of water. After forms are removed, the concrete will be cured
up to the end of prescribed period.

4.6 Quality Control

4.6.1 The workability of the concrete will be continuously monitored at


delivery place before casting.

4.6.2 Samples for conducting tests for determining the compressive strength
on concrete will be taken according to the specifications.

4.6.3 Concreting will be carried out using the approved design mixes and that
specified for the structure. The concrete from approved sources only will be
used for all concreting works.

5. TESTING OF CONCRETE

5.1 A third party laboratory as approved by the Contractor will be appointed to carry
out tests on concrete as may be applicable as per project specification.

5.2 Temperature, slump, unit weight and air content of fresh concrete shall be
measured at the point of pour, prior to placement in forms. Concrete not conforming

to the requirements of the specification shall be rejected. Test sample cylinders will be
collected in accordance with project specifications.

K. HEALTH & SAFETY

Refer to the site safety policy for general safety controls. One of the main aspects of this
procedure is Safety and Health Control. This is to control occurrence of injuries as well as
damage to equipment and properties during the entire construction period.

1. Tool Box meetings shall be conducted on every day before the start of the work.
2. Experienced workmen only shall be deployed for the work.
3. All personnel shall be cautioned while working near the pipes/ cables.
4. Hazard identification shall be done during toolbox meetings especially for heat.

In order to ensure a safe working environment during the entire construction period, the
following safety measures will be implemented.

Machinery and Equipment:

1. Prior to use any machinery/equipment at site, it shall be inspected and certified by


Safety Officer.
2. Periodic Preventive Maintenance shall be made on all equipment and machineries.
3. All operators and driver are to be equipped with valid driver’s/operator’s license or
permit from concerned government agency.
4. Only authorized drivers or operators will be allowed to operate machineries or
equipment.
5. Only authorized signalman shall be assigned together with the operator or driver.

6. All lifting equipment as well as its accessories such as sling wire, nylon sling,
shackles, chain blocks, crane hook and latch shall be inspected periodically.

Personal Protective Equipment:

1. PPE shall be issued to all workers such as safety shoes, hard hat, working gloves, ear
plugs, safety goggles and safety belt and or safety harness for workers who will be
assigned in elevated places.
2. Wearing of the basic PPE shall be enforced fully.
