1. This is to announce the schedule of the Schools Divisionwide Open

Ranking to be held on August 2-4, 2023 for the following positions:

2. A new ranking system, where all interested and qualified applicants,

shall be pooled as candidates for appointment to all existing and anticipated
vacant positions due to employees’ separation from service and subsequent
chain of vacancies due to promotion. Their qualifications and competencies
shall be assessed and evaluated using appropriate guidelines. This new
ranking system is applicable, however, to Teaching and Related Teaching
Positions only.

3. All interested and qualified applicants, whether internal or external to

DepEd shall submit ORIGINAL COPY of the following documentary
requirements to SDO Personnel Unit on or before July 14, 2023:
a. Letter of intent addressed to the Schools Division Superintendent;

b. Duly accomplished and notarized PDS (CS Form No. 212, Revised
2017) with Work Experience Sheet;
c. PRC/CSC authenticated Certificate of Eligibility/Rating/
License/ID;
d. Scholastic/academic record, such as but not limited to Transcript
of Records (TOR) for Bachelor’s Degree and Post graduate studies;
e. Service Record or Certificate of Employment, if applicable;
f. Certificates of Training, if applicable;
g. Latest Performance Rating covering three (3) years performance, if
applicable;
h. Checklist of Requirements and Omnibus Sworn Statement on the
Certification on the Authenticity and Veracity (CAV) of the documents
submitted and Data Privacy Consent Form (Enclosure 1);
i. Other documents for comparative assessment such as outstanding
accomplishments, research, authorship, speakership shall be
submitted and appraised during the scheduled open ranking.
Applicants who failed to submit mandatory documentary

requirements (Items a-h) on the set deadline shall not be included in
the pool of official applicants. No further mandatory documents shall
be accepted after the deadline.
4. For Qualification Standards of the said vacant positions, attention is

hereby invited on the attached list (Enclosure no. 2).
5. The Schedule of Comparative Assessment/Open Ranking for the

following positions shall be as follows:

All applicants are directed to attend the orientation and pre-

ranking conference to be conducted 15 minutes before the scheduled
time for the comparative assessment. Late applicants shall no longer be
entertained.
6. School Principals where the vacancy exists are required to attend the
Ranking, as a member of the HRMPSB - Behavioral Events Interview (BEI)
Committee, on the abovementioned schedule.
7. The Conformity of Points shall be done during the day. Hence, no

complaints shall be entertained after the applicant has been informed of
his/her total score. The whole proceedings of the open ranking shall be
recorded.
8. To ensure the uniformity in the implementation and strict observance

of the merit principle in the selection of the candidates, the following
guidelines shall be used in the selection process:

MASTER TEACHER I & II MEC ORDER NO. 10 s. 1979 and
SDM No. 261 s. 2020
DEPED ORDER 19 S. 2022 (DEPED
HEAD TEACHER I & III MERIT SELECTION PLAN 2022)
AND DEPED ORDER 007 S. 2023
SCHOOL PRINICPAL I - IV (GUIDELINES ON RECRUITMENT,
SELECTION AND APPOINTMENT IN
DEPED)
9. To ensure that there will be no bottleneck encountered in the filling

up of the chain of promotion, all applicants are directed to prepare
their valid and authenticated PRC IDs and certificate of rating.
This is in anticipation of the requirements for the processing of
appointment.
10. All applicants with approved Equivalent Record Form (ERF) must
submit a copy of request for withdrawal of ERF application confirmed
by the Regional Director on or before the schedule of comparative
assessment/ open ranking.
