MEMORANDUM OF AGREEMENT

This Agreement made and entered into this 20 th day of SEPTEMBER, 2023 at
Tandag City, Surigao del Sur, Philippines, by and between,

The DEPARTMENT OF EDUCATION- DIVISION OF SURIGAO DEL SUR


represented herein by the Schools Division Superintendent of the SCHOOLS DIVISION
OF SURIGAO DEL SUR, NELIA S. LOMOCSO, PhD, CESO V, with principal office address
at Balilahan, Mabua, Tandag City Surigao del Sur, hereinafter referred to as “DepED-
SDS”;

-and-

GAWAD KALINGA COMMUNITY DEVELOPMENT FOUNDATION INC. a non-


stock, non-profit legally organized entity of the Philippines, with offices at 2 ND Floor
Cheng building, 212 Haig St, Brgy. Daang Bakal, Mandaluyong City, represented by its
GK NORTHWESTERN MINDANAO AREA TEAM LEADER, MARIA JOYCE B.
CAULAWON, hereinafter referred to as GK – ZDN.

WITNESSETH:

WHEREAS, Republic Act 8525, otherwise known as an Act establishing the


“Adopt-A-School Program” and providing incentives therefore and for other purposes,
was created to encourage non-government/ private entities to assist in the delivery of
quality education to public schools in the country, particularly in the poverty-stricken
provinces;

WHEREAS, DepED being responsible in securing resources to make public


schools competitive has been partnering with the government and non- government
agencies and its local units for the development and improvement of the public
education system in our country;

WHEREAS, GK is building a nation of empowered men and women, a nation


made up of caring and sharing communities dedicated to the eradication of poverty and
the restoration of human dignity, employing an integrated and holistic approach to
empowerment with values-formation and leadership development at its core;

WHEREAS, GK - ZDN has expressed desire to provide support to learners of


Inuman Elementary School, San Miguel III District, Division of Surigao del Sur who are
in need more of literacy intervention;

NOW THEREFORE, for and in consideration of the foregoing premises and the
terms and conditions herein set forth, the parties hereby agree as follows:

Section 1 Description of the Partnership

The partnership between the DEPARTMENT OF EDUCATION-


SURIGAO DEL SUR DIVISION and GAWAD KALINGA-ZAMPEN REGION
which aims to synergize efforts on revitalizing education through literacy
intervention to learners who are in nothing level as to the Functional
Literacy Assessment of Carromata Elementary School, San Miguel III
District, Division of Surigao del Sur with the present School Principal II,
Menerba M. Dapar.

Section 2 Rights and Obligations of the Concerned Parties

2.1 DepED-SDS shall:

2.1.1 Identify beneficiary learners who are in dire need of literacy


intervention
2.1.2 Craft Project Proposal and facilitate negotiation processes for
the planning and implementation of all activities;

2.1.3 Defray expenses of all its personnel during the conduct of all
activities relative to the project;

2.1.4 Facilitate the evaluation of the implementation of the activity;

2.1.5 Share assessment results to GK, especially at the start and


at the end of the program implementation.

2.2 GK-ZDN shall:

2.2.1 Support on the conduct of the activities by providing school


supplies to identified learners, provide supplies for reading
hub ventilation and free snacks for learners during the entire
project duration.

2.2.2 Defray expenses of all its personnel during the conduct of all
activities relative to the project.

2.2.3 Participate on the monitoring of the project for continuous


improvement of all interventions employed.

2.2.4 Link the other project needs and partnership activities to the
GK National programs and partners.

Section 3 Scope of the Partnership

This agreement is limited to the conduct of all activities relative to


Project READ (Revitalizing Education through Action Research to Develop
readers) as a partnership venture between DepEd-SDS and GK-ZDN.

Section 4 Project Cost/Breakdown

The total estimated cost of the activity is Eighty One Thousand Nine
Hundred Ninety Pesos (81,990.00) with breakdown as follows:

Section 5 Terms
This Agreement shall be effective from September 15, 2023 to December
15, 2023, with the possibility of extension and without prejudice to
Section 3.

Section 6 Separability Clause. Should any part of this Agreement be judicially


declared null and void, such nullity shall not affect the validity of the
remaining provisions hereof.

Section 7 Breach of Contract. The violation or omission of any of the provisions of


this Agreement shall be ground for the cancellation or rescission of the
same without need for legal or court action.

Section 8 Amendments. This agreement may be revised, amended or modified only


through a written instrument duly executed and signed by all parties.
