(Copy enclosed for ready reference) Railway Board vide letter under ref(i), has instructed to finalize Building Cost Index from time to time and adopt CPWD DSR 2018 & CPWD Specification for execution of all civil engineering works . ‘Accordingly vide this office letter under ref(ii), it has been decided that the Cost Index for entire Central Railway shall be 111 and the detailed instructions for using CPWD DSR 2018 with effect from 01.11.2021 for all works related to Building works, Road works, Horticulture works and other miscellaneous works have been issued. It is once again reiterated that the Instructions for adoption of CPWD DSR 2018 issued vide letter under ref(ii) may be followed strictly. (b)Only the rates of CPWD DSR-2018 corrected with Cost index shall be used for preparation of estimates and tender schedules. However, ‘this rate cannot be considered for justifying the offered rates of tenders. For evaluation of tenders, Tender Committee may consider the last accepted rates of adjacent CPWD units for similar works or other LARS with DSR-2018 for railway works available with Railway. These guidelines are issued with the concurrence of HQ finance and approval of the competent authority. For contract management, IRGCC-July 2020 shall be applicable with all correction slips issued by competent authority from time to time.
