Sub: Adoption of CPWD Delhi Schedules of Rates (DSR-Volume-I,DSR-Volume

II, & landscaping), DSR-2018(AOR-Volume-I, Volume-II) & CPWD-
Specifications, (Volume-I, Volume-II) and IRUSSOR-2019 & IRUSS – 2019
on Indian Railways.

Vide letter under reference Railway Board has instructed to adoption of

1 (a) CPWD Delhi Schedules of Rates DSR 2018 DSR-Vol.1, DSR-Vol.2 DSR Horticulture &
Landscaping) Analysis of Rates (AOR-Vol.1 & AOR – Vol.2) & CPWD Specification
(Vol. 1& Vol. 2) for execution of all Civil Engineering Works Related to Building
Work, Road Works and horticulture Works etc. (except Formation works, Bridge
Works and P-Way works) on Indian Railways.

(b) Indian Railways Unified Standard Schedule of Rates (IRUSSOR -2019) for Bridge
works, Formation works and P.Way works with Indian Railways Unified Standard
Specification (IRUSS- 2019) for Earth work in cutting and Embankment, Bridge
works and P. Way Works.

2. The proposal for adoption of CPWD DSR-2018 has been concurred by associate HQ
finance and it has been approved by PCE.

3. Chapter no. 6,7,8,9,10,13,14,15,16 17,18,20 & 21 related to P. Way works of Central

Railway USSOR has been prepared based on IRUSSOR software programme issued by
Railway Board and came into force Vide this office letter no. W.187.R.A.Poliucy /IV
dated 20.04.2020 and also uploaded on IREPS portal by HQ. Preparation of Central
Railway USSOR for Bridge works and Formations in under process.

4. In case any Estimate and Tender involves both building work, Road work and
horticulture work and Formation, Bridge and P-Way works, it shall not be clubbed in one
schedule and shall be kept in separate schedules one for CPWD DSR 2018 items and
other for C.R.’s USSSOR Bridge/Formation/P-way works so that the tenderers can quote
separately for the respective schedule amounts.

5. The following guidelines are issued for using CPWD DSR 2018:

(i) CPWD DSR-2018 (Delhi Schedule of Rates) and CPWD Specifications-2019 (or latest)
shall be used for all works related to Building Works, Road Works and Horticulture
works and other Miscellaneous works with effect from 01.11.2021 with latest
Correction Slips issued from time to time by Civil Engineering Directorate
webpage of Ministry of Railways.

(ii) The CPWD documents DSR-2018 (DSR Vol. 1 & Vol. 2), DSR-Horticulture and
Landscaping), CPWD Specifications 2019 (Vol. 1 & Vol. 2) are uploaded by Railway
Board on Civil Engineering Directorate webpage of Ministry of Railways at the
following link:

However any change or new guideline related to CPWD DSRs, AORs & Specifications
shall be effective on Indian Railways only when uploaded by Ministry of Railways on
Civil Engineering Directorate webpage of Ministry of Railways.

(iii) (a) CPWD DSR-2018 shall be used for preparation of all estimates with effect from
01.11.2021. The Cost Index for entire Central Railway shall be 111.

(b)Only the rates of CPWD DSR-2018 corrected with Cost index shall be used for
preparation of estimates and tender schedules. However, this rate cannot be
considered for justifying the offered rates of tenders. For evaluation of tenders,
Tender Committee may consider the last accepted rates of adjacent CPWD units
for similar works or other LARs with DSR-2018 for railway works available with
Railway. These guidelines are issued with the concurrence of HQ finance
and approval of the competent authority.

6. For contract management, IRGCC-July 2020 shall be applicable with all correction slips
issued by competent authority from time to time.
