METHOD OF MEASUREMENT AND PRICING FACTORS

SECTION 9 - TRAFFIC MANAGEMENT AND CONTROL

9.1 TRAFFIC MANAGEMENT TEAM

Unit

The unit of measurement for the following traffic management team:

(a) Traffic Safety Officer


(b) Supervisor
(c) Traffic Controller / Flagman

shall be of Man-Month (man-mth).

Measurement

The measurement for payment for the traffic management team shall be man-month basis
supplied throughout the construction period.

Item Coverage

The rates for the traffic management team shall be for the duration of the Contract and shall
include:-

(a) The wages and other enumerations paid to the site staff inclusive of overtime payments.

(b) Cost and expenses incurred consequent upon the employment for hiring of the site
staff including payment of employee provident fund, insurance, medical and
hospitalization

(c) Replacement of incompetent site staff.

(d) Substitution of site staff when the appointed traffic management staff is absent or on
leave.

9.2 TEMPORARY ROAD FURNITURES

Unit

The unit of measurement for the following items shall be:-

(a) Precast movable reinforced concrete barrier in Number (nr),

(b) Light weight movable barriers in Number (nr),

(c) Light weight movable barriers with delineator in Number (nr),

(d) Light weight movable traffic guidance cones in Number (nr),

(e) Blinkers including batteries in Number (nr),

(f) Beacon light including batteries in Number (nr),

(g) Double sided reflective String delineators in Linear Meter (m),

(h) Flashing arrows in Number (nr),

(i) Sand bags in Cubic Meter (m³),

(j) Temporary lighting in Number (nr).

Measurement

The measurement of temporary road furniture shall be of the complete installation as


stipulated in the relevant BQ description and specification to the full operation conditions and
as approved by the S.O.

Item Coverage

The item for providing temporary traffic devices shall be in accordance with the Preamble to
the Bill of Quantities including:-

(a) Supply and installations of each and every item shown as per drawing for all temporary
diversions.

(b) Maintenance and transportation within the work area.

(c) Provide replacement at no extra cost when any of the specified items is damaged or lost.

(d) Cost depreciation over the period of construction.

(e) Complying with “Arahan Teknik (J) 2C/85 Temporary Signs and Work Zones
Control” specifications on the quality and size.

(f) Removal upon completion.

9.3 TEMPORARY GUARDRAILS

Unit

The units of measurement for the following items shall be:-

(a) Galvanised W Beam Guardrails in Linear Metre (m).

(b) Guardrail Terminal Ends in Number (nr).

Measurement

The measurement of the following items shall be:-

(a) the installed length measured along the centre line of the beams from the end of terminal
section to the start of the other end terminal section for the Galvanised W Beam
Guardrails,

(b) the number of Guardrail terminal ends constructed,

and accepted by the S.O.

Item Coverage

The measurement of temporary guardrail shall be in accordance with the Preambles to the Bill
of Quantities General Directions and shall include:-

(a) Supply and install W Beam Guardrail including attachment, fixings, and stiffeners
and adjustment of beam to flowing alignment,

(b) adjustment to ensure a smooth flowing alignment,

(c) galvanizing,

(d) flaring for the terminal section,

(e) posts, spacers, terminal sections, terminal buffer end, 90° twist and anchorages,

(f) driving post in any material except rock or drill in rock, concrete and pavement for the
fixing of bolts or other fixtures for the installation of the posts,

(g) concrete, reinforcement and formwork to foundation, footing and anchorages,

(h) connections to any structures including adaptors, and grouting, if necessary,

(i) bolts, nuts and washers and fixing of elements

(j) reflective strip of high intensity reflective sheeting, and fixing.,

(k) removal from site upon completion of the works.

9.4 TEMPORARY SIGNS

Unit

The units of measurement for the temporary signs shall be in Number (nr).

Measurement

The measurement of all temporary signs shall be of the numbers of completed installation and
accepted by the S.O.

Item Coverage

The items for traffic signs shall be in accordance with the Preambles to Bill of Quantities
General Directions and shall include:-

(a) provision, fabrication, delivery, unloading and storage on site,

(b) excavation for bases of sign post and disposal of surplus excavated material,
backfilling with concrete and compaction,

(c) erection of supports, post and connection,

(d) all materials necessary inclusive of bolt , nuts, m.s. angle, protective system and fixing,

(e) reinstatement of surfaces,

(f) drilling or forming holes and pockets in structure or foundation and casting in bolts,
sockets, base plates and anchorage assemblies,

(g) protective treatment,

(h) location, lettering and marking,

(i) in the case of illuminated signs, all electrical equipment, wiring and connection
excluding network cabling,

(j) ducts in bases,

(k) backboard,

(l) complying with regulations, earthing and inspection.

(m) maintenance and replacement of defective parts and components throughout the
contract period.

(n) Movement of signages within site as and where required,

(o) Removal from site upon completion of the works.

9.5 TEMPORARY ROAD DIVERSION

Unit

The unit of measurement shall be referred to the respective items:-

(a) Earthwork shall be referred to MOM (Section 3) – Earthwork

(b) Pavement shall be referred to MOM (Section 5) – Pavement

(c) Removal of temporary road diversion shall be Lump Sum (sum)

(d) Road Marking shall be referred to MOM (Section 6) – Road Furniture

Measurement

The measurement for payment for the above items shall be the completed works measured on
site.

Item Coverage

(a) The item for earthwork shall be referred to MOM (Section 3)

(b) The item for pavement shall be referred to MOM (Section 5)

(c) The item for road marking shall be referred to MOM (Section 6)

(d) The item for removal of temporary road diversion shall be in accordance with the
Preambles to Bill of Quantities General Directions and shall include:

(i) excavation and disposal of the road material to approved sites

(ii) levelling to grade and levels

(iii) turfing and landscaping

9.6 TRAFFIC MANAGEMENT PLAN AND REPORT

9.6.1 Traffic Management Plan And Method Statement

Unit

The unit of measurement for traffic management plan and method statement shall be Lump
Sum (sum).

Measurement

The measurement for payment for the traffic management plan and method statement shall be
the acceptance of the traffic management plan and method statement in accordance to the
format and copies as stipulated in the guideline / specification and bill of quantities.

Item Coverage

The item for traffic management plan and method statement shall be in accordance with the
Preambles to the Bill of Quantities General Directions and shall include the costs of
literatures, references and consultation in the production of the traffic management plan and
method statement.

9.6.2 Traffic Management And Road Safety Report

Unit

The unit of measurement of traffic management and road safety report shall be Lump Sum
(sum).

Measurement

The measurement for payment for the traffic management and road safety report shall be the
acceptance of the traffic management and road safety report in accordance to the format and
copies as stipulated in the guideline / specification and bill of quantities.

Item Coverage

The item for traffic management road safety report shall be in accordance with the Preambles
to the Bill of Quantities General Directions and shall include:-

(a) on-site traffic management evaluation and the procurement of road accident data in the
production of the traffic management and road safety report.
