mountain ranges which protected
the town from the early
destructive eruption of Mayon
Volcano.
The municipality of Malilipot, Albay was
created by virtue of Republic Act No.
1687 on October 26, 1945. The
municipality is located west of Albay
Province or at geographical coordinate
between 123° and 134° longitude and
between 13° and 14° latitude. It is
bounded on the north by City of Tabaco,
on the south by Municipality of Sto.
Domingo, Albay, on the east by Tabaco
Bay and Municipality of Bacacay, Albay,
and on the west by the City of Tabaco and
Mayon Volcano.
It is composed of 18 Barangays with a total land area of 44.0939
sq. km. It has 7 rivers namely Bulawan, Cabugao, Tiagao, Nawang,
Sta. Teresa, Calbayog, and San Roque. Numerous creeks found in
all Barangays which serve as water tributaries. It has 18
elementary schools and 5 high schools. It has 1 community college
situated in barangay San Jose and 1 Technical Vocational school at
barangay San Francisco.
MISSION
Malilipot shall provide effective delivery of basic services, adequate
infrastructure and nurture a sustainable economy in an environment
where natural hazards and risks mitigated through a transparent
local governance system and resilient community.
VISION
A leading agri-industry, ecotourism and investment hub in the
Province of Albay where the constituents enjoy better quality of life
in a safe, clean, orderly environment and self-sufficient and
progressive economy under a transparent, participatory, and
responsive local governance.
In the analysis of the current prevailing trends on the municipality, the Local Government Unit of
Malilipot considered individual effects of various substantive elements consisting of historical
development which saw the evolution of significant political, cultural, social economic events that shaped
Malilipot as it is at present; the unique physical features of of the municipality as part of Albay Province
in the first district; the demographic indicators are encouraging and shows growth potentials particularly
population growth, distribution composition, migration, employment, literacy and commerce, industry,
tourism and forestry; basic infrastructure support facilities in terms of transportation, communication,
power supply and water supply should be enhanced to adequately support priority economic activities
and basic social needs. The local administration of the Local Government Unit of Malilipot should be
professionalize and efficient on its local organization and fiscal management; environmental
management lacks direction and should be institutionalized; and current general and urban land uses
should be rationalized and aligned with development thrusts of municipality.
To set direction of development for the municipality of Malilipot for the planning period year
2002-2006, it has formulated the general goal. to make the municipality of Malilipot a
secondary Growth Center of Albay Province and General Objectives; adequate basic social
services and facilities; sound sustainable economic development; upgraded basic
infrastructure support facilities; effective and responsive local administration; properly
managed environment; rational judicious land utilization.

The alternative development concepts or strategies were analyzed as follows: Trade


enhancement shall promote commercial activities along the National Highway in linear
development to anticipate expansion of commerce from Tabaco City; Strategic Agro Fishery
Development Zone shall actively pursue full development of agriculture so as to become an
agriculture producer in the first District of Albay; Light-industrial development promotes
cottage industry in the municipality and Tourism Market Development rides on the concept
that Albay Province is a primary tourism destination proximity to Tabaco City. Consequently
the Local Government deems its advantageous and consistent with general goal and objectives
to adopt the preferred development strategy which is the combination of trade enhancement,
SAFDZ Development and Tourism Market Development. Under this development scenario, it
shall undertake to achieve the following;
development along the National Highway linking the Municipality with Tabaco City; priority to
agricultural products in SAFDZ. Areas shall be aggressively pursued to complement trade expansion
activities thus generating local employment livelihood and revenues; priority existing tourism potential
site shall be promoted and supported for their development; agro-industrialization promotion; strategic
infrastructure facilities shall be upgraded or established to provide support to the economic thrusts;
basic social services shall be enhanced and upgraded to provide linkage to the proposed developments;
the LGU shall undergo re-engineering to better equip and professionalize local organization and fiscal
management attuned with the change of development thrust of the Municipality; management of the
environment shall be institutionalized and implemented both Barangay and Municipal levels; strict
enforcement of rational land use to attain desired spatial developments.

shall be situated in Barangays 1,2,3,4, and 5 of the Poblacion Area. It shall be bounded by
Gonzales street, Bordonada street, Belen street, Rizal street, Mabini street, Del Rosario street,
Bea street, Romano street, Blancaflor street, Del Carmen street, Arellano street, Volante
street, Bonafe street, Motor Pool road other roads, General Commercial Zones, General
Institutional Zones, Socialized Housing Zone, Strategic Agriculture and Fishery Development
Zones, Agro-Industrial Zone, Rivers and Creeks.
GENERAL COMMERCIAL ZONE (GCZ)
shall be situated in Barangays 1,2,3, and 4 of the Poblacion Area. It shall be bounded by the
National Road, Loyola street, Gonzales street, Bordonada street, Belen street, Volante street,
Mabini street, Bonafe street, other Roads, General Commercial Zones, General Institutional
Zones, Rivers and Creeks.
ZONING
GENERAL INSTITUTIONAL ZONE (GIZ)
shall be situated in Barangays 2,3,4, and 5 of the Poblacion Area. It shall be bounded by
Bordonada street, Belen street, Rizal street, Bea street, Del Carmen street, Arellano street,
Volante street, Bonafe street, Motor Pool road other roads, General Commercial Zones,
General Institutional Zones, Socialized Housing Zone, Strategic Agriculture and Fishery
Development Zones, Socialized Housing Zone and Parks and Recreation Zone.

PARKS AND RECREATION ZONE (PRZ)


shall be situated in Barangays 2, and 3 of the Poblacion Area. It shall be bounded by the ,
General Institutional Area, General Residential Area, Socialized Housing Zone, Volante street
and Belen street.
ZONING
BUILT-UP ZONES (BUZ)
shall be situated in all Barangays of the Municipality. It shall be bounded by Roads, Rivers,
Creeks, Forest Forest Zone, Strategic Agriculture and Fishery Development Zone, Socialized
Housing Zone, Tourism Zone, Agro-Industrial Zone, Municipal Boundaries with Tabaco and
Bacacay, Tabaco Bay and Albay.
AGRICULTURAL ZONES (AGZ)
shall be situated in Barangays Calbayog, San Roque, Binitayan, San Antonio Sulong. It shall be
bounded by Strategic Agriculture and Fishery Development Zone, Albay Gulf, Roads, Rivers,
Creeks, and Tabaco City.
ZONING
STRATEGIC AGRICULTURE AND FISHERY DEVELOPMENT ZONE (SAFDZ)
shall be situated in Barangays 1,3,4 and 5 of Poblacion Area, Canaway, San Isidro Iraya, San
Isidro Ilawod, Sta. Teresa, San Jose, Binitayan, San Francisco, San Antonio, Santicon and
Salvacion. It shall be bounded by Built-Up Zone, Socialized Housing Zone, Agricultural Zone,
Agro-Industrial Zone, Forest Zone, Tourism Zone, Roads, Rivers, Creeks, Tabaco Bay and Albay
Gulf.

FOREST ZONE (FZ)


shall be situated in Barangay Canaway, Calbayog, San Roque, Barangay 5 of Poblacion Area,
Sta. Teresa, Sta. Cruz and San Jose. It shall be bounded by Built-Up Zone, Agricultural Zone,
Strategic Agricultural Zone, Tourism Zone, Roads, Rivers, Creeks and Municipal Boundaries
with Tabaco and Sto. Domingo.
