Item 2 PL owner’s feedback for Services Coordination Committee


Meeting:
Services Coordination meeting is usually held every month at RTA Info
HQ. however last meeting was held on 9th May 2021.

DUSUP informed that a letter requesting D.M to remove vegetation Info


and bushes at jet fuel pipeline corridor has been sent to D.M by
DUSUP.

EMDAD raised a concern of pipeline patrolling vehicle access along Jet Fuel PL
jet fuel pipeline corridor between Al Ain Road to DXB Airport, Owners
DUSUP advised to study the overall route and come up with access
proposal to discuss with concern Authorities.

Item 3 RTA e-NOC management Support: Re-activation of NOC user


accounts and for additional user accounts Info

Item 4 PL Owners feed back on RTA e-NOC:

drawing references on NOC documents. As per DUSUP discussion
with RTA above correction is included in RTA’s action list.

KPI performance target days for e-NOC and DUSUP informed that
RTA’s KPI measurement varies, i.e. 3 days, 5 days & 7 days.

Item 6 Coordinated Emergency Work Procedure for all Utility owners:

Any failures or damages to the existing utilities or hydrocarbon Info


pipelines at the interface locations or affecting the surrounding
community and environment may require immediate repair works.

DUSUP informed that Article 4 of Regulation No. (4) of 2009 (copy Info
attached), any emergency repair works within DUBAI can be carried
out by notifying concerned parties, However formal NOC
submission shall be made within 24 hrs, which is also mentioned in
DPE’s Procedure for Pipeline Owners Working on their Pipelines in
Dubai

DUSUP will draft a procedure and circulate for pipeline owner’s DUSUP
review once ready.

DUSUP informed that DUSUP issued 2696 nos. of NOC’s from 1st Info
Jan 2021 to 16 June 2021.

DEL informed that currently they are studying to revise the


requirement for crossing of communication and low voltage power
cable.

DEL will share the study with pipeline owners for review and DEL
comments.
