Purpose of IFAS
The IFAS Project is approved by SAITCo and IMC. The purpose of the IFAS is threefold:
• to provide an accounting framework for those territories without national accounting standards
that is consistent with international financial reporting standards and best accounting practice
for charitable organisations.
• to facilitate the preparation of Key Financial Indicators (KFIs) enabling all territories to report
their financial position to International Headquarters (IHQ) on a consistent basis.
• to ensure that all territories follow a common reporting framework so that senior leadership
moving between territories are provided with financial information in a familiar and consistent
way.

Benefits of IFAS
The benefits of IFAS are numerous including up to date, consistent international accounting standards
for the whole Salvation Army to follow. This will greatly improve access to information for IHQ Leaders
as they allocate precious support funding. New KFI reporting to be generated by IFAS will help manage
financial and reputational risk to TSA internationally. Benefits also flow directly to donor Territories
such that long standing concerns about the tracking of project funds can be addressed. The new tools
will improve financial systems making the use of funds more transparent and improving the reporting
and acquittal processes.
This will help reduce incidences of recipient territories ‘borrowing’ funds from projects to fund other
activities which causes liquidity problems. Donor Territories will be less likely to instruct forensic
audits to identify the use of grant funds. The new IFAS approach will improve practices and mitigate
risks over funds from donor Territories.
