(WHO) (2023), the Philippine Statistics Authority (PSA) reported that the road crash accidents
increased by 39% with 7,938 deaths in 2011 to 11,096 deaths in 2021. It remains as the leading
cause of death among Filipinos ranging to 15-29 years old. However, in the year 2020, the
number of deaths decreased to 8,746 and is assumed that is because of the reduction of mobility
of the population during COVID-19 pandemic. Nevertheless, the number of deaths increased
again to 11,096 due to the end of such lockdowns in some areas in the Philippines. Moreover,
according to Chenedu Idi (2020), emergency childbirth and labor outside the hospital that are
not being supervised by someone who’s capable increased the adverse maternal and neonatal
outcomes. Additionally, a number from the Philippine Statistics Authority (2023) stated that
typhoons, tropical cyclones, and the southwest monsoon, among other meteorological disasters,
had the largest frequency of occurrences in 2022 from 82, or 35.3% of all the 232 reported
