CHAPTER 1

INTRODUCTION

Background of study

The purpose of this dissertation is to study the impact of integrated Business

Permit and Licensing System(iBPLS) as one of the stepping stone of

Digitization to its end users and its references that are incorporated into the

formation of reengineering process of government services. These references

are drawn from cultures and practices in our country and fitted into the creation

of digitized world through automation and digital transformation. Digitization

has been identified as the most significant technological trend that innovates

both, society and business. Nowadays, firms, companies public and private

entities are constantly under pressure to use digital technologies and to adapt

their business models to this new reality. However, although going digital

provides many benefits, it also requires investments and associated costs.

Given the noticeable progress of digital technologies, the question is how

digitization is being employed by practitioners and into what extent this

progress is being followed by end users in response to the changing

expectations that governments are currently changing the mode of operation

to improve public service delivery.

In this study, we will see how digitization plays a very vital role being one of the

hope to improve the response of government services when it comes to the


ease of doing business. This digital transformation chosen for this study is a

unique one, initially targeted the business permit and licensing process of all

identified cities and municipalities in the country, and will eventually appeal to

a wide range of user’s demographics throughout the country.

As an introduction to this dissertation, I would state the objectives of this study,

the research questions and the significance of this study. I would also give a

slight introduction to Integrated Business Permit and Licensing

System(iBPLS), as a newly introduced systematic process of business permit

and licensing. Finally, I would discuss the scope and limitations of this study

and the definition of terms with the statement of the problem.

Significance of the Study

This research will provide new perspectives on systematic approach of

business permit and licensing through integrated Business Permit and

Licensing System digitization.

Specifically, this research will benefit the following:

Community – this study spreads awareness in the community on recognizing

innovation that will ease permit and licensing process and how digital

transformation can be a useful approach to alleviating it.

Government and Private Entities– through this research, government and

private entities may promote programs and advocacies regarding digitization

that can help the end users deal with their issues.
Information Technology Enthusiast and advocates – the result of this

research will provide valuable information for the Information Technology

enthusiast and advocates to further their campaign on spreading awareness on

the advantages of digital transformation and provide resolution on identified

challenges.

Lawmakers – this research may convince lawmakers to consider programs

involving digitization processes that may help the country compete to

developed nations.

Businessmen – business owners and investors will be directly benefited from

this research as its findings may encourage them to consider digitization as an

approach to improve efficiency of operation.

Future researchers – this study covers information involving digitization as an

approach to reduce processes and promote ease of doing business. Thus, the

result of this study can be used for future discussions on the capabilities of

digitization in alleviating business growth.

Scope and Limitation

This study focuses on the effects of Integrated Business Permit and Licensing

Systems(iBPLS) as one of the digitization reforms of the national government to

the Local Government Unit of Aguilar in Business Permit Licensing Office to the

end users. The data collection will be conducted to 80% of the total population

of business owners applying and renewing their business permits at Business


Permit and Licensing Office of the Local Government Unit of Aguilar from the

Fiscal Year 2024 who will represent the population.

This study will not cover other problems that are not consider as part of the

digital transformation. The other business owners who process their permits per

term and students are not within the scope of this research. The study would be

done through utilization of questionnaire to business owners/applicants as a

survey and reference. By their strategy the researchers will be able to know the

effects of integrated Business Permit and Licensing System(iBPLS) as part of

the digitization reform of the national government.

Definition of terms

To facilitate the understanding of this study, different terms are defined

herein:

BPLO – In this study, the term refers to be the Business Permit and

Licensing Office, a sub-unit office of the Office of the Municipal Mayor of Local

Government Unit of Aguilar.

Digital Transformation – In this study, it is the integration of digital technology

into all areas of a business, fundamentally changing how you operate and deliver

value to customers. It's also a cultural change that requires organizations to

continually challenge the status quo, experiment, and get comfortable with failure.

Digitalization – In this study it is adaptation of a system, process, etc. to be

operated with the use of computers and the internet.


Digitization – In this study it is the process of changing from analog to digital

form, also known as digital enablement.

End User – In this study, the person who actually uses a particular product.

Fiscal Year – In this study it is a term which a year as reckoned for taxing or

accounting purposes.

iBPLS – In this study, the integrated Business Permit and Licensing System

is an online application software developed by the DICT that helps LGUs

to expedite the processing and issuance of business permits, building permits,

certificates of occupancy, and barangay clearance.

Population – In this study, it is the term use for the entire group that you want

to draw conclusions about. A sample is the specific group that you will collect data

from.

Reengineering – In this study, it is the process of changing and improving the

design of a product or system.
