*The Philippine National Anthem was composed by Julian Felipe, a Filipino music teacher and
composer of Cavite. It was first played by the band of San Francisco de Malabon during the
unfurling of the Filipino flag at Kawit during the Independence Day ceremony.

For more than a year, the anthem remained without words. Towards the end of August of 1899,
a young poet-soldier named Jose Palma wrote the poem titled Filipinas. This poem expressed
in elegant Spanish verses the ardent patriotism and fighting spirit of the Filipino people. It
became the words of the anthem, and today, the anthem is sung in Filipino, its official lyrics
translated by Felipe de Leon, from the original Spanish lyrics in the early 1900s.

LEGAL BASIS (HB 4353, 3431, 1181, EO 75)


EI: Andres Bonifacio Act of 2011 / House Bill 4353 Rep. Raymond Palatino (Party-list,
Kabataan)
House Bill No. 4353 or the Andres Bonifacio Act of 2011 is described as "a novel measure that
aims to strengthen the values of nationalism and patriotism among the youth through the
teaching of subjects on Bonifacio."

House Bill 4353, a subject would be included in tertiary education that will teach the life, works,
and ideals of Bonifacio, who is historically well known for being the "Father of the Katipunan"
that led the country to revolution against the Spaniards in the late 1800s.

The State is compelled to provide an educational system that lays emphasis on the love of the
country, the lives and achievements of its heroes and martyrs, and the forces that make its
history unique. "The government should inculcate patriotism and nationalism, foster love of
humanity, respect for human rights, appreciation of the role of national heroes in the historical
development of the country, teach the rights and duties of citizenship, strengthen ethical and
spiritual values, develop moral character and personal discipline, encourage critical and creative
thinking, broaden scientific and technological knowledge and promote vocational efficiency,"

House Bill 3431


Bayan Muna Representatives Neri J. Colmenares and Carlos Isagani T. Zarate have filed
House Bill No. 3431 House Bill 3431 declares Bonifacio, the founder of the revolutionary group
Kataastaasang, Kagalanggalangan

Katipunan ng mga anak ng Bayan or KKK to fight the Spanish colonizers in the 1800, as the
National Hero. It seeks to bestow the title to the Supremo of the Katipunan since no law officially
gave that to Jose Rizal.

HB 3431, once enacted, shall mandate the Department of Education (DepEd) and the
Commission on Higher Education (CHED) to "ensure that the life and heroism of Bonifacio is
integrated in elementary, secondary, and tertiary curriculum.

Their bill would empower the National Commission for Culture and the Arts, the Department of
Education, and the Commission on Higher Education to formulate policy that would make
education on the life and heroism of Bonifacio part of the curriculum in elementary, secondary
and tertiary schools, revise history books, and authorize dissemination of pertinent information.
The bill would also mandate the Department of Public Works and Highways to erect a Bonifacio
bust in every province, city and town, apparently to equal or surpass the ubiquitous presence of
Rizal’s image in the country

There has never been legislation declaring a national hero. Instead there was only a number of
proclamations that gave recognition and honor to a few historical figures for their contribution to
society, the most famous of whom are Jose Rizal and Andres Bonifacio,”

House Bill 1181

Ridon's House Bill 1181 is an updated version of 15th Congress' House Bill 4353, filed by
former Kabataan Representative Raymond Palatino, which sought to introduce a similar course
only on the collegiate level. The bill did not pass the committee level.

The Philippine Constitution provides that is the duty of the State to inculcate in the youth
patriotism and nationalism. It also mandates all educational institutions to "inculcate patriotism
and nationalism, foster love of humanity, respect for human rights, appreciation of the role of
national heroes in the historical development of the country, teach rights and duties of
citizenship, strengthen ethical and spiritual values, develop moral character and personal
discipline, encourage critical and creative thinking, broaden scientific and technological
knowledge, and promote vocational efficiency."

Andres Bonifacio is considered a national hero alongside with Jose Rizal. He was a Filipino
nationalist and revolutionary, and has been often referred to as the father of the Philippine
Revolution. He was one of the founders, and later the supreme leader of the Kataas-taasang
Kagalanggalangang Katipunan ng mga Anak ng Bayan or Katipunan, a movement which sought
the independence of the Philippines from Spanish colonial rule through armed revolution.

On Novermber 30, 2013, we celebrate the 150th birth anniversary of Andres Bonifacio. To
honor him we re-refile the bill, which aims to reintroduce the life, works and ideals of Andres
Bonifacio to the youth through secondary and tertiary education curricula. Introducing a course
on his life in high school and college will strengthen the values of nationalism and patriotism.
Lessons on national independence, collective action, civic consciousness and patriotism will be
inculcated among the students. These lessons will shape the character needed for personal,
community and national development.
In light of the foregoing, the approval of the bill is sought.

CREATING THE NATIONAL HEROES COMMITTEE UNDER THE OFFICE OF THE PRESIDENT

The Technical Committee of the National Heroes Committee held a


series of meetings on June 3, 1993 , August 19,1993 , September 12,
1994 and November 15, 1995 , defining, discussing and deliberating
upon the merits of the various definitions and criteria of a hero. The
Committee adopted the following criteria as basis for historical
researchers in determining who among the great Filipinos will be
officially proclaimed as national heroes:

Criteria for National Heroes

(Adopted by the Technical Committee of the National Heroes Committee on June 3, 1993 ,
Manila . Members of the Committee included Drs. Onofre D. Corpuz, Samuel K. Tan, Marcelino
Foronda, Alfredo Lagmay, Bernardita R. Churchill, Serafin D. Quiason, Ambeth Ocampo, then
known as Dom Ignacio Maria, Prof. Minerva Gonzales and Mrs. Carmen Guerrero-Nakpil)

1. Heroes are those who have a concept of nation and thereafter aspire and struggle for the
nation’s freedom. Our own struggle for freedom was begun by Bonifacio and finished by
Aguinaldo, the latter formally declaring the revolution’s success. In reality, however, a revolution
has no end. Revolutions are only the beginning. One cannot aspire to be free only to sink back
into bondage.

2. Heroes are those who define and contribute to a system or life of freedom and order for a
nation. Freedom without order will only lead to anarchy. Therefore, heroes are those who make
the nation’s constitution and laws, such as Mabini and Recto. To the latter, constitutions are
only the beginning, for it is the people living under the constitution that truly constitute a nation.

3. Heroes are those who contribute to the quality of life and destiny of a nation. (As defined by
Dr. Onofre D. Corpuz)

Additional Criteria for Heroes


(Adopted by the Technical Committee of the National Heroes Committee on November 15,
1995, Manila)
1. A hero is part of the people’s expression. But the process of a people’s internalization of a
hero’s life and works takes time, with the youth forming a part of the internalization.

2. A hero thinks of the future, especially the future generations.

3. The choice of a hero involves not only the recounting of an episode or events in history, but of
the entire process that made this particular person a hero. (As defined by Dr. Alfredo Lagmay)

On November 15, 1995 , the Technical Committee after deliberation and careful study based on
Dr. Onofre D. Corpuz’ and Dr. Alfredo Lagmay’s criteria selected the following nine Filipino
historical figures to be recommended as National Heroes:

d. Apolinario Mabini
e. Marcelo H. del Pilar
f. Sultan Dipatuan Kudarat
