Sub: Site observations and Non-Conformities made by TPQA Agency on 16th May 2023 for India
International Convention & Exhibition Centre (IICC) at Dwarka, New Delhi.
Dear Ma’am/ Sir,
Observations made by TPQA agency related to Structural steel works & MEP works are given
below. The rectifications/corrections pointed out by TPQAA should be done and intimated to TPQAA
so that the same can be verified and the following mentioned NCs (Major/Minor) can be closed
accordingly: -
Site observations for IICC dated- 16.05.2023

1. No fire sealant was provided for filling the
gap between fire damper and wall with
duct crossing the wall near P13 lift, Core
wall ‘C’, Ground floor, CC building. (NC-
1254 Minor)

2. Support provided for false ceiling was


found in contact with firefighting pipes
between secondary technical room and lift
lobby at grid- H17-H18, V51, Ground
floor, CC building. (NC-1255 Minor)

3. No fire sealant was provided for filling the


gap between HVAC duct and wall with
duct crossing the wall at ground floor, CC
building at following locations: - (NC-
1256 Major)
a) Inside Lotus auditorium, Grid- H17,
V57-58.
b) Between staircase 06 & FHC Ground
floor, Core Wall B.
c) Lift lobby near Core Wall C.
d) STR2, between core wall E & F, Grid
V58.
e) Between Grid V51 & H18-H19.
f) Near grid H7 & V51.
g) Near grid H8 & V50.
h) Between V50-V51 & H12.

i) Outside lift lobby, grid –H11 & V51.

4. Following observations were made w.r.t.


connections between damper and duct near
staircase-06, Ground floor, CC building,
Grid- H11 & V51. (NC-1257 Minor)
a) Locking cleats were not provided.
b) No gasket was provided between joints.
c) Incomplete bolting connections.
d) Duct was found in contact with cable
tray.
5. Following observations were made w.r.t FHC, Ground floor, CC building, between Grid
V56-V58, H6. (NC-1258 Minor)
a) Hydrant valve was found towards wall. Hydrant valve was not in actual position.
b) Fire pipe was found with contact with FHC door frame.
c) Vertical support was not provided for FF pipe.

6. Following observations were made w.r.t


duct in electrical room, ground floor, Grid-
V51 & H17’-H18. (NC-1259 Minor)
a) Support wire was found
loose/untightened.
b) Corner protectors were not provided
between wire and duct.
c) Duct was found misaligned from their
actual position.
7. Following observations were made w.r.t insulation provided for HVAC duct found damaged
by support wire at following locations, Ground floor, CC building. (NC-1260 Major)
a) Near STR, Grid –H18-H18 & V51.
b) Between AHU and STR, grid- H19-H20, V-51.

8. Following observations were made w.r.t.


HVAC duct near AHU room ground floor,
Grid- H19-H20, V51, Ground floor, CC
building. (NC-1261 Minor)
a) Support provided for duct was found
bound up with cable tray.
b) Corner protectors were not provided.
c) Insulation was found damaged by
support wire.
9. HVAC duct was found in contact with
cable tray and misaligned from their actual
position outside electrical room, Ground
floor, CC building. Grid- H18-H19 & V51.

10. Support provided for cable tray was found


in contact with C/W pipes inside
secondary tech. room 2, Ground floor, CC
building. Grid- H10 & V59. (NC-1263
Minor)

11. Deficient supports were provided for C/W


pipes in STR2, Ground floor, CC building.
Grid- H10 & V59. (NC-1264 Major)

12. Support provided for HVAC duct was


found damaged inside Staff circulation
lobby, near FHC, ground floor, CC
building. Grid- H7-H8, V59. (NC-1265
Minor)

Note- 01 NC No. 1163 was witnessed at site and found complied satisfactorily on 16th May 2023.

Note: - The NCs observed above (mostly w.r.t workmanship) are a sample only. There are multiple
locations within the same area where similar type of NCs exist. It is requested that whilst attending to
the NC mentioned here in this sheet, other NCs of similar nature must also be attended and rectified by
the Contractor to ensure work completion. It is requested that Action Taken Report (ATR) for all Non-
Conformances/ NC (Major and Minor both) reported in observation report and previous observation
reports may please be submitted for verification and record. The NC raised by TPQAA will be
complied / closed after verifications by TPQAA as per TPQAA agreement and will not be
complied on the basis of approved IR i.e. rectification not shown to/verified by the NCCBM
official.
