This guide is to be used in conjunction with the policies and procedures of Leap Projects.
Internal Moderators will be developed from PC Training base of competent, qualified and registered
assessors with a minimum of six-month practical, outcomes-based assessment experience. Moderators
must be competent against unit standard 115759 (or similar). Moderators must be registered with the
ETDP SETA for the unit standards they intend to moderate.
If no Internal Moderators are available, PC Training will use a registered constituent moderator to
conduct internal moderation.
Internal Moderators will moderate a minimum of 10% of assessments, in terms of the requirements for
the ETDP SETA.

The following process will be followed for all moderations using the Moderation Report.doc Document:

a. Detail the scope of moderation
b. Review the assessment context
c. Select methods for moderation (observation, document review, interview)
d. Detail logistical arrangements (people, paper, place)
e. Complete the moderation plan
f. Communicate the moderation plan to all role players, in writing, using either e-mail or
fax, not less than 3 working days before the moderation is planned.
2. Conduct moderation
a. Conduct the moderation using the required checklists in the Moderation Report.doc
b. Summarise the Overall Findings
c. Summarise Recommendations, which should relate to feedback to be given to role
players
d. Complete an Executive Summary Moderation Report
3. Advise and support assessors
a. Moderators are to meet with every assessor whose work was moderated within 30 days of
the moderation.
b. Results of moderations are to be used as the basis for interviews and meetings
c. The Action Plan Report section of the Moderation Report is to be completed for each
designer and assessor, showing action items with due dates.
4. Report, record and administer moderation
a. Copies of relevant reports are to be sent to relevant role players
b. Confidentiality is to be maintained at all costs.
c. A complete report is to be filed in the lockable cupboard in the Moderation File.
d. Moderation reports are to be included with all assessments moderated.

All evidence presented for assessment will be moderated on the following principles:

Moderation Reporting
A moderation report will be completed for all moderation practices. These reports will be stored in a
moderation file with the completed assessment portfolios. The ETDP SETA Moderation will be used for
standardization with the Services Seta. These reports follow. Refer to the ETDP SETA Moderation Pack
for assistance in completing the report.
All Assessment Guides, Instruments and Tools are to be moderated before they can be used for any
assessments.

Using the Moderation Guide
1. Introduction
The purpose of this Moderation Guide is to provide the Moderator with basic tools to conduct moderation
before, during and after assessment has taken place.
The Moderation Guide incorporates a system of comparative moderation as a basis for obtaining more
objectivity in the moderation findings, and allows for block moderations instead of a “per portfolio”
approach only.
Depending on the moderation point, the Moderator will delete the sections not in use, and only maintain
the areas applicable to the point of moderation.

2.2.1 Pre-Moderation
The pre-moderation should be conducted during and directly after learner registration. When conducting
the pre-moderation, delete the concurrent / post moderation section and only complete the pre-moderation
reports.

The concurrent moderation should be conducted at the end of every Learning Unit and results reported as
part of the ETDP SETA moderation report. When conducting the concurrent moderation, delete the pre-
