Code of Standard of Practicing Civil
Engineers in Pagadian City and
Zamboanga del Sur

1. Civil Engineers shall strive for a better quality of works


that shall enable them to effectively and efficiently serve3s
clientele;

2. Civil Engineers shall seek to effectively and efficiently


apply and make use of the new discoveries, technologies, and
inventions to the extend improves their technical practices in all
aspects on Civil Engineering Projects;

3. Civil Engineers shall endeavor to delivers qualitative and


proportionate engineering services to their clientele pursuant to the
terms , conditions, and stipulations of contracts entered into and
between them under reasonable legal and conventional price of
technical services, in either public or private;

4. Civil Engineers shall, at all times, manifest respect to


human dignity towards their co-professionals, in particular, and to
society in general;

5. Civil Engineers shall respect the Rule of Law, Contract,


and the like on all technical transactions and Engineering Works
and engagements to foster or maintain mutual respect with
clientele;

6. Civil Engineers shall actively participate discussion on


issues and considerations affecting their professional interest,
concern, and practices with the concerned government authorities
within the frameworks of Civil Engineer’s Code of Ethics;

7. Civil Engineers shall promote policies that foster


community participation and involvement in community services;

8. Civil Engineers shall abuse not their use of knowledge,


skills, and expertise to defraud others for their personal gain or
aggrandizement ;

9. Civil Engineers shall not tolerate all forms of illicit


transactions to their dishonorable credit;

10. Civil Engineers shall at all times foster cooperation,


transparency, respect, and coordination with their fellow engineers
and secure professional engagement only under mutual professional
advantage;

11. Civil Engineers shall foster professionalism on issues


about technical information’s and working relations with men
working with them;

12. Civil Engineers shall costs their professional services as


follows:
a. Preparation of Technical Plans,
Detailed Engineering, Specifications,
and Estimates:
a.1. Civil Engineering Project Cost of Php300,000.00 and
below --- 3% of the Total Project Cost;

a.2. Civil Engineering Project Cost of Php300,000.00 to


Php1,000,000.00 – 2.5% of the Total Project Cost;

a.3. Civil Engineering Project Cost of Php300,000.00 to


Php1,000,000.00 – 2% of the Total Project Cost;

b. Technical Supervision and/or


Project Management on all types of
Civil Engineering Project -- 5% of the Total
Project Cost;

NOTE: Section 308, PD 1096, IRR of the NBC of the Philippines:


The Owner of the Building who is issued or granted a
Building Permit under this Code shall engage the Services of
a Duly Licensed Architect or Civil Engineer to undertake the
full time Inspection and Supervision of Construction Works.

Such Duly Licensed Architect or Civil Engineer may or may


not be the same Duly Licensed Architect or Civil Engineer
who was responsible for the design of the building.

It is understood, however, That in either case, the designing


Duly Licensed Architect or Civil Engineer is not precluded
from conducting inspection of the construction works to
check and determine compliance with the plans and
specifications of the building as submitted.

There shall be kept at the Jobsite, at all times, a Logbook


wherein the actual progress of construction including tests
conducted, weather conditions, and other pertinent data are
to be recorded.

Upon completion of the construction, the said Duly


Licensed Architect or Civil Engineer shall submit the Logbook
duly signed and sealed, to the Building Official. He shall also
prepare and submit a Certificate of Completion of the Project
stating that the construction of building conforms to the
provisions of this Code as well as the approved Plans and
Specifications.

Penal Provision:

1st Offense → Reprimand;

2nd Offense → Three months Suspension to Practice the


Profession;

3rd Offense → One Year Suspension to Practice the


Profession and dropping the subject’s name
from the PICE Chapter’s Roster;

Any infraction after 3rd Offense maybe


grounds for the subject Professional Civil
Engineer who violated this Code of
Professional Practice in the Province of
Zamboanga del Sur to be recommended to the
Professional Regulation Commission that his
name will be dropped out from the Roster of
Civil Engineers.
