1. Define the scope of civil engineering as stated in RA 544.
The scope of civil engineering are the design and construction of a
structure, estimates of cost and materials, the process of building the structure
and supervision of construction. The structures that are included in this are low
rise and high-rise building, horizontal structures such as streets, roads and
highways and any special structure that is designed for a specific task such as
airports, dams, reservoirs and all other work that requires civil engineering
knowledge and application.
2. What are the requirements to be a civil engineer as per RA 544?
To become a civil engineer here in the Philippines a person must be at least
21 years of age. A citizen of the Philippines. A person with good moral that doesn’t
associate in any kind of illegal activity. A graduate of at least four years in civil
engineering from any university, college and institute that is recognized by the
government.
3. List the services that a civil engineer may perform. Briefly explain each one.
 Consultations, research, investigations, and reports. – gaining experience
in the industry will give you credentials to be a consultant which gives you
the ability to investigate structures if it still serviceable.
 Design services for construction projects. – there are land owners that
want to develop their property by building houses and we can provide
design the structure and maximize the property to become a more living
environment.
 Construction services. – become a contractor and hire skilled workers
and laborers and provide equipment to utilize in erecting a structure.
 Special services for construction project. – become a sub-contractor that
specializes in building a certain part of a structure.
 Engineering support services. – have certain type of equipment that you
can provide to big contractors.
 Academic services. – become a professor and educate the aspiring
engineers and share your experience to them.
 Services as Employee. – work for a certain company and do specific
position that fit your specialization.
4. Discuss the duties, responsibilities and obligations of a civil engineer and his/her client
within an established client-civil engineer relationship.
Civil Engineer:

 The civil engineer shall exercise the skill, intelligence and care in
performing his obligations.
 The civil engineer will be faithful to the client and fulfill what is stated in
the contract.
 The civil engineer will not initiate further to the next procedure without
the consent of the client.
 If required the civil engineer will have to work together with the other
professional that is involved in the process but not liable for their work.
 The civil engineer can recommend other professional that specialize in
some aspect of the project to the client.
Client:

 The client will pay the agreed payment and all expenses that is stated in
the contract.
 The client will give all information to the civil engineer that might help or
hinder the development of the project.
 The client shall not meddle or go against the civil engineer with the
standard operating procedures.
 The client will make arrangements so that the civil engineer can inspect
the site and proceed to make a plan in doing his services.
 When the client decides to change the scope of services of the civil
engineer, the client must provide a written document, 7 days prior to the
change to notify the engineer.
