If you look in your log file you can see if has been set to something. The thing is that UGII_USER_DIR can only have 1 value asitis an environment variable UGII_CUSTOM_DIRECTORY_FILE and it points toa file that can contain multiple values. itis best used when you would to set more than one value using UGIl_USER_DIR.
