HONOR BOARD FORMAL INVESTIGATION


Conducted on or about 28th of April, 2023 at the Conference Room, CGSO Campus

Alleged “LYING” committed by MIDN 4CL RONQUILLO, JOHN CHRISTIAN B.

II. MATTERS INVESTIGATED

Alleged “LYING” committed by MIDN 4CL Ronquillo, John Christian B. that is


“Quibbling”

III. FACTS OF THE CASE


During the Preliminary Investigation of Midn 4cl Ronquillo, John Christian B., the
Honor Committee gathered the following information:

1. It was during the 25th of February, 2023 when Midn 4CL Ronquillo was reported
for Lying.
2. Midn 4CL Ronquillo stated initially that the boodles came from his package.
3. When questioned further by Midn 1CL Estrella and Calabia, Midn 4CL Ronquillo
then told the truth that the boodles were bought from the thirdclassmen.
4. Midn 4CL Ronquillo was asked if he knew who the seller was, Midn 4CL
Ronquillo stated that he couldn’t verify who since the seller uses a dummy account.
5. Midn 1CL Estrella reported Midn 4CL Ronquillo for “Lying” because of quibbling.
IV. DISCUSSION

During the formal investigation, Midn 4CL Ronquillo, John Christian B., swore to the
board to tell only the truth, the whole truth, and nothing but the truth. The midshipman was
also reminded that all of his statements and evidence to be presented to the board will be
recorded. The board asked Midn 4CL Ronquillo to narrate what happened:

During the 25th of February, 2023 upperclassmen from the East Campus, together
with Lt. Harold Taguinod, went to the IMMAJ Dormitory to facilitate the Saturday and Rank
Inspection of the fourthclassmen. During the conduct of the Saturday Inspection, illegal items
were found in the possession of some fourthclassmen, particularly boodles.

As those fourthclassmen who were found with boodles were called, Midn 4CL Loyola
was also called due to the same offense. A jar of peanut butter and packet of seasoning were
found in Midn 4CL Loyola’s hotdog bag. When asked where he got the boodles, Midn 4CL
Loyola pointed out Midn 4CL Ronquillo.

Midn 4CL Ronquillo was called in front and was asked by Midn 1CL Calabia and
Estrella where he got the boodles. Midn 4CL Ronquillo responded that it came from his
package. When further questioned, Midn 4CL Ronquillo insisted that it was true. Midn 1CL
Calabia and Estrella then said that they would verify the package list in the guard room to
ensure if Midn 4CL Ronquillo had any recent packages.

As Midn 1CL Calabia and Estrella were nearing the guard room, Midn 4CL Ronquillo
then told the truth that the boodles came from the upperclassmen, particularly the
thirdclassmen. Midn 4CL Ronquillo stated that the boodles were bought from the
thirdclassmen. When asked if Midn 4CL Ronquillo knew who the seller is, Midn 4CL
Ronquillo responded “No” since the seller was using a dummy account. Midn 4CL Ronquillo
also stated that payment was through G-Cash, boodles were claimed in a “drop-off” point,
and the seller used an alias “Rey”, then later an alias “Mark”.

Midn 1CL Estrella then reported Midn 4CL Ronquillo for “LYING” for the reason of
quibbling during the time Midn 4CL Ronquillo was asked about his offense.
After the discussion, the board asked Midn 4CL Ronquillo, John Christian B., of the
two basic questions. The Presiding Officer asked the accused, “Did you intend to deceive?”
Midn 4CL Ronquillo said, “Yes. Because I lied during that time. Deceived my classmates,
hindi naman po lahat ng kaklase ko nakakakain ng boodles. Deceived my upperclass when
they asked where the boodles came from.'' After a while, Midn 4cl Ronquillo was asked, “Did
you intend to take undue advantage?” He replied, “Yes sir. I lied in the first place. But I told
the truth.” Lastly the board asked, “How do you plead your case? Guilty or Not Guilty.” He
replied “Guilty. When I committed deliberately lying and paiba-iba po statements ko,
patunay na nagsisinungaling ako sa upperclass.”

V. CONCLUSION

The Presiding Officer together with the Honor Board representatives concluded that with
the evidence and statements presented during the Preliminary Investigation of Midn 4CL
Ronquillo, John Christian B., the midshipman is GUILTY of violating the 1st Tenet of the
Honor Code and Honor System that is “Lying” due to the following reason/s:

1. Midn 4CL Ronquillo intended to lie in the first place to cover up his offense.
2. Midn 4CL Ronquillo initially lied thus quibbling, but then told the truth about his offense.
3. Midn 4CL Ronquillo was cooperative during the course of the trial.
4. Midn 4CL Ronquillo showed remorse and the willingness to accept corrections.
5. Midn 4CL Ronquillo expressed admission of guilt.
VI. RECOMMENDATION

The board, therefore, recommends the case of Midshipman 4CL Ronquillo, John
Christian B. to be for HONOR REMEDIATION.
