HONOR BOARD PRELIMINARY INVESTIGATION


Conducted on or about 25 of March, 2023 at the Academic Building Annex, CGSO Campus

Alleged “CHEATING” committed by MIDSHIPMAN 4CL ARCASITAS, KENNETH ALEJADO

I. AUTHORITY NO.: 000-000-000

II. MATTERS INVESTIGATED

Alleged “CHEATING ” committed by Midshipman 4cl Arcasitas, Kenneth Alejado, that is,
“Copying the answer of his seat mate during the Course Outcome Assessment 1 in Thermodynamics, held
last 06 of March, 2023, 1300H, at the IMMAJ Academic Building".

III. FACTS OF THE CASE


During the Preliminary Investigation of Midshipman 4cl Arcasitas, Kenneth Alejado, the Honor
Committee gathered the following information:
1. It was during academic period (1300H, 06th of March 2023) when sections Neptunium and
Americium proceeded to the Academic Building, specifically at room 206 for their scheduled
Course Outcome Assessment.
2. As the allotted time for answering already ended, Midshipman 4cl Arcasitas submitted his paper
to the proctor, 2/E Silerio. He then noticed the answer sheet of Midshipman 4cl Arcasitas having
an answer in one of the questions without a solution provided.
3. The proctor then called Midshipman 4cl Arcasitas, asking how he came up with the answer.
Midshipman 4cl Arcasitas answered that he was able to get the answer by solving it directly with
the calculator, without having written the solution.
4. After which, the proctor asked Midshipman 4cl Arcasitas to answer the problem once more with
the use of a calculator. Midshipman 4cl Arcasitas was unable to provide an answer.
5. The proctor then reported Midshipman 4cl Arcasitas for cheating.
IV. DISCUSSION
During the preliminary investigation, Midshipman 4cl Arcasitas, Kenneth Alejado, swore to the
board to tell only the truth, the whole truth, and nothing but the truth. The midshipman was also reminded
that all of his statements and evidence to be presented to the board will be recorded. Midshipman 4cl
Arcasitas was asked if he is aware of his case, and the midshipman said he was aware of his case. The board
asked the midshipman to narrate what happened:

It was the 06th of March, 2023, when sections Neptunium and Americium proceeded to Room 206
(classroom of Americium), to take the scheduled Course Outcome 1 for Thermodynamics. After instructions
were given, all of the students started answering their Course Outcome Assessment. As the allotted time for
answering the assessment already ended, Midshipman 4cl Arcasitas submitted his paper to 2/E Silerio. 2/E
Silerio checked his paper and noticed that he has an answer for the “x” variable without a solution written.
2/E Silerio then reported Midshipman 4cl Arcasitas for cheating.

The presiding officer proceeded to ask Midshipman 4cl Arcasitas why he wrote “0.68” as the answer,
which was the correct answer for the problem. He then responded that there was no time left, so he just
wrote the answer without a solution. He was then asked, why would he be charged for cheating?
Midshipman 4cl Arcasitas responded because he wasn’t able to provide a solution.

According to Midshipman 4cl Arcasitas, he was asked by 2/E Silerio how he got the answer and he
replied that he got the answer using a calculator. He was instructed to get the answer using the calculator and
he got the right answer. But then he was instructed to comply a written statement and was reported for
cheating.

The statements made by Midshipman 4cl Arcasitas was contradicting to the statements made by the
witness. The witness narrated that as Midshipman 4cl Arcasitas was instructed to solve once again for his
answer using the calculator, but he failed to give an answer. The witness also stated that it as an instruction
to provide a solution for every problem in the answer sheet.

After interviewing the witness, Midshipman 4cl Arcasitas proceeded back to the conference and was
asked to narrate the events again. Same flow of events were still said, that due to lack of time, he proceeded
writing the answer without solution and when he was asked to solve the problem again, he got the right
answer but was still reported.
The board continued interrogating Midshipman 4cl Arcasitas until such time that he was able to
confess the truth; that he copied the answer of his seat mate without his seat mate knowing.

The presiding officer asked why did he look at the answer of his seatmate and copied it? He then
responded so that he could have answer. The presiding officer followed up a question whether he knew the
consequences of his actions. He answered yes.

After the discussion, the board asked Midshipman 4cl Arcasitas, Kenneth Alejado of the two basic
questions. The Presiding Officer asked the accused, “Did you intend to deceive?” Midn 4cl Celestra said,
“Yes sir. Because I committed cheating sir. I deceived my classmates, my instructor, myself” After a while,
Midn 4cl Arcasitas was asked, “Did you intend to take undue advantage?” He replied, “Yes sir , because of
my cheating. I did it to have an answer and had taken undue advantage to my seatmates. Lastly the board
asked, “How do you plead your case? Guilty or Not Guilty.” He replied “Guilty. Because I committed
cheating.”

V. CONCLUSION

The Presiding Officer together with the Honor Board representatives concluded with the evidence and
statements presented during the Preliminary Investigation of Midshipman 4cl Arcasitas, Kenneth A., that he
is “GUILTY” of violating the First Tenet of the Honor Code and Honor System that is “LYING”.
The following are the points of the case:

1. Midshipman 4cl Arcasitas hasn’t able to produce an answer when asked by 2/E Silerio to resolve the
problem.

2. The statements given by the witness further solidified the point that Midshipman 4cl Arcasitas really
didn’t have an answer produced when asked by 2/E Silerio to resolve the problem.

3. Midshipman 4cl Arcasitas admitted that he copied the answer of his seat mate, without his seat mate
knowing, so that he could have an answer.

4. The midshipman is aware of his actions and admitted that he violated the honor code and reflected
upon his actions.

VI. RECOMMENDATION

The board, therefore, recommends the case of Midshipman 4cl Arcasitas, Kenneth A. to be for
HONOR REMEDIATION.
