DRIVING REGULATIONS
1.0 PURPOSE
To ensure as far as practically possible, that the highest standard of safe driving is exhibited by all drivers,
both company and contractors.
2.0 SUMMARY
The regulations are to act as a rule for safe driving of company vehicles both in and out of company
premises. This regulation also affects private vehicles on the company concession.
Unsafe driving is one of the main contributing factors to accidents within the company and throughout the
nation in general.
It is intended that through these regulations driving related accidents will be minimized by providing a
straight-forward and practical set of regulations for all employees and contractors. Breach of these
regulations may result in disciplinary action.
3.1 GENERAL
All persons operating GSWL vehicle are subjected to the Ghanaian Road Traffic Regulations and all signs
governing road use both on and off the concession.
Drivers of company (GSWL) vehicle or equipment must be in possession of valid GSWL driving permit
for the vehicle or equipment being operated.
A valid Ghanaian drivers’ license is required to be held, with appropriate limitations by all company and
contractors drivers.
All person permitted to drive company vehicles shall possess a valid Ghanaian license which is not less
than a year old.
Drivers are responsible for the safe passenger conduct on board a vehicle as well as safe loading and
transportation of materials.
It is a (GSWL) requirement that any driver or passenger in a company vehicle must keep all parts of the
body inside the vehicle whilst in motion.
It is the driver’s responsibility to check that the vehicle or truck is in a safe, roadworthy condition before
using.
All vehicles must carry a warning triangle, towing rope and fire extinguisher and a First Aid Box.
All drivers and front seat passengers must put on their seat belts before moving.
Drivers approaching security check points at night should dim their head lights, or use parking lights, and
switch off the beacon light.
A daily vehicle and equipment inspection form must be filled at the beginning of each day.
Note
Passengers should not ride in the buckets of vehicles. The buckets should be only used to transport load.
When transporting materials in the bucket of a truck, the load must be well secured.
Materials extending beyond the side of the bucket must be flagged with a red tape or materials.
Precautions must be taken to ensure that materials cannot be lost whiles the vehicle is in motion.
Passengers are not allowed to ride on towed equipment.
Headlights must always be used when driving in dusty or foggy conditions.
Rotating beacon lights should only be used in the mining areas but not in public roads unless in cases of
unsafe condition, for example the towing of oversized heavy equipment and emergencies situations.
In Cities, Towns and Villages a speed limit of 50kph is enforced, unless otherwise post vehicles
operating speed must reflect road conditions in such a way that poor road conditions should require
reduced speed.

4.0 DEFENSIVE DRIVING SKILLS
In all cases of driving behind another vehicle or truck, the Four-Second Rule should apply. This rule
ensures that there is at least four seconds traveling time between you and the vehicle in front.
To check whether you fall within this time limit, select a stationary object (sign post, tree etc) on the side
of road. Begin to count four seconds starting from the time the vehicle in front of you passes the stationary
structure selected.
If you reach the same selected stationary structure before four seconds are up, it will indicate that you are
close to the vehicle in front of you based on your speed and so will have to adjust the speed.
Breaking distance refers to the distance a vehicle will travel from the point where its brakes are fully
applied to when it comes to a complete stop. This is affected by the original speed of the vehicle, the type
of brake system in use and the coefficient of friction between its wheels and the road surface.
5.1 GENERAL
Normal public road driving rules apply e.g. drive the right; obey all road regulations, etc.
The maximum speed limit on the haul road is 60kph unless otherwise posted or instructed. The driver and
all passengers must wear seat belts, if fitted to vehicle.
Drivers must be aware of the reduced visibility of heavy equipment operators and the increased stopping
distance required by fully loaded haul trucks.
Areas or conditions where there is the need to switch on your beacon and headlights include:
I. At night
II. At dawn and dusk
III. Mist and foggy conditions
IV. In dusty areas
V. Haul roads
VI. Pits
Never overtake a moving haul truck unless the operator is alerted, visibility is sufficient and the road is
clear
Engage appropriate gear before descending ramps and remain in that gear until the descent is complete
Do not free wheel with the clutch disengaged or in neutral whilst descending.
Engage four wheel drive (4WD) if the road condition is wet either through rain or excessive dust
suppression or watering.
If unsure of the road condition, park the vehicle at a safe place and walk.
In any narrow area ascending equipment should be allowed to pass first.
NEVER force a truck to stop on a ramp.
When parking close to an already parked dump truck, always park to the right side of the truck

5.6 IN PIT-REVERSING

Signs should be placed as necessary for safety and proper regulation of traffic. However the use of too
