AMENDMENT NO. 1
TO
CHD 20 (1659) Draft Indian Standard on ‘Specification for ready mixed paint, spraying,
finishing, stoving, enamel, for general purposes, colour as required (Second Revision
of IS 151)’
- (Forward, clause 0.3) - replace the existing line with the following two paragraph:
0.3 The technical committee responsible for formulation of this standard observed that in
general this paint is used for all applications including decorative. Taking cognizance of the
fact that lead exposure to human being, particularly children in residential premises is injurious
to health and having adverse impact on human health and safety and also environment; the
committee felt the need to introduce lead restriction in all paint standards likely to be used for
household and decorative purposes.
Due to the vary nature of constituents used in formulation of this product, it is not feasible to
manufacture this product having lead restriction very low. Therefore, in this revision, lead
restriction up to a maximum permissible limit of 300 ppm has been prescribed to avoid
hazardous impact of Lead exposure to consumers and consequent adverse impact on
environment and human health.
- (Forward) - Insert clause 0.4 as follows:
0.4 Further majority of consumers are not aware of the consequences of lead toxicity and its
long term implications to human health. Therefore, in his revision, along with lead restriction, a
suitable cautionary notice has been included in the marking clause.
- (Forward) - Renumber clause 0.4, 0.5 & 0.6 as 0.5, 0.6 & 0.7 respectively

4.3 Lead Restriction
4.3.1 The material shall be tested for restriction from lead in accordance with
IS 101 (Part 8/See 5), in addition to the requirements stipulated in 5.1 to 5.4
4.3.2 When thus tested the material shall not contain lead or compounds of lead or
mixtures of both, calculated as Metallic lead exceeding 300 ppm.

nature of
settling.
A-2.2 Obseravtions - The material shall not cake hard inside the container and shall be in
such a condition that stirring easily produces a smooth uniform paint suitable for brushing on
glass panels.

0. FOREWORD
0.1 This Indian Standard was adopted by the Bureau of Indian Standards, after the draft
finalized by the Paints, Varnishes and Related Products Sectional Committee had been
approved by the Chemical Division Council.
0.2 This Indian Standard was first published in 1950. The standard was initially revised in
1985. In its first revision, a requirement for suitability of thinning had been added. The
requirement on lead restriction had been made as an agreement between the buyer and the
seller for such shades which can not be made without the usage of lead pigments. Besides
requirements with respect to stoving schedule had been modified. The requirements for
preading rate and covering power had been replaced by a requirement for wet opacity.
0.3 In the second revision keeping in view the harmful effects of lead, a requirement for
restricting lead content has been made applicable for all end uses.
0.4 This standard contains clause 5.1, which calls for agreement between the purchaser and the
supplier.
0.5 The composition of the committee responsible for the formulation of this standard is given
in Annex A.
0.6 For the purpose of deciding whether a particular requirement of this standard is complied
with, the final value, observed or calculated, expressing the result of a test or analysis, shall be
rounded off in accordance with IS 2:1960 Rules for rounding off numerical values
(revised).The number of significant places retained in the rounded off value should be the same
as that of the specified value in this standard.

1. SCOPE
1.1 This standard prescribes requirements and the methods of sampling and test for ready
mixed paint, spraying, finishing, stoving, enamel, for general purposes, colour as required.
1.2 The material is used for the protection and decoration of metal parts of apparatus,
equipment, machines, etc, and is normally applied as a painting system over the appropriate
priming and undercoating paints.

3. TERMINOLOGY
3.1 For the purpose of this standard definitions given in IS 1303 shall apply.
4. REQUIREMENTS
4.1 Composition — The material shall be of such a composition as to satisfy the requirements
of this standard.
4.2 Suitability for Thinning — The material shall be suitable for application by spraying
when thinned with suitable solvent, compatible with the material.
4.3 The material shall also conform to the requirements given in Table 1.

5.1 Packing — Unless otherwise agreed to between the purchaser and the supplier, the paint
shall be packed in metal containers ( see IS 1407 or IS 2552).
5.2 Marking — The container shall be marked with the following information:
a) Name and colour of the material;
b) Manufacturer’s name and his recognized trade-mark, if any;
c) Volume in litre of the material;
d) Batch No. or lot No. in code or otherwise; and
e) Month and year of manufacture.
5.2.1 The containers may also be marked with the Standard Mark.
5.2.2 The use of the Standard Mark is governed by the provisions of the Bureau of Indian
Standards Act, 1986 and the Rules and Regulations made there under. The details of conditions

under which a licence for the use of the Standard Mark may be granted to manufacturers or
processors, may be obtained from the Bureau of Indian Standards.
5.3 Other details of packing and marking shall be in accordance with the instructions given by
the purchaser.
6. SAMPLING
6.1 Representative samples of the material shall be drawn and prepared as prescribed in IS 101
(Part 1/Sec 1): 1986.
6.2 Criteria for Conformity — A lot shall be declared as conforming to the requirements of
this standard if the test results on the composite sample satisfy the requirements prescribed
under 4.
