1. INTRODUCTION
Proficiency Testing has become an essential aspect of laboratory practice in all areas of testing,
calibration and inspection. Participation in proficiency testing schemes provides laboratories
with an objective means of assessing and demonstrating the reliability of the data they are
producing. One of the main uses of PT scheme is to assess laboratories’ ability to perform test
competently.

This report summarizes the results of Proficiency Testing on Chemical Composition of Low Alloy
Steel. The parameters determined in this Program are Carbon, Silicon, Manganese, Sulphur,
Phosphorus, Nickel, Molybdenum, Copper, Chromium, Aluminum & Vanadium.

The Chemical Testing on Low Alloy Steel is a routine analysis item for most of the laboratories.
The function of the testing laboratories in this PT program is to provide data after testing the PT
item. On the basis of this data the decision is made in the Trade and Commerce industry. Thus,
the reliability of test data in the laboratories can provide quality services and practicing good
quality management system.

The results from Proficiency Testing Program are useful to both participating laboratories and
accreditation bodies. Successful participation in a specific proficiency testing program may
represent evidence of competence for that exercise. Similarly, unsuccessful performance may
reflect a random departure from a laboratories normal state of competence.

2. OBJECTIVES OF PROFICIENCY TESTING

The main objective of the programme was to evaluate the performance of participating
laboratories in the analysis of Chemical Composition of Low Alloy Steel by means of inter-
laboratory comparison.

Test results from participants are evaluated according to the statistical techniques outlined in
ISO 13528:2015 “Statistical methods for use in proficiency testing by inter laboratory
comparisons”. The z’-score is used as a numerical indicator to assess individual participant’s
performance in the program.

3. REGISTRATION PROCEDURE
Participants were intimated through PTP Brochure. Participant or stakeholders’ interest were
entertained by PTC (Verbally/by email). Interested participants were registered through
registration form (RF/GPTP/PTM/CHEM/41/19-20/00) for this PT program. After getting
minimum number of participants, an Intimation letter (Annexure-I) was sent to concerned
participant to inform about the status of PT program.

4. PROGRAM DETAILS
A piece of the steel block (approx. 43 X 24 mm) was distributed to concern participants
(18 participants). The PT item is to be treated by laboratory in the same way as routine
laboratory samples. Total Thirty-three laboratories have participated in this PT program.

4.2 PREPARATION OF PT ITEMS:

PT item given to the participants is already prepared for testing by the PTP. Hence there is no
sample preparation required at the participants end. The PT item is to be tested on received
basis.

4.4 HOMOGENEITY TESTING:


Randomly 10 PT items were selected from total PT items against each lot after Initial packaging
for homogeneity testing. Data was analyzed as per Annexure B of ISO-13528:2015 & ANOVA to
check the homogeneity of the PT item. The homogeneity of the material was satisfactory.

4.5 DISTRIBUTION OF PT ITEMS:


Participating laboratories were supplied one sealed sample of LAS-311-RM28-EN39B (43mm X 24 mm).
The final PT item was kept in plastic box with foam was sealed and labelled properly. Each plastic box
was again packed in wooden box and distributed to participant along with required information for
testing and handling of sample. Sealed PT items were distributed to the participant by speed post and
courier. Conformation of PT item receipt was ensured through the return receipt of duly filled Sample
Receipt Form from each participant. Participation Instruction Sheet and Receipt Form are given in
Annexure II & III respectively.

4.6 STABILITY TESTING:


Stability of the similar material is established in Previous PT rounds for more than 4.4 years &
the material is stable. The Analysis of the stability for this PT Item will be done after 5 years as
per Annexure-B of ISO 13528:2015.

4.7 SUBMISSION OF RESULTS:
Participants were requested to perform the test according to the Instruction Sheet (Annexure II) and
to submit their laboratories test results to the accuracy specified in the result sheet (Annexure IV).
Reporting of test results were to be done of each parameter. In case of laboratory does not carry out
of the specified parameters then indicate the same by marking the result columns for these
parameters, with cross marks. The results of the individual laboratories were received through duly
filled Result Sheet format by email and courier also. The original data is tabulated in (TABLE 3 - 14).

4.8 ANALYSIS OF DATA:

PROFICIENCY TESTING SCHEME:
In order to maintain the confidentiality of the participants of the PT Scheme, the individual participant
laboratories were given unique Lab Code numbers in result sheet format. Grubb’s Test technique,
Method used by the participants which is not equivalent with Method suggested for this PT Program
and results which are out of PT range has been used for remove the extreme /unsuitable results. The
extreme/unsuitable results have been removed for Chromium, Aluminum by using Grubb’s Test. The
extreme/unsuitable results have been removed which are out of range for the PT Parameter ie. in
Nickel & Vanadium. Grubb’s test technique and Method used by the participants which is not
equivalent with Method suggested are used to remove the extreme /unsuitable results for Carbon.

The results from participants are evaluated after removal of extreme/unsuitable value using Robust
Analysis as per Annexure C (Algorithm A) of ISO 13528:2015.

Robust Average (x*) is calculated from submitted results and used as assigned value (xpt) and Robust
estimate of the standard deviation (s*) of the participant results is used as SDPA (σpt) for the proficiency
testing program after rounding off up to 2 decimal points for Manganese, Nickel & Chromium and
rounding off up to 3 decimal points for Silicon, Carbon, Phosphorus, Sulphur, Aluminum, Molybdenum,
Vanadium & Copper as per Clause 7.7 and 8.6 of ISO 13528:2015 respectively.

The iteration has been done till no change in the 3rd significant figure of the robust mean & standard
deviation has been found as per Note-1 (Cl. C.3.1 of ISO 13528:2015).
• PERFORMANCE EVALUATION OF PARTICIPANTS:
The number of the participants (n≤18) is less than eighteen or exact eighteen in this Programme.
The performance of the individual laboratory was evaluated by adopting Robust Z´ score
technique given in 9.5 of ISO 13528:2015, as per the following formula:

• INTERPRETATION OF THE PERFORMANCE:


The calculated Z´-scores are tabulated in the report alongside the corresponding results and the
results are assessed based on their Z´-Scores. The results of Z´-Score are interpreted as follows.

|Z´| ≤ 2 = Satisfactory

2 < |Z´| < 3 = Questionable


|Z’| ≥ 3 = Unsatisfactory

An Outlier defined as any results / pair of results with an absolute Z’-Score greater than 3 i.e. Z’ >3 or
Z’>-3. The outlier criteria |Z’| > 3 has a confidence level of about 99.73% i.e. there is less than 1%
chance that the result is a true member of the population and it is for more likely that there is a
problem with this result. Laboratories which have a Z’-Score in the region 2 < 3 are encouraged to take
a close look at their results. However, the sign of the value of Z’-Scores must be considered. The value
> 3 indicate the result is too high. Similarly, negative (-3) indicates the results are too low.

6. CONFIDENTIALITY IN PROFICIENCY TESTING

In order to maintain confidentiality of participants of the PT scheme, each participant


laboratories are given unique Lab ID which is only disclosed to that participant. Participant
identity, performance and report will not be disclosed to any other party without the prior
permission of the participants and written authorization. Confidentiality will be maintained at
all levels. The results of the PT can be disclosed to Accreditation/Regulatory body.

7. APPEALS
I. Participant can register appeal online at website www.globalptprovider.com or send by email
to appeals@globalptprovider.com. Technical Director is responsible for necessary action
against any appeal.
II. Participant can appeal against the following points

b. Homogeneity;
c. Stability of material (where applicable);
d. Performance Evaluation;

8. COMMENTS FROM TECHNICAL EXPERTISE


Consensus values, derived from participants’ results, are used as the assigned values in this
program. These values are not metrologically traceable to an external reference.

Total Eighteen Laboratories have participated in this PT program. Overall Z´ Score has been
given for all the element. The performance of Eighteen Laboratories is given below-

Carbon (C): Eighteen laboratories have participated in Carbon; Fifteen labs have shown
satisfactory results; one lab has shown questionable result; two labs have shown unsatisfactory
results.

Silicon (Si): Eighteen laboratories have participated in Silicon; all labs have shown satisfactory
results.

Manganese (Mn): Eighteen laboratories have participated in Silicon; all labs have shown
satisfactory results.

Sulphur (S): Eighteen laboratories have participated in Silicon; all labs have shown satisfactory
results.

Phosphorus (P): Eighteen laboratories have participated in Silicon; all labs have shown
satisfactory results.

Nickle (Ni): Sixteen laboratories have participated in Nickel; Fourteen labs have shown
satisfactory results; Two labs have shown unsatisfactory results.

Molybdenum (Mo): Fifteen laboratories have participated in Molybdenum; Twelve labs have
shown satisfactory results; three labs have shown questionable results.

Proficiency Testing Program

Instruction Sheet
Scheme Name: Chemical Composition of Low Alloy Steel

To ensure that the results obtained from this program can be analyzed properly, the participants are
asked to adhere carefully to the following instructions:

1. Participants are advised to treat PT items as routine test item.

2. A piece of the steel disc (thick – 24 mm & diameter – 43 mm) labeled with GPTP Logo and LOT No.
– LAS-311-RM28-EN39B and S.No. is supplied to each participating laboratory.
3. The PT item should be stored at 25 ± 10o C temperature.

4. For Wet Analysis (IS:228);


Chips Sample Preparation:

i. Sample should be cleaned with organic solvent like ether or acetone (AR Grade), dried in air
oven at 100±5 ˚C before use (Wet Analysis).
ii. Sample should be drilled to obtain chips sample;
iii. Chips should be thoroughly mixed before weighing the test portion;
iv. The tools, machines and containers used during preparation of the sample should be cleaned to
prevent any contamination;
v. Machining should be carried out in such a way that the chips are not subject to overheating
which will be indicated by change in the color of chips;
5. AR/High purity grade of chemical & distilled water (confirming to IS 1070:1992) recommended for
analysis (Wet Analysis).
6. The PT item has to be tested for the following parameters as per given test method:

7. If you are using any test method other than mentioned, you have to submit the copy of
standard/method used for testing.
8. For each parameter, five test result including Average should be reported. Results are to be
reported to the accuracy specified in the result sheet. The results are to be written/ typed legibly
in black colour.
9. Testing data of Reference material & Certificates of Reference material has to be submitted along
with result sheet
10. In case your laboratory does not carry out of the specified parameters, please indicate the same by
marking the result columns for these parameters, with a cross.
11. For this program, each laboratory has been allocated a Laboratory code number as in the result
sheet. Each Laboratory has received the result sheet with the unique code number.
12. If the laboratory using the test method other than the specified tests method the same should be
clearly mentioned in the result sheet.
13. On receipt of the PT item, please send the Receipt Form, duly filled to the address mentioned in
the form by courier/speed post/mail.
14. Please be ensured that
• Prescribed Test methods are followed.
• Equipment with approved range & accuracy are used as per the standard requirement
• Traceability requirements in all calibrations are met.
• Proper RM is used before commencement of testing.
15. Results reported on letter head or any other format will not be accepted. The laboratory has to

16. The goal of the study is to characterization of the material & the result can be used for the purpose
of the characterization study.
