Urban development plays a crucial role in shaping the future of a municipality. It
determines the quality of life for its residents, the sustainability of its resources and
the overall economic growth. To ensure a well-planned and sustainable urban
development, municipalities often adopt a Comprehensive Land Use Plan (CLUP).
The Municipality of Initao, located in the province of Misamis Oriental, is a rapidly
growing urban area facing various challenges related to urbanization. The population
growth, inadequate infrastructure in environmental degradation and the need for
economic diversification.

The Comprehensive Land Use Plan (CLUP) of initao serves as a blueprint for
addressing these challenges and optimizing urban development. Furthermore the
CLUP of initao emphasizes environmental sustainability. It identifies areas for
conservation, protection and rehabilitation of natural resources, such as forest, rivers
and coastal areas. This approach not only preserves the ecological balance but also
promotes tourism and recreational activities, which can contribute to the economic
growth of the municipality.

VI. Conclusion

The use of Geographic Information Systems (GIS) in assessing flood risk in

Initao, Misamis Oriental has proven to be an effective and efficient tool. Though
the integration of various spatial data, such as topography land use and
hydrological information, GIS provides a comprehensive understanding of flood-
prone areas and aids in the development of appropriate mitigation strategies.
However, it is important to recognize that GIS is not a standalone solution but
rather a tool that should be used in conjunction with other measures, such as
community engagement and early warning systems. By combining these
approaches, Initao, Misamis Oriental can enhance its resilience to flooding and
minimize the potential impact on its communities and infrastructure.
