INTRODUCTION & BACKGROUND
 SATORP aims through Home Ownership Program (HOP) to provide housing opportunities to
all Saudi eligible employees.

 SATORP completed it’s Home Ownership Project (HOP) Phase 1 with 105 Villas in Mutrafiah
District F2 with a 60,000 sqm Area.

 HOP Phase 2 is located in Mutrafiah District F3 with an approx. 200,000 sqm area where
currently the Site Secondary Infrastructure is completed.
 The overall site will accommodate within its boundaries the following structure:
 HOPII Residential Family Villas (279)
 Imam and Mo’athen Duplex Villa
 Neighborhood Center Plaza and Daily Mosque (450 prayers)

PMC SCOPE OF WORK OVERVIEW
PMC shall provide the required disciplines of Engineers & Technical Personnel to support
SATORP in managing and supervising the actual Construction Works of the Contractor in the site.

DISCIPLINES OBLIGATIONS OF PMC:


Project Manager
1. Submittals after Contract Award
Construction Manager
a. PMC shall provide the qualified Candidate as agreed with SATORP during
Contract / Project Administrator the Bid Process. In the event that any of those Candidates are not available,
QAQC Head PMC shall provide qualified and equivalent Candidate as approved.
QA/QC Architect b. PMC shall submit a final list of candidates for the PMC Team required as per
QA/QC Engr. Civil/Structural scope of work for SATORP interview and approval within 14 days from
Notice to Proceed.
QA/QC Engr. Mech. (Plumbing,HVAC)
QA/QC Engr. Electrical ( Elect/IPTV/Telecom) c. PMC must be familiar and adhere with Royal Commission and other third
parties (SEC, MARAFIQ, STC, etc.) the Construction procedures and
QA/QC Inspector Architect approval schemes for projects.
QA/QC Inspector Civil/Structural
2. Required Support:
QA/QC Inspector Mech. (Plumbing,HVAC)
QA/QC Inspector Electrical ( Elect/IPTV/Telecom) a. SATORP can request for disciplines as per the below table and as per Schedule C
when required which will be communicated officially by letter.

Project Engr. Civil / Structural b. PMC shall provide qualified required disciplines at the Construction Site to support
SATORP in managing and supervising the project:
Project Engr. Mechanical (Plumbing/HVAC)
c. SATORP has the right to require PMC to provide additional Support or replacement
Project Engr. Electrical (Elect./IPTV/Telecom)
of personnel without any additional cost if the Productivity and Quality of
Planner / Quantity Surveyor performance is insufficient and requires more proficiency of the personnel.
Safety Officer Effectiveness of additional or reduction will be in 30 days after Notice.

PMC SCOPE OF WORK OVERVIEW

RESPONSIBILITIES OF PMC:
PMC scope shall include but not limited in providing support to SATORP in managing &
supervising the project in reference to SATORP & RC Guidelines & procedure, IFC drawings,
approved Specification, approved Bills of Quantities, Saudi Building Code & standards,
International Standards & guidelines and other related documents to finish the project under the
approved schedule and budget:
1. Pre-Construction Phase

2. Construction Phase

3. Post-Construction Phase

4. QUALITY CONTROL

5. HEALTH, SAFETY & ENVIRONMENT (HSE) CONTROL

PROJECT DURATION:
1. PMC shall adhere to the total duration of this project as follows:
a. The Management and Supervision for Constructing of HOP II Villa Construction shall
be completed within 48 Months including RC approvals, SATORP acceptance and
occupancy.
b. Contract will commence within Thirty (30) Days after Notice to Proceed (NTP).
c. SATORP has the right to extend the Contract for period of (24) Months. –
OPTIONAL – Schedule H.
d. SATORP has the right to partly or fully terminate Contract by giving Thirty (30) days’
notice. Schedule H.

LOCATION OF WORK:
a. Work Location defined as onshore geographic area within One Hundred Fifty (150)
Kilometer radius from Al Khobar and Jubail in the Eastern Province.

PMC SCOPE OF WORK OVERVIEW

SATORP OBLIGATIONS:
a. SATORP shall support PMC if there is any required supporting documentation required by
Royal Commission and Third parties.
b. SATORP shall provide onsite offices and office basic equipment (Office furniture, computers
and basic stationaries).
c. SATORP shall provide PMC access in the site.
d. SATORP shall issue an official request if any additional support discipline or replacement is
required.
e. SATORP shall evaluate all PMC candidate CVs and may request interview of the candidates
to verify the information in their CVs.

TECHNICAL SUBMITTAL REQUIREMENT

 All Bidders are required to submit the following items to enable SATORP to
technically evaluate the proposal.

 Bidder is advised to submit complete technical proposal in order and as


detail as possible to meet the Technical Evaluation’s requirement

 Proposal shall include all 9 items (detailed in next slide) to proceed to the
Technical Evaluation not fulfilling the above will result in disqualification.

All costs in preparing your bids shall be borne solely by Bidder.


Any terms and conditions contained in the Vendor's proposal in conflict with the RFP
documents and instructions shall be a ground for disqualification of the proposal.
