LEVELS OF TRAFFIC SAFETY EDUCATION
1. Traffic Safety Education for CHILDREN
Traffic safety education for children is highly unsystematic. This is
usually carried out in the home through parental education and in
kindergarten and day nurseries. It is now necessary to make this
form of systematic education to lessen the number of children
fatalities and injuries.

LEVELS OF TRAFFIC SAFETY EDUCATION
2. Driver’s Education
It aims primarily to teach the rudiments of driving. To teach the
abilities required for one to be eligible for a driver’s license.

3. Safety Campaigns
These are mass publicity aimed to make road users behave more
safely. These basically focus on public information attitudes, and
particular or specific behavior or combinations of these.

LICENSING FOR DRIVERS
THEORETICAL DRIVING COURSE (TDC)
The TDC certificates will be required from applicants
applying for new student-driver permits, including
foreigners as well as those with expired permits. To
acquire this, the applicant must complete the necessary
15-hour course.

LICENSING FOR DRIVERS
PRACTICAL DRIVING COURSE (PDC)
The PDC certificates will be required from individuals
applying for a new driver’s license, whether professional
or non-professional, if their student-driver permits were
issued from August 3, 2020 onwards. To acquire these PDC
certificates, license holders must complete at least eight
hours of practical driving lessons.

STUDENT-DRIVER’S PERMIT (SP)
QUALIFICATIONS FOR APPLICATION
1. Filipinos at least 16 years old.
2. Foreigners at least 18 years old and must have been in
the PH for at least 1 month and proof of stay for at least 6
months.
3. Completed a 15-hour Theoretical Driving Course (TDC).
4. Physically and mentally fit to drive.
5. No unsettled traffic violation.

STUDENT-DRIVER’S PERMIT (SP)
VALIDITY
1. The SP shall be valid for one (1) year from the date of its
issuance.
2. It can be used to apply for NPDL if the practical driving
course has been completed within the one (1) year validity
period.
3. After two (2) years from the date of issuance of SP, the
holder shall be required to acquire a new SP.

DRIVER’S LICENSE (DL)
QUALIFICATIONS FOR APPLICATION (NEW)
1. Filipinos at least 17 years old.
2. Foreigners at least 18 years old.
3. Completed and passed an 8-hour Practical Driving
Course (PDC).
4. Physically and mentally fit to drive.
5. No unsettled traffic violation.
6. SP holder for at least 1 month.
7. Passed the Automated Theoretical Examination

DRIVER’S LICENSE (DL)
QUALIFICATIONS FOR APPLICATION (RENEWAL)
1. Holder of DL
2. Physically and mentally fit
3. No unsettled traffic violation
4. DL not renewed for more than two years after the
expiry date - Passed the Automated Theoretical
Examination and Practical Driving Test

DRIVER’S LICENSE (DL)
VALIDITY
A DL shall be valid for five (5) years reckoned from the
date of birth of the licensee, unless sooner revoked or
suspended.
A DL holder who has not committed any violation/s during
the five (5) years period preceding its expiration shall be
entitled to a renewal of such license valid for ten (10)
years.

resources in order to meet the
needs of a society.206 It deals
with the benefits and adverse
effects of traffic to our economy.
