The good thing about PayPal is transparency. Whenever there is a successful money
movement, you will see those indicated as completed on your transaction history, and
an email notification will be sent out to formally confirm the transaction as successful
and completed.

I can assure you that PayPal did not charged you. Please contact your bank again so
that they can put back the money that they set aside, they are the one who can
release that because they have set that aside.
