ESSAY:
17-20. Briefly explain the perspective on personnel management.

Personnel managers and others who have interest in whether organizations perform effectively
can focus on one or all three perspectives. Firstly, the individual effectiveness emphasizes the task
performance of specific personnel or members of the organization. The tasks to be performed are parts
of jobs or positions in the organization. Supervisors routinely assess individual effectiveness through
performance evaluation system process to determine who should be promoted, and to receive other
rewards that are available.

Second, group effectiveness is simply the sum of the contributions of all the members of the law
enforcement agencies. Furthermore, group effectiveness is more than the sum of individual
contributions.

Lastly, organizational effectiveness it consists of individual and group effectiveness, but

organizational effectiveness is more than the sum of individual and group effectiveness, of very officers
and members of the law enforcement agencies.

In summary, personnel management has not yet been accorded the totality of acceptance by all
concerned because it would be very difficult to appraise the performance of personnel managers. Unlike
the professions, like engineering and medicine, where the result of any faulty decision of action becomes
almost immediately obvious, the result of faulty decisions is not felt immediately and the responsibility
for it can be safely shifted to someone else in some unit or office within the different law enforcement
agencies.
