RESOLUTION CREATING THE VARIOUS COMMITTEES/BOARDS NECESSARY FOR THE CONDUCT
OF THE LIGA NG MGA BARANGAY (LnB) _____ MUNICIPAL CHAPTER ELECTION FOR THE
POSITION OF LnB CHAPTER PRESIDENT, LnB CHAPTER VICE PRESIDENT, LnB CHAPTER
AUDITOR AND _______ (___) MEMBERS OF THE LnB CHAPTER BOARD OF DIRECTORS AS
PROVIDED FOR BY THE LnB CONSTITUTION AND BY-LAWS (AS AMENDED) AND THE LnB
ELECTION CODE (AS AMENDED) OF THE LIGA NG MGA BARANGAY SA PILIPINAS, AND
APPROVING THE COMPOSITION OF THE HEREIN CREATED COMMITTEES/BOARDS

WHEREAS, the Department of Interior and Local Government (DILG) has issued DILG
Memorandum Circular 2023-184 dated November 22, 2023, the subject of which is: “Guidance
on the Conduct of the Liga ng mga Barangay Chapter Elections” for which it has provided that
the conduct of the LnB Municipal Chapter Elections must held “not later than December 15,
2023” and the venue must be within the municipality concerned;

WHEREAS, Section IV (Creation and Composition of Committees and Board) of the Liga
ng mga Barangay sa Pilipinas MC 2023-001 entitled: “Guidelines in the Conduct of the Liga ng
mga Barangay (LnB) Chapter Elections at the Municipal / CC / HUC / ICC and Provincial Levels,”
enumerates the Committees/Board to be created, as well as the respective jurisdictions
thereof;

WHEREAS, the Liga ng mga Barangay ______________ Municipal Chapter has ratified
the conduct of Election for the various positions in the said LnB Municipal Chapter -- Resolution
No. 1, series 2023, entitled: “RESOLUTION SETTING THE TIME AND PLACE FOR THE LIGA NG
MGA BARANGAY (LnB) ________ MUNICIPAL CHAPTER ELECTIONS ON DECEMBER 15, 2023,
APPOINTING THE TEMPORARY PRESIDING OFFICER, TEMPORARY SECRETARY AND TEMPORARY
TREASURER FOR THE ELECTION MEETING, APPROVING THE CALENDAR OF EVENTS ANENT
THEREWITH AND AUTHORIZING THE COLLECTION OF THE AMOUNT OF ____ THOUSAND PESOS
(₱_________.00) AS REGISTRATION FEE THEREOF”;

WHEREAS, to ensure proper performance for the aforesaid LnB Municipal Chapter
Election, Section 2 (Supervision and Control) of Article I (General Provision) of the 2022 Election
Code of the Liga ng mga Barangay sa Pilipinas has provided that the following Committees be
created with the corresponding tasks and responsibilities; the General Assembly of the Liga ng
mga Barangay _________ Municipal Chapter has also named the composition of each
committee, to wit:

1.) The Nominations Committee – shall be responsible for the issuance to the prospective
candidates the certificate of candidacy (CoC) form. It shall receive, in writing, Certificates
of Candidacies, including attachments thereof. The Nominations Committee shall also be
responsible for determining and certifying prior to the elections as to the qualifications
of the candidates in accordance with the LnB Constitution and By-Laws (As Amended)
and the LnB Election Code (As Amended). It shall also be responsible in posting in the
LnB _____ Chapter Office prior to the elections a list as to those candidates who are duly
qualified for the LnB Chapter Election.

2.) The Registration and Credentials Committee – shall take charge of the accreditation
and registration of delegates to the election meeting; shall prepare and issue the
necessary proof of presence of a quorum for the said meeting; shall prepare and issue
the voter’s credentials for election purposes, duly signed by the Liga ng mga Barangay
__________ Municipal Chapter Secretary and Treasurer and duly attested by the LnB
_____ Municipal Chapter President; and shall render a report as to the number of voting
delegates duly registered, certified and accredited.

3.) The Election Committee – shall exercise supervision and control over the conduct of the
election proper; and shall proclaim the winning candidate as the duly elected LnB
Chapter President, LnB Chapter Vice President, LnB Chapter Auditor and ________ (__)
elected members of the LnB Board of Directors of the Liga ng mga Barangay Camarines
Sur Chapter, on the basis of the election results certified by the Board of Canvassers.

4.) The Board of Canvassers (BOC) – shall be responsible for the public canvassing and
counting of the ballots cast and certifying the results as to the number of votes garnered
by each candidate for each of the elective positions; and shall submit to the Election
Committee the results of the election using the official form.

5.) The Board of Election Supervisor (BES) – shall be composed of either the Department of
Interior and Local Government (DILG) representative and/or COMELEC Officer as
Chairman and two (2) members from the General Membership; shall resolve any
controversy (ex.: breaking the tie through toss coin, application of neighborhood rule,
etc.) that may arise during the election meeting of the local LnB Chapter; appreciation of
marked ballot and absolute adherence to compliance to all pre-requisites in all or
nothing rule that may rise during the election meeting of the Local LnB Chapter; resolve
any electoral protest which must be submitted in writing to the BES within twenty-four
(24) hours from the close of the elections; if the situation warrants, call upon the
Philippine National Police to ensure smooth conduct of the election;

RESOLVED, AS IT IS HEREBY RESOLVED, by the General Assembly of the Liga ng mga

Barangay _________ Municipal Chapter duly assembled, to create, as it hereby creates, the
various committees necessary for the conduct of the Liga ng mga Barangay _______ Municipal
Chapter Election for the positions of LnB Chapter President, LnB Chapter Vice President, LnB
Chapter Auditor and _______ (___) members of the LnB Chapter Board of Directors as provided
for by the Constitution and By-Laws (as amended) and the Election Code (as Amended) of the
Liga ng mga Barangay Sa Pilipinas, and approving the composition of the herein created
committees/boards;

RESOLVED FINALLY, that copies of this Resolution be furnished every member of the
General Assembly of the Liga ng mga Barangay _________ Municipal Chapter; the Department
of Interior and Local Government thru ________________, LGOO __, DILG ________ Municipal
Office, and the Provincial Director, Mr. Julius Rodel L. Cal-Ortiz, DILG Camarines Sur Provincial
Office; the Commission on Election Camarines Sur Provincial Office; the Liga ng mga Barangay
Camarines Sur Provincial Chapter thru LnB Provincial Chapter President ___________________;
the Chairperson and Members of the Board of Election Supervisor for the Liga ng mga Barangay
_______ Municipal Chapter; and all concerned for their information and appropriate action.
