風雨蘭,在過去幾年跟香港一樣,經歷了 訟,而諮詢服務內容更可涵蓋大部分涉
疫情及社會事件。疫情退卻之際,我們再 及性暴力的民事及刑事個案。求助形式

It is very important to establish an environment that encourages victim-survivors to seek help.


RainLily has 24-hour crisis centres in Kowloon and the New Territories, offering victim-survi-
vors the support they need. Combining different specialised services together, victim-survivors
can be spared from running around and recounting their painful experience repeatedly.

The address of the crisis centres is strictly confidential to protect the privacy of our service us-
ers. The warm and homey design also aims to create a safe and comfortable environment for
those receiving RainLily services there. Besides the counselling rooms and statement taking
facilities, there is also a well-equipped forensic examination room and a showering room.

Group counselling is a means to help victims rebuild their
lives. In the safe supportive environs of peers, victim-survivors
learn to overcome and deal with negative emotions, thus
empowering them to face the future. By utilizing their own
experiences, they assist other survivors and transform their
collective strength into a driving force for change.

RainLily depends on our pool of female volunteers to provide


frontline emotional support for victim-survivors and their
families. This year, we held 10 training sessions and 6 gatherings
for 32 volunteers to encourage experience sharing. During these
meetings they understanded the needs of victim-survivors of
sexual violence and received latest updates on the gender-
based issues in the community.

In 2022, RainLily has published a book, entitled as "Surviving Voices: Stories of Nine Adult Victim-
Survivors of Child Sexual Abuse", based on life stories of nine victim-survivors. It is comprised of
'voices' of several generations of Hong Kong women, as the nine informants' ages varied from
early 20s to late 60s. Their stories have gone beyond the spectrum of personal suffering, but
as a reflection of how local women dealt with the issues of sexual violence from generation to
generation.

480.0 Gender & Art Space collaborated with independent curator KY Wong, along with four
local artists/poets Ho Sin Tung, Lau Hiu Tung, Wong Yuk Ying Sonia, and Milo Tse to engage in
a dialogue between their creation and the book "Surviving Voices". After reading, digesting, and
organizing the stories of child sexual abuse survivors, they presented their reading experiences
and thoughts through emotional and human- centered poetry and art creations in response to
the stories. The exhibition also includes a retrospective on the advocacy and movement history
against sexual violence.

風雨蘭與 Meta 推出 StopNCII.org 香港版。StopNCII 為面對未經同意散佈私密影像的受害


者提供一個安全且具私隱的選項。通過 StopNCII 平台,用戶會將私密影像轉換成獨一無二
的代碼,從而轉換出安全的數碼指紋。透過 StopNCII,18 歲 及 以上的人士可以主動阻止他
們的私密照片被分享到參與的科技平台包括 Facebook 和 Instagram。風雨蘭作為新加入的
合作夥伴,與 Meta 推出 StopNCII.org 香港版,促進本港用戶更容易使用此工具。

RainLily and Meta launched the Hong Kong version of StopNCII.org. StopNCII provides a safe and
private option for victims of non-consensual distribution of intimate images(NCII). Through the
StopNCII platform, users can convert their intimate images into secure digital fingerprints, called a
‘hash’. With StopNCII, individuals aged 18 and above can proactively prevent their intimate images
from being shared on platforms including Facebook and Instagram. RainLily collaborates with
Meta to introduce the Hong Kong version of StopNCII.org, making it more accessible for users in
Hong Kong to utilize this tool.

的虐待/疏忽照顧兒童個案,違規者將須承擔刑事責任。就政府的立法建議,風雨蘭向當局
遞交意見,包括 - 1)建議下調強制舉報年齡至適用於 16 歲以下人士,並按年齡劃分為「兒
童」(14 歲以下人士)及「少年人」(年滿 14 歲但未滿 16 歲人士);2)建議法例加入針
對少年人的「豁免」條文;3)除了警方或者社署保護家庭及兒童服務課,建議於舉報渠道
加入為受虐兒童提供支援的指定服務機構。政府可以為此制訂「指定機構」的清單,讓專業
人士可以選擇向他們舉報。

In August 2022, Social Welfare Department issued a consultation paper on "Proposal on the
Mandatory Reporting Requirement for Suspected Child Abuse Cases", suggesting legislation to
compel professionals (including social workers) to report serious cases of child abuse, including
sexual assault. The non-compliance with which will lead to criminal liability.

We have the following comments and recommendations on (1) the definition and division
of children: mandatory reporting applies to persons under the age of 16, (2) the inclusion of
exemption and (3) expanding reporting channels by including designated service organizations.

RainLily service users have been interviewed by local media on the topic of image-based sexual
violence. They have shared their personal experiences, as well as discussing the reactions of
people around them after seeking help, and addressing societal misconceptions regarding
voyeurism and the non-consensual sharing of intimate images. They emphasize the need for
social and cultural cultivation of active bystanders who proactively report image-based sexual
violence and discourage the act of viewing, liking, or sharing non-consensually shared intimate
images.

Submission on proposed legislation of "Mandatory Reporting Of Suspected Child Abuse
Cases"

政府就考慮立法強制舉報懷疑虐待兒童及忽略兒童個案的機制(下稱:強制舉報)展開諮詢,
風雨蘭服務使用者接受多間本地媒體訪問,分享自身經歷及對機制的建議,擔心強制舉報機
制會窒礙 14 至 18 歲之間的少年性侵受害人自行求助,甚至令童年性侵個案延遲求助之時距
再延長。風雨蘭亦於新聞稿中提出調整舉報年齡、增豁免條款等建議,內容獲多間媒體引用
報導。

Social Welfare Department issued a consultation paper on "Proposal on the Mandatory Reporting
Requirement for Suspected Child Abuse Cases", suggesting legislation to compel professionals to
report serious cases of child abuse, including sexual assault. Our Senior Advocacy Officer Jacey
Kan, as well as service users, have been interviewed by several local media. They expressed
concerns that the mandatory reporting could hinder teenagers between the ages of 14 and 18
who are victims of sexual abuse from seeking help on their own, and even further delay the time it
takes for cases of childhood sexual abuse to be reported. Our suggestions regarding adjustments
to the reporting age and the inclusion of exemption have also been covered and cited by multiple
media sources.
