Message from Executive Director
風雨蘭，在過去幾年跟香港一樣，經歷了
疫情及社會事件。疫情退卻之際，我們再
次迎來另一個挑戰 — 在風雨蘭工作了
26 年、機構的共同創辦人及總幹事王秀
容女士要退下來了。董事局成員及管理
層員工深明機構一直以信念為本，帶領
者對機構的認識及認同的重要性，並以
穩定員工士氣為前提下，以物色接任人。
感謝機構認同我以往在風雨蘭及婦女團
體的服務經驗，了解我對服務的認識及
堅持，讓我再次回到風雨蘭並擔起總幹
事的崗位。
再次回歸，我看到風雨蘭的服務發展更
趨專業及細膩，輔導員針對不同性暴力
經歷的需要，以敍事實踐手法建立由個
人輔導及至社會層面參與的復原模式。
此外，法律諮詢服務由單次性的法律諮
詢，發展至由義務代表協助處理法律訴

訟，而諮詢服務內容更可涵蓋大部分涉
及性暴力的民事及刑事個案。求助形式
方面，除運作了 25 年的求助熱線外，更
加入網上情緒支援計劃，以支援倖存者
以更多元及便利的網上形式接觸我們。
另外，因應影像性暴力法例的通過，亦提
供了切合受助人需要的下架支援服務，
以協助受助人盡快移除未經同意下發佈
的私密影像。
風雨蘭的服務多年來持續不間斷地為倖
存者提供專業支援，這實在有賴同工、顧
問和義工的無私投入、倖存者的信任，以
及各基金與支持者的信任和資助。縱然
本年度我們的「法律諮詢服務」未有獲得
任何基金的恆常資助，但我們明白公義
對倖存者復原不可或缺，她們在司法過
程中所獲得的權利及資訊尤為重要，在
此感謝多間律師樓提供的義務法律諮詢

及個案跟進，讓倖存者在艱辛的法律程
序中，仍能獲得專業的法律支援。

我們看到社會上仍存有很多性暴力迷思、
窒礙倖存者復原的制度等，但我們同時
看到倖存者獲得滋養後的生命，可以繼
續自信地走下去。我們相信為這個社會
繼續灌溉尊重、平等的信念，能有助生命
的復原及重建。前人播下美好的種籽，建
立良好的土壤，作為繼承者的我，亦會繼

Message from Executive Director
RainLily, like Hong Kong, has experienced the
challenges of the pandemic and social events
in recent years. As the pandemic recedes, we
are once again faced with another challenge
- after 26 years of work, the co-founder and
Executive Director of RainLily, Linda Wong
Sau-Yung, had stepped down.
The members of the board of directors and
the management team understand the im-
portance of maintaining the organization’s
principles, leadership’s understanding and
identification with the organization, and en-
suring stable staff morale while searching for
a successor. I am grateful that the organiza-
tion recognizes my past service experience
with RainLily and women’s groups, under-
standing my perspective on service and my
commitment, allowing me to return to Rain-
Lily and take on the position of Executive Di-
rector.
Upon my return, I have witnessed the contin-
ued professional and nuanced development
of RainLily’s services. Counsellors employ
narrative practices to establish a recovery

model that encompasses individual coun-
seling and social participation, addressing the
specific needs of survivors of different forms
of sexual violence. Additionally, the legal con-
sultation service has evolved from providing
one-time legal advice to offering assistance
in legal proceedings through pro bono rep-
resentation, while the consultation services
now cover a wide range of civil and criminal
cases related to sexual violence. In terms of
seeking help, in addition to operating a help-
line for 25 years, we have also introduced an
online emotional support program to provide
victim-survivors with more diverse and con-
venient access to our services. Furthermore,
in response to the enactment of legislation on
image-based sexual violence, we have estab-
lished practical Take-Down Assistance (Ta-DA)
service to assist victims in promptly removing
non-consensually shared intimate images.
Over the years, RainLily has continuously pro-
vided professional support to survivors. This
has only been made possible by the selfless
dedication of our colleagues, consultants, and
volunteers, not to mention the trust of survi-

vors and the trust and funding from various
foundations and supporters.
Although our “Legal Clinic” service is not sup-
ported by any persistent funding this year,
we understand that justice is indispensable
for the recovery of survivors, and the rights
and information they obtain during the legal
process are particularly important. Therefore,
we continue to maintain this service. We
would like to express our gratitude to several
law firms for providing pro bono legal advice
and follow-up on cases, allowing survivors to
receive professional legal support during the
challenging legal procedures.

We see that there are still many misconcep-

tions about sexual violence and systemic bar-
riers that hinder survivors’ recovery. However,
we also witness the nourished lives of survi-
vors who can continue to move forward with
confidence. We believe that nurturing beliefs
of respect and equality in this society can
contribute to their recovery and rebuilding.
The predecessors have sown seeds of good-
ness and established fertile ground. As their

It is very important to establish an environment that encourages victim-survivors to seek help.

RainLily has 24-hour crisis centres in Kowloon and the New Territories, offering victim-survi-
vors the support they need. Combining different specialised services together, victim-survivors
can be spared from running around and recounting their painful experience repeatedly.

The address of the crisis centres is strictly confidential to protect the privacy of our service us-
ers. The warm and homey design also aims to create a safe and comfortable environment for
those receiving RainLily services there. Besides the counselling rooms and statement taking
facilities, there is also a well-equipped forensic examination room and a showering room.

Group counselling is a means to help victims rebuild their
lives. In the safe supportive environs of peers, victim-survivors
learn to overcome and deal with negative emotions, thus

於 2021 年開展的「Ta-DA 下架支援」為一
項協助影像性暴力受害人向網絡平台檢舉在
未經其同意下被散佈的私密影像之支援服
務。服務會透過風雨蘭的名義協助受害人向
相關網上平台提出移除要求，避免受害人自
行檢舉而可能要承受的二次傷害。
2022 年 4 月至 2023 年 3 月期間，Ta-DA 下
架支援共收到 111 宗求助個案，涉 及 1035
條未經同意下遭發布的私密影像內容。向網
絡平台檢舉後，成功移除 89% 連結的内容
和影像， 包括社交媒體 (97.3%)、 內容農
場 (98%)、圖床服務網站 (100%) 及搜尋引
擎 (100%)。接近 78% 求助人的性別認同為
女性。有關發佈者的身份，近一半求助人表
示認識發放者或知道其身份，當中 26.1%
發佈者為求助人的親密伴侶 ( 現任或前任 )。

'Take-Down Assistance (Ta-DA)' is a sup-
port service to assist victim-survivors of
image-based sexual violence in reporting
intimate images that are non-consensually
distributed to online platforms for remov-
al. Through Ta-DA, we will make the re-
quest-for-removal and provide follow-up on
behalf of the victim-survivors.
From Apr 2022 to Mar 2023, we received 111
cases, including 1035 valid links containing
intimate images without consent. After report-
ing to the online platforms, 89% of the linked
content and images were successfully re-
moved, including social media (97.3%), content
farms (98%), image hosting websites (100%)
and search engine (100%). Nearly 78% of the
gender pronouns of the service users are She/
Her. Regarding the identity of the distributors,
around half of the service users said they
knew the distributors in person or knew their
identity, and 26.1% of the distributors were
(current/ex) intimate partners of the service
user.

交換故事空間運用敘事實踐的「局外人見 The Narrative Practices project employs

一位母親知道女兒被親人性侵後，深受打擊， 以至是社會大眾都缺乏選擇，令應對性暴力

偷偷翻查侵犯者的東西，希望找出有力的證 事件變得困難且無所適從。

Message from Counsellor
When a mother learns about a family
member's sexual assault, she is deeply af-
fected. She secretly searches through the
perpetrator's belongings, hoping to find
strong evidence to accuse them.
A mutual friend of the victim-survivor
and the perpetrator faces the fear of be-
ing unable to discern the "truth" and ul-
timately distances themselves from both
parties.
Someone who hears the survivor's story
feels unable to make a judgement based
solely on "one-sided account" but also
wants to help the survivor, leading to a
sense of unease and inner turmoil.
We have also encountered victim-survi-
vors who, despite being victims them-
selves, experience extreme emotional
distress and cannot escape self-criticism.
They continuously push themselves to
gather more evidence. Often, people
claim to care about survivors but un-
intentionally or intentionally scrutinise
them as if they were mere evidence. The
words and concerns of others often re-

flect the influence of prevailing discours-
es on judicial justice. Suppressed by the
dominant narrative of judicial justice in
society, whether it be victims, support-
ers, friends, family members, or even the
general public, the lack of options makes
it difficult and confusing to respond to in-
cidents of sexual violence.
We have found that justice and psycho-
logical healing are closely intertwined in
the recovery process of sexual violence
victim-survivors. However, the current
societal understanding and practice of
"justice" are often limited to the judicial
approach and punishment to the perpe-
trators. This not only hinders survivors
from seeking justice but also restricts
how others respond to and think about
sexual violence incidents. Despite the in-
creased attention to the secondary trau-
ma caused by the judicial process on vic-
tims, the dominant societal imagination
cultivated over the years makes it difficult
to break free from the mindset of "investi-
gation" and "trial" when approaching sex-
ual violence cases.

These reflections and observations have
driven us to explore the possibilities and
importance of "Alternative Justice." In
recent years, we have regularly organ-
ised "Co-narrating Space", creating a
platform for victim-survivors to support
and accompany each other, listen to each
other's authentic voices, and share their
personal journeys. Together, we aim to
become individuals who strive, strug-
gle, and have choices. After the incident,
some individuals may want to "gather ev-
idence," but the perspective on evidence
collection is no longer seen as an auto-
matic responsibility. Instead, it reflects
other goals they wish to pursue. Some in-
dividuals want to bring attention to same-
sex sexual violence trauma, the trauma
that has been downplayed. Others, de-
spite experiencing familial sexual abuse,
some decided to prioritize the well-being
of other family members and choose to
silently distance themselves from their
family. Survivors are not burdened with
the pressure to share success stories but
rather speak out their own thoughts.
Their narrative framework is not dictated
by specific stories, allowing their voices

to avoid being ignored or distorted. They
regain the right to narrate their experi-
ences and autonomously construct their
own identities.
The “Co-narrating Space” follows the
practice of “Outsider Witness” in Narra-
tive Practice and is a process of enacting
Narrative Justice. Narrative Justice em-
phasises constructing a “justice imagi-
nation” based on lived experiences and
collectively exploring the possibilities of
practice, allowing individuals, groups, and
society to seek justice. Listeners are not
passive recipients; they need to be aware
of their own reactions, resonances, and
profound connections while listening and
respond to others’ stories with an attitude
of connection. Through storytelling and
an open dialogue approach, participating
victim-survivors can reclaim justice with-
in the group and receive affirmation.

RainLily depends on our pool of female volunteers to provide

frontline emotional support for victim-survivors and their
families. This year, we held 10 training sessions and 6 gatherings
for 32 volunteers to encourage experience sharing. During these
meetings they understanded the needs of victim-survivors of
sexual violence and received latest updates on the gender-
based issues in the community.

專業人士培訓 為了令社工、警員、老師、律師及醫護人員等專業人士了解
Professional Training 性暴力受害人的需要，以及認識處理個案時的重點，風雨蘭
本年度為 529 名專業人士提供共 14 節受害人支援諮詢、培

Caretaking for victim-survivors of sexual violence requires

sensitivity, as well as precision of evidence taking. During this
year, RainLily has conducted 14 sessions of training and talks
for 529 social workers, police, teachers, lawyers and health
professionals.

In order to strengthen understanding of sexual violence-related

issues for individuals from different sectors, RainLily provided
training to corporation and organization in workshops, talks,

In 2022, RainLily has published a book, entitled as "Surviving Voices: Stories of Nine Adult Victim-
Survivors of Child Sexual Abuse", based on life stories of nine victim-survivors. It is comprised of
'voices' of several generations of Hong Kong women, as the nine informants' ages varied from
early 20s to late 60s. Their stories have gone beyond the spectrum of personal suffering, but
as a reflection of how local women dealt with the issues of sexual violence from generation to
generation.

480.0 Gender & Art Space collaborated with independent curator KY Wong, along with four
local artists/poets Ho Sin Tung, Lau Hiu Tung, Wong Yuk Ying Sonia, and Milo Tse to engage in
a dialogue between their creation and the book "Surviving Voices". After reading, digesting, and
organizing the stories of child sexual abuse survivors, they presented their reading experiences
and thoughts through emotional and human- centered poetry and art creations in response to
the stories. The exhibition also includes a retrospective on the advocacy and movement history
against sexual violence.

風雨蘭與 Meta 推出 StopNCII.org 香港版。StopNCII 為面對未經同意散佈私密影像的受害

者提供一個安全且具私隱的選項。通過 StopNCII 平台，用戶會將私密影像轉換成獨一無二
的代碼，從而轉換出安全的數碼指紋。透過 StopNCII，18 歲 及 以上的人士可以主動阻止他
們的私密照片被分享到參與的科技平台包括 Facebook 和 Instagram。風雨蘭作為新加入的
合作夥伴，與 Meta 推出 StopNCII.org 香港版，促進本港用戶更容易使用此工具。

RainLily and Meta launched the Hong Kong version of StopNCII.org. StopNCII provides a safe and
private option for victims of non-consensual distribution of intimate images(NCII). Through the
StopNCII platform, users can convert their intimate images into secure digital fingerprints, called a
‘hash’. With StopNCII, individuals aged 18 and above can proactively prevent their intimate images
from being shared on platforms including Facebook and Instagram. RainLily collaborates with
Meta to introduce the Hong Kong version of StopNCII.org, making it more accessible for users in
Hong Kong to utilize this tool.

勞工及福利局在 2022 年 8 月，推出「有關懷疑虐待兒童個案強制舉報規定的建議」諮詢文件，

建議向指定專業人士（包括社工）施加法定責任，規定他們須向政府有關當局舉報指明類別
的虐待／疏忽照顧兒童個案，違規者將須承擔刑事責任。就政府的立法建議，風雨蘭向當局
遞交意見，包括 － 1）建議下調強制舉報年齡至適用於 16 歲以下人士，並按年齡劃分為「兒
童」（14 歲以下人士）及「少年人」（年滿 14 歲但未滿 16 歲人士）；2）建議法例加入針
對少年人的「豁免」條文；3）除了警方或者社署保護家庭及兒童服務課，建議於舉報渠道
加入為受虐兒童提供支援的指定服務機構。政府可以為此制訂「指定機構」的清單，讓專業
人士可以選擇向他們舉報。

In August 2022, Social Welfare Department issued a consultation paper on "Proposal on the
Mandatory Reporting Requirement for Suspected Child Abuse Cases", suggesting legislation to
compel professionals (including social workers) to report serious cases of child abuse, including
sexual assault. The non-compliance with which will lead to criminal liability.

We have the following comments and recommendations on (1) the definition and division
of children: mandatory reporting applies to persons under the age of 16, (2) the inclusion of
exemption and (3) expanding reporting channels by including designated service organizations.

小組由關注性騷擾議題的倖存者和義工組
成。倖存者均為風雨蘭受助人，她們曾經在
職場或公共場所遭遇性騷擾，並為自己爭取
應得的公義。 每當回想遇上性騷擾，倖存
者都感嘆向外求助好不容易，常常因為社會
上對性騷擾的認知不足而被誤解、被忽略、
甚至被欺凌。經驗過一路上的重重困難，小
組成員盼望整合自身的故事成為土壤，幫助
其他受害人，並且透過一點一滴的堅持，讓
大眾更認識性騷擾這回事、改善預防性騷擾
的措施及機制、推動零性騷擾的社會。
過去兩年，小組成員整理自己的經歷作為公
司培訓的內容、檢視非政府機構的性騷擾政
策、參與更新風雨蘭性騷擾資訊網頁，以及
舉辦真人圖書館，通過分享自己的故事，給
予自己一份肯定，也讓大眾加深對性騷擾的
認識。

T he SH.E Sex ual Harassment Awareness
Advocacy Group was established in May
2021. SH.E stands for "SH (Sexual Harassment)
should End" and "SHe Empowers."
The group consists of survivors of sexual
harassment and dedicated volunteers who
share a deep concern for this issue. The
survivors are service users of RainLily. They
have endured instances of sexual harassment
in both the workplace and public settings,
and they have bravely fought for their own
ju st ice. S eek ing help h a s of ten proven
to be a challeng ing endeavor for these
survivors. Society's limited understanding
and awareness of sexual harassment have led
to their experiences being misunderstood,
ignored, or even met with further
mistreatment. Despite the obstacles they
have faced, the group members aspire to use
their own stories as a foundation to assist
other victims. Through their unwavering
deter mination, they aim to raise public
awareness about sexual harassment, enhance
preventive measures, and strive for a society
that is free from such harassment.

一開始參加關注性騷擾倡議小組是本著「但 那一刻內心的溫暖與平靜是前所未有的感
願自己是最後一個受害者」的概念，想藉 覺，就像另一層的釋懷。感恩真人圖書館的
著組員們的自身經歷帶來正面的支持、幫助 安排，真人圖書們都覺得了解了自己的傷口
及理解予其他依然水深火熱當中的同行者。 再多一點。大概三位圖書們都想像不到，今

藏於內心深處那份痛又被引領出來了。一邊 有著正面的影響，無論對組員或是其他受害
流淚一邊分享的同時，眼見在場參與的閱讀 人，盼其遠大目標靠著每一小步慢慢靠近。
者都眼有淚光，「真人圖書館」確確實實在
傳遞能量予每一位。完成分享後，每位閱讀
者更寫上簡單字句鼓勵及支持真人圖書們。

Sharing from group member
When we first joined the Sexual Harassment
Awareness Advocacy Group, our motivation
was fueled by the hope of being the last
v i c t i m . O u r p r i m a r y o b j e c t i v e w a s to
provide positive support, assistance, and
understanding to fellow survivors who were
still grappling with difficult situations. Our
long-term vision was to effect significant
change in Hong Kong society's level of
attention, understanding, and commitment
to a d d re s s i n g s e x u a l v i o l e n c e . B e fo re
pursuing this overarching goal, we took
the initiative to organize "Human Library"
events. By sharing our experiences with
RainLily helpline volunteers, fellow justice
advocates, colleagues in the social welfare
sector, and artists interested in the issue, our
group members recounted their journeys,
from the initial confusion surrounding sexual
harassment to the struggles they endured
and the resilience that carried them through
to the end.
Although the stories shared in the Human
Library took place several years ago, revisiting
and re count ing the detail s evoke d the
resurfacing of hidden pain. As tears flowed

dur ing the emotional shar ing, both the
“readers” and the “books” who shared their
stories were moved. The Human Library
undeniably conveyed a profound energy
to every participant. Following the sharing
session, each reader wrote simple words
of encouragement and supp or t for the
storyteller. In that moment, an unprecedented
s e n s e o f w a r mth a n d t ra n q u ilit y f ill e d
our hearts, as if a layer of catharsis had
taken place. We deeply appreciated the
arrangement of the Human Library, as it
allowed the storyteller to further comprehend
and address their wounds. The storytellers
could never have imagined publicly revealing
their scars. Contrasted with their former
selves, who lacked radiance, self-confidence,
and motivation, and who even hesitated to
make eye contact while undergoing personal
counseling, the Human Library bore witness
to their transformation.
Looking ahead to the future of the advocacy
group, our aspirations involve reaching out
to different companies and assisting them
in developing a deeper understanding of the
importance of sexual harassment complaint

m e c h a ni s m s . We al s o s e e k to e d u c ate
these companies on how to handle victims'
emotions and minimize secondary harm. As
the damage of sexual harassment has already
been inflicted, companies should strive to
avoid perpetrating such acts themselves.
Cur rently, the advocacy g roup's reg ular
meetings have had a positive impact on both
its members and other victims. We hope that
our lofty goals can be gradually approached
through small steps forward.

自責走到充權的心路歷程、求助後身邊人的反應，回應社會對於偷拍、「流出」私密影像的
性暴力迷思，寄語社會文化需培育積極旁觀者，應主動舉報影像性暴力行為，不應看、讚好、
分享未經同意發佈的私密影像。

RainLily service users have been interviewed by local media on the topic of image-based sexual
violence. They have shared their personal experiences, as well as discussing the reactions of
people around them after seeking help, and addressing societal misconceptions regarding
voyeurism and the non-consensual sharing of intimate images. They emphasize the need for
social and cultural cultivation of active bystanders who proactively report image-based sexual
violence and discourage the act of viewing, liking, or sharing non-consensually shared intimate
images.

風雨蘭回應「有關懷疑虐待兒童個案強制舉報規定建議」的諮詢
Submission on proposed legislation of "Mandatory Reporting Of Suspected Child Abuse
Cases"

政府就考慮立法強制舉報懷疑虐待兒童及忽略兒童個案的機制（下稱：強制舉報）展開諮詢，
風雨蘭服務使用者接受多間本地媒體訪問，分享自身經歷及對機制的建議，擔心強制舉報機
制會窒礙 14 至 18 歲之間的少年性侵受害人自行求助，甚至令童年性侵個案延遲求助之時距
再延長。風雨蘭亦於新聞稿中提出調整舉報年齡、增豁免條款等建議，內容獲多間媒體引用
報導。

Social Welfare Department issued a consultation paper on "Proposal on the Mandatory Reporting
Requirement for Suspected Child Abuse Cases", suggesting legislation to compel professionals to
report serious cases of child abuse, including sexual assault. Our Senior Advocacy Officer Jacey
Kan, as well as service users, have been interviewed by several local media. They expressed
concerns that the mandatory reporting could hinder teenagers between the ages of 14 and 18
who are victims of sexual abuse from seeking help on their own, and even further delay the time it
takes for cases of childhood sexual abuse to be reported. Our suggestions regarding adjustments
to the reporting age and the inclusion of exemption have also been covered and cited by multiple
media sources.

Survivor Empowerment
In the coming year, RainLily will continue to
support victim-survivors of sexual violence.
In order to establish closer connections
with survivors and assist in their healing and
empowerment process, RainLily will form
different groups with survivors to address
their concerns and assist them in realizing
their goals, as well as advocate for gender
equity and anti-sexual violence initiatives.
Collaborative efforts between RainLily and
survivors will include designing a resource
webpage for supporters and developing the
"GOOD VIBES IN #METOO" campaign. The
SH.E Sexual Harassment Awareness Advocacy
Group will continue to focus on addressing
sexual harassment issues by sharing their
e x p e r i e n c e s d u r i n g c o m p a ny t ra i n i n g ,
reviewing the sexual harassment policies of
non-governmental organizations, updating
the RainLily sexual harassment information
webpage, and organizing “Human Library”
