WASH FIT
Area of expertise: Experience in global coordination of multi-sectoral WASH and health efforts,
knowledge of key WASH in health care facilities monitoring tools and frameworks
Purpose of the TORs: To provide technical support to regional and country efforts on improving water,
sanitation and hygiene in health care facilities including national actions, use and scale-up of WASH FIT
tool and joint WASH and health integration.
Background
WHO’s support to regions and countries on WASH and waste in health care facilities is critical to the
success of the implementation of the forthcoming WHO/UNICEF Global Framework for Action on WASH,
waste and electricity in health care facilities (2024-2030). It requires extensive technical experience in
using, adapting and implementing the WASH FIT tool, an understanding of key elements of country
roadmaps and how to support country-led efforts to develop them, and strong policy and diplomatic
skills in working across sectors to support effective WASH and health efforts, especially around the
WHO/UNICEF practical steps. In the next phase of work there is a strong need to support countries to
unlock bottlenecks on the practical steps which are the most lagging; i.e. integration of WASH into
health systems monitoring, national scale-up of facility improvements and securing sufficient resources
and funding.
Deliverables
Deliverable 1: Materials supporting scale-up of WASH FIT efforts including through updated training
package, in-person delivery of training, support to dedicated global community practice on WASH FIT
and documentation of successes and bottlenecks.
-Updated training package includes developing and adding more advanced topics on safe plumbing,
waterborne disease, WASH FIT in conflict areas, sanitation and antimicrobial resistance as well as
incorporating more situational simulations to transition from slide-based training delivery.
-Delivery includes leading in-person trainings and supporting colleagues remotely in training
preparation, delivery and review and follow-up.
-Plan and document community of practice engagement around WASH FIT including contributions to the
global review on WASH FIT (see below)
-Work with climate and energy colleagues to incorporate key elements of those efforts focused on
health care facilities in order to offer a more streamlined and comprehensive package to countries
Deliverable 3: Documentation of focused technical support to regions and countries including a small
cohort of trailblazer countries working to scale-up and sustainably manage WASH in heath care
facilities
-Draft concept note on key elements of “trailblazer” countries and work directly with selected countries
to strengthen leadership in line with the “8 practical steps”; support reporting of lessons learned in
regional and global WASH in Health Care Facility events
-Technical support and on-site visits to select Asian countries supported through forthcoming DFAT
grant on safely managed water in communities and health care facilities
-Other ad-hoc support for country and regional requests for support on national policy and roadmap
development, WASH FIT roll-out etc.
Qualifications, experience, skills and languages
Educational Qualifications:
Band level B:
Essential: Minimum first university degree in relevant area (e.g. general sciences, public health,
nutrition, environmental sciences or engineering)
Desirable: Advanced university degree in a relevant area (e.g. general sciences, public health, nutrition,
environmental sciences or engineering)
Band level C:
Essential: Minimum an advanced university degree in a relevant area (e.g. general sciences, public
health, nutrition, environmental sciences or engineering)
Experience:
Band level B:
Essential: Five to ten years of relevant experience, including in-country experience
Band level C:
Essential: Over ten years of relevant experience, including in-country experience
Desirable:
Experience with adapting training and developing new technical modules relating to WASH FIT to
fit varied contexts
Experience with consolidating input from a variety of actors into global reports and initiatives
Skills/Knowledge:
Essential:
Technical knowledge of all WASH areas in health care facilities (water, sanitation, hygiene,
cleaning and waste)
Knowledge of national stakeholders and processes for improving WASH in health care facilities
Knowledge and understanding of national standards and policies related to health or WASH in
health care facilities
Excellent/demonstrated interpersonal and partnership management skills.
Excellent/demonstrated organizational skills
Excellent writing skills in English
Desirable:
Knowledge of Kobo or other electronic databases for managing data from WASH FIT
Proven experience in leading complex policy and data analysis of WASH in health care facilities as
demonstrated through peer-reviewed journal articles or national/regional/global reports
Desirable:
At least intermediate level in French or Spanish
Location
Off site: Home-based
Travel
The consultant is expected to travel occasionally to select country missions and regional and global
events.
Expected level of effort: 165-175 days per contract year (contract year is 11 months for consultants)
