PURCHASES

In view of an unforeseen contingency requiring immediate purchase and as stipulated in Section

52(a) of R.A 9184, I CERTIFY ON MY HONOR as the School Head of ______ National High School,
the necessity of resorting SHOPPING as an Alternative Mode of Procurement to expenditure the process
as the need urgently deemed indispensable for the operation.

In line to this, the school needs to acquire heavy duty male plug and convenience outlet to repair
minor electrical issues in preparation of year-end rights.

Further certifies that should the item be procured through competitive bidding may cause unsolicited
disruptions of operation taking into consideration of the lengthy procedures. Hence, no canvass was made in
connection with above stated purchases in the price of which being nevertheless is lowest obtained and
considered most advantageous to the government in the time of urgent need.

Moreover, amount does not exceed the threshold as one of the conditions in shopping as alternative
method of procurement.
