It is submitted that the scheme namely “Construction of Water Supply,
Sewerage/Tuff Tile Scheme Mangrotha Gharbi” at the cost of Rs.80.000 Million was
administratively approved by the Divisional Development Working Party (DDWP) vide
No.2487-98/D dated 27.04.2019 (Annex-A) and technically sanctioned by the Chief Engineer
Punjab (South), PHED, Lahore vide letter No.84-E/2017-18/1427/P&D dated 02.05.2019 for
Rs.71.513 Million (Annex-B). Subsequently, the work of the said scheme was awarded by
the Executive Engineer, PHE Division-I, D.G.Khan vide letter No.2682 dated 14.06.2019 for
the amount of Rs.63.846 million (Annex-C).
The 1st Revised Administrative Approval at the cost Rs.93.441 million was issued
vide No.486-99/B dated 17.02.2021 for (Annex-D) and revised technical sanction was
accorded by the Chief Engineer Punjab (South), PHED, Lahore vide letter No.84-E/2018-
19/364/P&D dated 25.02.2021 for Rs.93.435 Million (Annex-E).
The 2nd Revised Administrative Approval at the cost of Rs.95.922 Million of the
subject scheme issued vide No.1527-40/B dated 30.04.2022 (Annex-F). An expenditure of
Rs.89.416 Million has been incurred upto 06/2021 (Annex-G). The scheme became unfunded
during 2022-23. The case for provision of balance funds amounting to Rs.6.506 Million to clear
the liabilities of the contractor was forwarded to Chief Engineer Punjab (South) PHE
Department Lahore by the Superintending Engineer, PHE Circle, D.G.Khan vide letter
No.1736-38/B dated 27.05.2022 (Annex-H).
