विषय : Expenditure Sanction and Authorization of funds for construction of

office building of CWC & GFCC at Patna- reg.

PUC is the receipt of a letter dated 25.05.2021 from SE(C), LGBO,

Patna regarding Authorization of fund for construction of office building of CWC &
GFCC at Adalatganj, Patna for FY 2021-22.

2. Earlier, Revised Administrative Approval amounting to Rs. 21.81 crore towards

construction of office building (G+3 Floors) of CWC/GFCC at Patna was conveyed
vide letter dated 13.11.2017 of Under Secretary (ID), Ministry of Jal Shakti (erstwhile
MoWR, RD &GR).

3. The provision of Construction of Office Building (G+3 Floors) of CWC/GFCC at

Patna exists in SFC memo of Infrastructure Development Scheme (ID Scheme) -
CWC Component approved for the period 2017-20. The outlay of Rs. 17.00 crore
was kept in the approved SFC memo. The scheme with SFC memo of 2017-20 was
extended (without change in scope) upto March, 2021 or till the date the
recommendations of 15th Finance Commission come in to effect.

4. Total expenditure of Rs. 18.4227 crore has been incurred upto March, 2021 as
detailed below:

5. Since the work was likely to extend beyond March, 2021, in the draft SFC memo
for the period 2021-26 (5 years), outlay of Rs. 3.46 crore for this project has been
proposed.

6. In the letter dated 25.05.2021, it has been mentioned that total balance fund
amounting to Rs. 3.3839 crore is required to complete the construction work of CWC/
GFCC building at Adalatganj, Patna. The completion of work was expected in July,
2021, but due to Covid pandemic situation, work got hampered and it is being
delayed by few months. As per current scenario Rs. 2.50 crore (Rupees Two crore
Fifty Lakh) is essentially required for clearing of pending bills and to speed up off few
balance peripheral work up to the July, 2021. However, in August 2021 remaining
fund will be required immediately for final completion of work, which is expected up to
September-2021, if the Covid situation subsides.

7. The details of proposed authorization of Rs. 2.50 crore is as below:

8. It is to submit that in distribution of BE 2021-22 funds amounting to Rs. 2.50 Crore

has been allocated for this project under ID Scheme - CWC Component as per
request submitted vide letter dated 25.05.2021.

9. As per the delegation of financial powers communicated vide order no. A-

36013/1/2019-Admn-mowr dated 12.05.2021, as per Sl. No. 1, Chairman, CWC is
empowered to accord administrative approval & expenditure sanction upto Rs. 10
crore with the concurrence of Director (F), CWC & upto Rs. 20 crore with the
concurrence of FA, DoWR,RD&GR.

10. Therefore, it is proposed to seek the concurrence of Director (Finance), CWC &
approval of Chairman, CWC on following:
• Expenditure Sanction of Rs. 3.3839 crore and authorization of Rs. 2.50 crore
to PAO (EZ), CPWD, Nizam Palace, Kolkata for construction of CWC/GFCC
building at Patna for FY 2021-22

ante, it may also be noted that the Ministry’s OM No.A.36013/1/2019-
Admn dated 07.01.2020 provides for the revision of delegation of Financial
Powers of the Secretary (WR, RD&GR) wherein it has been, inter-alia,
noted that:

“Release of stage payments in relation to sanctioned items where

sanctioned cost is within original powers of Secretary in terms of Rule 21B
of DFPRs [i.e. as per items (i) to (iii) above] shall be undertaken with the
approval of Secretary.

2. Further, it has also been noted that the instant proposal pertains to the
matter of stage payment in respect of administrative approval amounting
to Rs.21.81 Crore granted by the Ministry. Accordingly, instant proposal
may be sent to the Ministry, along with the submission of proper response
towards the previous observations of the undersigned, for approval of the
Minister (Jal Shakti) in consultation with Ministry’s IFD.

Ministry. Accordingly, instant proposal may be sent to the Ministry.

11. Following is submitted for the comments of Director(F), vide letter dated
25.05.2021, it has been mentioned that total balance fund amounting to Rs.338.39
lakh is required to complete the construction work of CWC/GFCC building at
Adalatganj, Patna as per AA&ES of Rs 21.81 Cr. The completion of work was
expected in July, 2021, but due to Covid pandemic situation, work got hampered and
it is being delayed by few months. As per current scenario Rs. 2.50 crore (Rupees
Two crore Fifty Lakh) is essentially required for clearing of pending bills and to speed
up off few balance peripheral work up to the July, 2021. However, in August 2021
remaining fund will be required immediately for final completion of work, which is
expected up to September-2021, if the Covid situation subsides. Work is being
regularly monitored by Chief Engineer, LGBO at field and Member, RM at HQ level.

12. The proposl has the approval of Chairman, CWC vide Note#101 and it is
proposed send the efile to Director(ID), DoWR,RD&GR for obtaining the approval of
the Competent Authority on following:
• Expenditure Sanction of Rs. 3.3839 Crore and authorization of Rs. 2.50
crore to PAO (EZ), CPWD, Nizam Palace, Kolkata for construction of
CWC/GFCC building at Patna for FY 2021-22
