Subject : Implementation of the “Quota”

for engineering staff and labors in the permitting & construction of building projects

In accordance with Dubai Municipality's efforts to develop and continuously improve the practice
of engineering professions in the emirate, and to promote a culture of responsibility in the fields of
engineering consultancy and contracting, in order to improve the quality and efficiency in
permitting, implementation and completion of construction projects. We draw your attention to
the necessity of adhering to the compatibility of the number of approved engineering staff
and labors registered in the municipality’s technical practice records with regards to the
permitted areas of building projects (Quota).

All engineering offices and contracting companies need to carry out self-auditing, internally, by
reviewing their projects and studying their compatibility with the above-mentioned standards to
verify compliance and adjust conditions with the following: -

➢ Engineering Consultancy Offices:

Implementation of the quota for engineering staff according to the standards contained in
Administrative Resolution No. (255) of 2021 regarding the amendment of some provisions of
the executive regulations of Local Order No. (89) of 1994. (attached-Table #1)

➢ Contracting Companies:
Implementation of the engineering staff quota according to the standards set forth in
Administrative Resolution No. (253) of 2021 regarding approving the technical requirements
and standards for the qualification of engineers working in the construction sector in the
emirate. Additionally, the labor quota published within the standards of contracting companies
on Dubai Municipality's website will be activated. (attached-Table #2)

Dubai Municipality will check compliance and follow-up as of November 01, 2023, and the
appropriate measures will be taken according to the approved laws and regulations of the
emirate.
