and Industrial customers. On customer demand,
installation of CS internal piping from downstream
of MRS with conversion of burners.
(iii) Tendering, monitoring, quality check of Survey

activities for developing Land Base Maps, route
survey for steel pipelines and network designing of
the City Gas distribution Project in new areas as
per the scope mentioned in the tender document.
DETAILED SCOPE OF WORK / SERVICES OF THE

BIDDER
1.0 PROJECT MANAGEMENT
The Project Management services to be
performed by the Bidder shall include but not
limited to the following:
1.1 Preparation of an overall project schedule i.e.

Schedule identifying critical path, priority activities
and target dates for completion based on the
annual business plan.
1.2 Liaison between IGL, Vendors and contractors.
1.3 Coordinate and establish the schedule,
procedures for activities of the network designing,
procurement, construction, MIS and
commissioning assistance.
1.4 Verification and approval of the Land Base
Maps along with the Survey agency and network
designing.
1.5 Hold weekly/fortnightly project review
meetings with IGL or as mutually agreed.
1.6 Engineering, approval of Quality Assurance
Plans, scheduling and expediting of material
supply.
1.7 Preparation and release of material requisition
for enquiry, preparation of cost estimates,
technical and commercial scrutiny of offers and
recommendation for order placement.
1.8 Inspection of materials at vendors place,
where ever required and as per the instructions of
IGL, for which separate Man-days will be paid
according to SOR.
1.9 Inspection and approval of incoming material
at IGL stores.
1.10 Approval and ensuring Vendor‟s as built
drawings operation manuals, brochures,
catalogues etc for supply items and handing over

to IGL with in the stipulated time.
1.11 Verification of Contractor‟s / Contractor‟s
running bills and certification for payment.
1.12 To establish procedures for extra items in the
contracts and supply orders.
1.13 Preparation of tender specifications for
execution works technical and commercial
scrutiny of offers and recommendation for order
placement.
1.14 Coordination with various statutory / Land
owing agencies in obtaining clearance for laying of
pipelines and/ or wherever required to meet the
schedule.
1.15 Set up Project Procurement and field
contracts procedures. Establish the General Terms
and Conditions to be used as attachment to all
Purchase Orders and site Contracts.
1.16 Supervision and inspection of site activities,
establishment of working procedures, QA/ QC
procedures, documentation and signing of
inspection reports, certification of RA bills of
contractors etc.
1.17 Submit periodically cost status/review, which
will outline the committed costs, the variations
with the estimate and the reasons thereof, and
any changes, which are necessary through the
process of change order from IGL.
1.18 Updating the networks and project schedules
regularly.
1.19 Developing project information system for

highlighting slippage and hold ups for
management action and control.
Submission of Material reconciliation reports, bills
of Material, budget estimates according to the
business plan approved by IGL, payment & liability
details, asset capitalization details, work in
progress details, expenditure incurred for
commercial customer connections, periodically as
desired by IGL.
1.21 Submission of Progress reports in various
formats, as per the instructions of IGL.
1.22 Finalization and Closing of contracts after
verification / certification of final documents, As
Built Drawings, reports and handing over to IGL.
1.23 Resolving disputes, arbitrations with vendors,
contractors, if any.
1.24 Carrying out network designing of CS internal
piping on demand & customer basis.
1.25 Submit the project completion report,
highlighting various problems encountered and
solutions provided.
2.0 RESIDUAL ENGINEERING
2.1 Preparation of specifications for all
Mechanical, Civil, and Instrumentation works.
2.2 Designing and preparation of drawings for
Meter Regulating Stations, Valve chambers,
pipeline markers, Foundations for FRS / MRS etc.
2.3 Prepare material requisitions and purchase
requisitions.
2.4 Prepare tender specifications for laying of

MDPE / GI Pipelines and Installations, route survey
etc.
2.5 Review and approval of vendor/contractors
documents.
3.0 CONSTRUCTION MANAGEMENT
3.1 Prepare construction schedule.
3.2 Providing specialized guidance and assistance
for development of construction methodology for
all construction activities including review and
approval of construction procedures and
methodology.
3.3 Review contractor's resources and schedule.
3.4 Ensure that all statutory requirements like
Labour License, EPF, ESI, CAR policy WCP etc are
followed by contractors during execution period
and submit reports to IGL periodically. It is
BIDDER‟s responsibility to send reminders to
contractors and ensure that the contractors follow
all statutory requirements.
3.5 Coordinate with contractors / IGL.
3.6 Carryout construction supervision activities
based on the approved construction drawings.
3.7 Carryout progress measurement, scrutiny, and
certification of contractor's bills.
3.8 Inspection of day to day activities at site and
signing of reports.
3.9 Liaisioning with land owning agencies and day
to day coordination with the authorities.
3.10 BIDDER shall use its construction
management procedure (CMP) and review all the

QA/QC formats submitted by the execution
contractors in order to maintain required quality
during construction.
3.11 Supervising and monitoring the activities to
ascertain that the work is being carried out
according to the standards and procedures
established and certification of the day to day
inspection reports.
Certification of measurement sheets and clearing
Running Account Bills.
3.13 BIDDER shall provide necessary technical
assistance for settlement of extra claims raised by
the contractors and arbitration cases. BIDDER shall
provide recommendations on extra claims raised
by contractors. Final acceptance/ settlement will
be taken care by IGL.
3.14 Recommendations for closure of purchase
orders and works contracts.
4.0 ‘AS-BUILT’ DRAWINGS/ DOCUMENTS

Follow up with vendors and contractors for „As-
built‟ drawings/documents, review/approve `As-
built‟ drawings/ documents and forward the same
to IGL with in the stipulated time. It is the
responsibility of the consultant that As-Built
Drawings are approved and handed over to O&M
department with in 7 days & 4 weeks from the
date of completion of work in every site of all
contractors.
5.0 SCOPE OF NETWORK DESIGNING IN NEW

AREAS
The system design philosophy of the project shall
be as follows:
i) Steel pipeline operates at high-pressure ie.17-
32 bar which is connected to CNG stations / Retail
outlets / Field regulating stations.
ii) Pressure is reduced to 4 bar in Filed Regulating
Stations and fed to medium pressure PE network.
iii) The pressure is further reduced to 21 mbar at
Domestic customers and to 2 bar/500 mbar/300
mbar for industrial/commercial customers as per
the requirement.
The activities to be performed for Network
Designing shall include but not limited to
following:
i) Optimum route selection, location & capacity of
Field Regulation Station
iii) Pipe sizing for distribution network with safety
provisions, Isolation valves etc.
iv) Preparation of Bill of Material & Material
Specification for the complete system.
v) The consultant shall provide detail network
designing of MDPE network, in 1: 1000 scale, shall
be done with SYNERGEE software. The approved
maps shall be supplied in 3 sets in hard copy and 1
set in soft copy, which includes all required
software files.
vii) Network analysis will be limited to trunk line
and 32 mm
viii) Any other job required to be performed for

TENDERING ACTIVITIES:-
1.0 PREPARATION OF TENDER:
a. Scope of Works include Preparation of tender
for PNG, hosting of NIT/recommendation for list of
bidders floating of tender, receipt of bids and
opening of bids.
1.1 EVALUATION OF BIDS
a. Scrutiny and Evaluation of tenders, preparation
of TBA & CBA, and forwarding Techno-Commercial
recommendation to IGL for opening of price bids.
Opening of price bids by IGL & the PMC in
presence of technical, contract & finance
personnel of IGL/PMC.
c. Price evaluation, preparation of comparative
statement and recommendation to IGL for
placement of orders.
d. Forwarding draft LOA to IGL along with
purchase requisition.
e. Submission of one set of all Correspondences in
(technical & commercial) carried out with various
bidders during evaluation period to IGL.
f. Submission of three set of hard copy of tender
and one set in soft (in CD-word format).
g. Submission of deviations granted to various
bidders during evaluation.
h. Approve manufacturing procedures, wherever
necessary and identify materials to be used by
vendors in their shop.
i. Submit periodic progress reports highlighting

hold-ups and slippages, if any, to IGL and suggest
remedial measures
j. Prepare recommendations for closure of
Purchase Orders issued by IGL on supplier.
k. Rating of vendors depending on the quality and
performance of the items supplied, commitments
to the delivery schedule, after sales services etc.
1.2 Inspection & Expediting.
1.2.1 Prepare inspection and expediting
procedure.
1.2.2 Establish vendors and manufacturing

1.2.3 Expedite vendors for timely action on sub
contracted items.

a) As vendor's place, wherever required and as per
instructions of IGL, for which separate man-days
will be paid as per SOR.
b) Incoming material at IGL stores

through the contractors.
1.2.8 Carryout expediting of the items.
a) Stage by stage expediting of progress, as
required, to be carried out by BIDDER.
b) In case any expediting services are to be carried
outside Delhi Office, depute personnel for such

1.3 Custom Clearance and Transportation
1.3.1 Rail / road route identification and establish
modalities for transportation.
1.3.2 Assist IGL in establishing clearing/
transportation contractor and site handling
contractors & coordination with the same. All
costs on this account shall be directly borne by
IGL.
1.3.3 Assist IGL in custom/ transportation
problems.
1.3.4 Assist IGL in establishing storage-cum-
erection cover and transit insurance cover for all
equipment and materials. All costs incurred on the
account shall be borne directly by IGL.
2 IMC Limited Project Management IMC/BD/CGD/02 dated 147.65 Plus The PMC will be responsible for preparing RFQ

Solapur CGD Project consultation with IMC. PMC to incorporate IMC

offers (at least 3) for all material
requisitions/tenders to ensure proper
competition. However, for exceptional cases
where this is not possible consultant will provide
appropriate reasoning / justification for not
ensuring the same.
d) Draft Purchase Order/Work Order for issuance
by IMC
e) Prepare purchase status reports and Monitor
procurement progress
f) Approval of supplier Drawings / Designs in time
g) Ensuring proper transportation, logistics and
material management
h) Master Vendor List.: A master vendor list is to
be prepared for supply of all materials and
equipments, contracts. This list will be based on
consultant’s experience with Indian and
worldwide vendors. Efforts will be made to include
as many Indian vendors as possible.
i) Warranties and Guarantees: PMC shall obtain
from the vendors/suppliers, the best possible

warranties and guarantees covering workmanship
and materials for the benefit of the owner and will
take all steps to ensure that such warranties and
guarantees are enforced. (same shall be within the
framework of IMC procedure). The PMC shall be
completely responsible for all warranties /
guarantees related to the design & engineering
being done by them.
j) Enquiries: The PMC shall assign a central
procurement team to manage and conduct the
purchase of all equipments and materials. Enquiry
activities shall be controlled by the consultant.
Consultant shall be responsible for issuing
enquiries to those vendors on approved vendor
lists, expediting receipt of quotations, evaluating
the bids and submitting recommendations to
owner for approval
k) Press Advertisement fee would be reimbursed
to the PMC and Proceeds of tender fees shall be
forwarded to the owner by the PMC.
l) Reasons for cost variation between estimated
cost submitted with recommendation for price bid
opening and Order value
m) The cycle time for completion of each
intermittent activity upto ordering will be in line
with the best international practice to be mutually
agreed by PMC & IMC. The same will be
highlighted in the Execution Plan to be submitted
by PMC.

contractor. The PMC should expedite submission
of required drawings, QAP, procedure etc. by
vendors in order to expedite the procurement of
materials.
c) Establish vendors manufacturing and delivery
schedules
d) Expedite vendors for timely action on sub-
contracted items
e) Qualify and approve vendor's procedures in
time for manufacturing.
f) Carryout Material identification and marking

Purchased by IMC. Carry out Inspection of bought
out items of contractor supply, as specified
elsewhere in the tender. All charges for Inspection
/ expediting is in the scope of the PMC
h) Ensure that items procured by contractors are
acceptable as per PO specifications and standards

through the contractors by professionals of
concerned discipline/system
j) Witness performance/acceptance tests as
applicable.
k) Prepare periodic inspection and expediting
reports.
l1. Stage inspection will be carried out selectively
based on purchase requisition.
2. For critical/major items final test including
hydro tests, FAT etc. shall be witnessed and
certified. However, for components, non-
critical/minor equipments and bulk materials
acceptance will be on the basis of review of
relevant test certificates/actual inspection as
decided by the inspector in consultation with IMC
(Critical/ major items include Steel Line pipes, CNG
Compressors, MRS / DRS, Dispensers, Ball valves
etc.)
PMC shall certify FAT and SAT of various
procurement items besides witnessing the same.
All activities pertaining to Inspection at vendors &
contractors works sites shall be the complete
responsibility of the PMC. PMC is required to issue

final “Inspection Release Note” after inspection.
The Inspection and test plans for material and
construction site activities shall be developed by
the PMC and got approved from the Owner. The
PMC, if so desires, may arrange for contracting of
inspection services pertaining to vendor supply
items, contracted works at sites (including pipe
coating) to owner approved, competent agencies.
Prices for order placement, review / approval of
vendor submitted drawings, design, data and
expediting the material, development and
approval of inspection/quality plans shall be
included in the lump-sum prices only.
Custom Clearance & Transportation

a) Rail/road route survey and establish modalities
for transportation.
b) Assist IMC Limited in registration of all imported
orders with custom authority
c) Assist IMC Limited/CLIENT in engaging Customs
House Agents (CHAs)/ clearing agents/
transportation contractor and site handling
contractors for these import related activities .
d) Assisting IMC limited/CLIENT in resolving
customs/ transportation issues
e) Assist IMC limited /CLIENT in storage-cum-
erection cover and transit insurance cover for all
equipment and materials
f) Coordination of the activities of indigenous
vendors, transporters and insurance agents by

transportation of materials
g) Chase imported material movement for critical
items till receipt at site.
Cost Engineering
a) Prepare periodic cost status reports (monthly).
b) Prepare MR and detail cost estimates for bid
comparison purposes Preparation of accurate
estimates in time (based on past data/ CPWD
basis/ Market rate Analysis) for procurement
items and works is an important activity in Cost
Engineering. Owner lays strong emphasis on
accuracy of cost estimates and price difference
beyond (+/-) 10% shall call for analysis

The PMC will be completely responsible for
preparing project plans and schedule inline with
the Overall Project Schedule Provided by the
client. This will include the preparation/review and
submission of:
a) Statutory Permissions / NOCs : from various
authorities for Crossing Permissions, NOC from
DM, Municipality, PWD, NHAI, CCOE Clearance, ,
SP, CP, Fire, Industrial Safety & Health, any other
permission required for project execution

Project Management
The PMC will be completely responsible for the
entire Project Management wherein they will be
required to work in close coordination with IMC
Project team. For efficient and timely completion
of the project the PMC will be required to:
a) Establish Communication Procedures in
Concurrence with IMC
b) Establish Procedures for various activities to be
performed viz. Tendering, Ordering,
Manufacturing, Inspection, Delivery etc
c) Define “Scope of Work” for various contracts &
tenders.
d) Attend Monthly Project Review Meetings with
IMC Management
e) Attend Fortnightly Project Meeting with Project
Manager
Surveillance on all the project related activities.
g) Monitor progress of the project and submit
periodic status reports to IMC
h) Coordination with vendors/contractors relating
to the procurement of items and execution of the
work
i) Provide timely inputs in terms of materials and
drawings to the contractors for carrying out the
construction activities
j) Prepare various reports/ draft reply letters as
required from time to time for IMC management

and for onward submission to Government &
statutory authorities. Normal time shall be 3
working days at max.
Project Monitoring & Control

The PMC shall also provide the Project Monitoring
Services including the following Scope of Work:
a) Preparation of detailed project schedule,
b) Identification of all activities falling on the
critical path of the project,
c) Identification of all activities requiring close co-
ordination/synchronization,
d) Preparation of a look-ahead model/ catch-up
plan for the project from time to time.
e) Generation of all project monitoring reports for
the project drawing attention towards critical jobs,
activities and functions,
f) Identification of all activities/steps required for
execution of the project within approved cost,
g) Identification of all activities/steps required for
execution of the project within stipulated time,
h) Highlight pitfalls, if any, caused by the Project
Consultant/ any agency hindering efficient
execution of the project,
i) . Generation of MIS reports for the project, and
identify critical path on fortnightly basis.
j) Providing all inputs/ performing all project
monitoring activities as desired by the IMC
Management/Project Group from time to time for
timely completion of the project.

k) In addition to above, PMC shall do all activities
to do Project Monitoring Services effectively
Stores & Material Management

a) Receipt of equipment/materials from suppliers
and certify their invoices for payment.
b) Inspection of the condition of goods received
and issue Goods Receipt Voucher.
c) Maintaining record and submit report every
month, indicating the stores in stock, material in
transit, material issued to contractors and balance
material to be received as per PO’s issued.
d) Issuance material for construction to
contractors and prepare Stores Issue Vouchers.
e) Receipt of unused material returned by the
contractors and preparation of Material Return
Note.
f) Preparation reconciliation statements to enable
owner to check and take over balance stores,
along with requisite inspection certificates/
documents etc.
g) Prepare Credit Note if any shortfall / damage
found during reconciliation.
2.5 Construction/ Erection Supervision and
commissioning
a) Based on the execution plan, drawings and
work order, a detailed construction schedule to be
developed with execution agency.
b) To develop detailed quality assurance plan, test
plan and inspection plan.

c) To review and approve HDD bore plan
d) Supervision and inspection of site activities,
establishment of working procedures, QA/QC
procedures, documentation and signing of
inspection reports, certification of bills / invoices
of contractors/vendors.
e) Consultant to provide adequate number of
qualified engineering staff to render day-to-day
site supervision, quality control and quality control
during fabrication, construction and erection
activities. A Project Coordinator shall be required
immediately at Solapur who shall also take
charge of the “Tendering activities”. For
Construction & Supervision, minimum one number
of manpower shall be required based on the site
execution start up schedule.
f) To assist IMC/Client in PNGRB, PESO and other
MIS
g) All material testing and performance tests shall
be fully witnessed and approved by consultant’s
engineering staff.
h) To ensure compliance of statutory requirement
viz. minimum wages act. Workers compensation
act. PF & ESI acts, safety acts, accident/insurance
acts, labour license acts etc.
i) To identify the unforeseen problems
arising/likely to arise at site, underground services,
industrial/workmen unrest and to take
appropriate prompt action concerned authorities,
client, police etc.

j) To carry out stage/final inspection at place of
manufacture/fabrication and installation.
k) To ensure conformity with laid down/latest
specifications, quality standards and trade
practices.
l) To carry out welders qualification test,
electricians trade test, safety drills visitors
identification etc.
m) To prepare weekly, fortnightly and monthly
progress report, exception reports, deviation
report etc.
n) Carry out expediting as required and prepare
reports.
o) To maintain material consumption records, take
detailed measurements at site, check RA and final
bills of the contractors.
p) To furnish completion/inspection certificates,
organize handing over/taking over of complete
works.
q) Provide necessary assistance during the
commissioning as and when required
r) To provide technical support/supervision for
trouble shooting and post commissioning works
up to performance guarantee period of works/
equipments.
s) To develop construction formats for site
execution.
t) To submit Daily Progress Report (DPR)
Completion ,Startup & Commissioning

Mechanical completion
PMC shall supervise and certify the mechanical
completion work performed by contractors. Upon
successful completion of mechanical completion
work, PMC shall review and recommend Pre
commissioning audit / report and its compliance of
completing all pending/corrective jobs.
PMC shall ensure that all necessary personnel
from equipment suppliers are called to attend the
pre-commissioning activities as provided for in the
equipment purchase orders.
PMC shall prepare for approval by Owner and
implement all necessary procedures to ensure
safety of personnel working on construction
activities at the same time as field inspection,
testing and commissioning is in progress.
PMC shall supervise contractors, work such that
phase mechanical completion and commissioning
takes place as determined by Owner’s business
needs.
Commissioning & Start up

Commissioning and start-up is to be carried out
with assistance from other contractors.
Upon Owner’s approval of the mechanical
completion of the work, and when it is deemed
suitable by Owner, the commissioning work may
commence according to the plans and schedules
prepared by PMC.
PMC shall submit commissioning procedure,

organize a start-up team to supervise and monitor
the commissioning, start-up, performance test and
initial operation of the facilities consisting of
representative of Owner operating personnel,
equipment suppliers, PMC and contractors and
shall ensure that the contractors provide sufficient
numbers of skilled labour that is needed to
complement the Owner start-up personnel and to
perform activities which include the running or
operation of equipment, necessary adjustments
and the running of component parts as unified

PMC shall ensure that the contractor provides
sufficient manpower, special tools and spare parts
necessary for the commissioning activities will, as
a minimum include:
a) Operational testing
b) Pre-startup inspections covering dispensers,
stamping through legal meterology
c) Filling of lubricants, wherever necessary
d) Equipment operation to make vibration and
safety device checks, and other required operating
tests and adjustments.
e) Adjustments and replacements of mechanical
seals, packing and accessories as required.
f) Flushing, blowing and chemical cleaning.
g) Installation of temporary screens, strainers, and
blinds.
h) Necessary purge operations, including
installation of temporary purge piping, hoses or

equipment connections.
i) Check all instrument loops for proper
functioning.
j) Checks on pipe supports,
k) Checking and recording positions of all valves.
PMC shall ensure that all defects and deficiencies
found during the course of commissioning shall be
rectified by the contractors.
PMC shall supervise and monitor all
commissioning and start-up activities and all
performance test runs which will be carried out by
the contractors. All performance test results shall
be reviewed and certified by PMC.
PMC shall ensure that all commissioning records
and log sheets are properly collated and submitted
to Owner as part of contractors’ mechanical
completion certificate approval documents and
provisional acceptance documents as relevant
Factory acceptance test & Site acceptance test

PMC shall witness & certify the Factory
Acceptance Tests in the premises of vendor for
LCNG equipments, CNG Compressors, Dispensers,
Cascades, DRS, MRS and Service Regulators.
Respective contractors shall carry out the Site
Acceptance Tests of CNG compressors. and shall
be witnessed & certified by PMC at site

Consequent upon the successful completion and

commissioning of the project the PMC shall be
responsible for the following:
a) Follow up with vendors and contractors for as-
built drawings/ documents in required soft and
hardcopy format, review/approve the same. PMC
to complete the as-built drawings whenever they
are not available from Contractors and Suppliers.
b) Submission of all project related documents to
IMC for future reference and records as per
standard international practice. Submission of
final documents shall be under the following
heads: (i) As built drawings (ii) Detail operating
manual highlighting recommendations of the,
Hazop Study & Risk Analysis etc. (iii) Problems
faced during the project execution and mitigation
measures taken in future.
c) Submission of all evaluation sheets of
performance for all vendors, contracts in line with
established procedures to whom orders were
placed.
d) Hard & Soft Copies of Project Closeout Report
incorporating the following: i. Project brief ii.
Pipeline Line Diagram iii. Chronology of Approvals
iv. PMC Head Office & Site Office Organogram v.
Names of PMC Personnel working for the project
along with all contact details. vi. Pipeline
configuration and Spread details vii. Details of
various types of Crossings viii. Names of Standards
referred and used in design and Engineering for
various items,
