SPECIFICATION

1 Technical Specifications

1.1 SCOPE

This specification covers the technical requirements and specifications of a


100kW/200kWh Li-ion battery energy storage system to be installed in Bangladesh. The
BESS shall comprise of a battery, a Battery Management System (BMS), an Energy
Management System (EMS) , an inverter and a protection system.

When the distribution system frequency deviates outside the

SPECIFICATION

The EMS/BESS control system shall support at least the above BESS
operations. The operation modes can be selected from the control
panel/ remote command from the utility

Operation The operation shall be completely automatic including wakeup,


synchronization (phase locking), charging, discharging and
shutdown in all the BESS operation mode
Automatic ‘sleep’ and ‘wakeup’ modes shall be provided to
minimize unnecessary losses.

Display A LED/LCD display should be provided on the control panel to display


information / the relevant parameters of the BESS system:
HMI
- SOC level
- Battery health status
- Charging/ discharging status
- Voltage
- Current
- Power
- Operation mode
- Trip status
- Temperature
The push buttons/ touch screen shall be provided to access the
information and set the parameters/settings.
The system shall have a self-diagnostic feature and display
notification in the event of undesirable operation/ failure of any
component.

1.3 BATTERY MODULE/CELLS SPECIFICATIONS

The battery module/cell shall conform to all applicable IEC or equivalent standards. As a
minimum requirement, the following standards as applicable shall be complied with:

IEC-61427 Secondary cells and batteries for renewable energy storage for on-grid
applications. Non-chemistry specific (applicable to all secondarybattery
types)

IEC 61508 Functional Safety of Electrical/ Electronic/ Programmable Electronic


Safety-related Systems: Applicable for all Battery Energy Storage
Systems

IEC 62619 Safety requirements for secondary lithium cells and batteries, for use
in industrial applications

IEC 62281 Safety of primary and secondary lithium cells and batteries during
transport: Applicable for storage systems using Lithium Ion chemistries

A) The battery storage system may consist of one or more battery packs to meet the
application requirement. Battery packs shall be electrically interconnected in any
desirable series and parallel configuration to achieve the overall system storage and
power rating requirements.

B) The modular configuration shall have provision for connecting additional battery
modules in the future.

C) If required, the modular design should have more than one battery rack to distribute
the weight of the battery on the floor.

D) Cell/module terminals and interconnectors shall have adequate current carrying


capacity. Labelling of the cells/modules shall include manufacturer’s name, cell
/module type, nameplate rating, and date of manufacture, in fully legible characters.
All cells/modules shall be traceable to the point of origin for purpose of addressing
safety issues. The polarities of cell/module terminal posts shall be embossed on the
cover at the terminal.

E) Each electrically series-connected battery string shall include a means of


disconnecting the string from the rest of the system and of providing over-current
protection (during a fault). The disconnecting devices should be capable of operating
with normal load current and provide physical interruption.

F) Cells/modules, wiring, switch gear, and all DC electrical components shall be insulated
for the maximum expected voltages with adequate safety margin.

G) All DC cables and busbars within the storage system or connection to the inverters
should have a current rating of 1.5 times the short circuit rating of the respective
connection.

1.4 BATTERY MANAGEMENT SYSTEM (BMS) SPECIFICATION

A) The BMS shall be integrated with BESS to provide for automatic, unattended
operation of the battery storage system.

B) BMS shall have at least the following features:

• Cell/module Protection:-Protecting the battery from out of tolerance operating


conditions and BMS must provide full cell/module protection to cover almost any
eventuality.

• Charge control: - BMS shall automatically control the charge and discharge of the
individual cell/module.

• SOC Determination: - BMS shall automatically determine the State of Charge


(SOC) of the individual cell/module.

• SOH Determination: - BMS shall automatically determine the State of Health


(SOH) of the individual cell/module.

• Cell Balancing: - BMS shall automatically balance between cells/modules to


optimize energy consumption, range and protect the battery.

C) History - (Log Book Function):- Monitoring and storing the battery's parameters and
communicating the same to the energy management system(EMS)/ inverter. The past

three months' data shall be available to download via a Windows-based software on


the computer

D) Alarm and fault generation in the event of undesirable battery operation and
communicating the same to EMS/ Inverter. The information shall be displayed on the
display as an alarm

1.5 INVERTER SPECIFICATION

The inverter is the interface between the DC battery system and the AC system, which
also provides charging and discharging of the battery. It may consist of one or more
parallel units. The inverter shall be bi-directional inverters with four quadrant operations.
The inverter shall be capable of adjusting the output voltage and frequency to suit the
grid condition.
The inverter shall conform to all applicable IEC or equivalent standards. As a minimum
requirement, the following standards as applicable shall be complied with:

IEC 60068 / Environmental Testing
IEC 62093
IEC 62116/ Protection against Islanding of Grid
IEEE 1547
IEC 62109 Safety of power converters for use in powersystems
IEEE 1547 Standard for interconnecting distributedresources with electrical
power systems.

A) The inverter, in conjunction with the control system, shall be capable of completely
automatic, unattended operation, including self-protection, synchronizing and
paralleling with the utility, and disconnecting.

B) Each inverter should have the AC and DC isolator to disconnect the respective battery
module and inverter for maintenance purposes

C) The inverter shall include appropriate self-protective and self-diagnostic features to


protect itself and the Battery from damage in the event of inverter component failure
or from parameters beyond the inverter’s safe operating range due to internal or
external causes. Faults due to malfunctioning within the inverters, including
commutation failure, shall be cleared by the inverter protective devices.

D) The inverter shall have anti-islanding protection as per IEC 62116 or equivalent
international standard.

E) As part of BESS management, the inverter should be compatible with intelligent


switching accessories. If required, the inverter together with EMS should allow BESS
to operate in backup mode for emergency loads.

F) The incoming DC feeder of the inverter shall have a suitably rated fuse.

G) The system shall have the provision of connecting an additional inverter with battery
for future expansion

H) Internal Surge Protection Device (SPD) shall be provided in the inverter on DC and AC
side. It shall consist of Metal Oxide Varister (MOV) type arrestors. The Surge
Protective Device shall be of Type 2 as per IEC 61643-11 or better. During earth fault
and failure of MOV, the SPD shall safely disconnect the healthy system.

1.6 ENERGY MANAGEMENT SYSTEM (EMS) SPECIFICATION

The Energy Management System (EMS) system should have the functionality for real time
monitoring, operation, control, and optimization of the performance of the BESS system.
The EMS shall have the following functions,

A) Real-time acquisition and display of data, status, alarms and trends on the control
panel display as mentioned in section 1.2.

B) Display BESS system data suitable for operation and fault finding, including
diagnostics and self-check functions.

C) Allow local control of the BESS, such as providing charge and discharge set points and
setting of ramp rates as per selected BESS operation mode.

D) Coordinate, control and communicate to several inverters/BESS, in case the offered


system consists of several inverters/BESS or the option of extending the system with
additional inverters/BESS (modular design) is specifically offered.

E) It shall control all the inverters automatically to achieve the desired BESS operation
and EMS shall ensure operating inverters to achieve maximum efficiency in the
operating mode.

F) It shall support following standard protocols (included but not limited to) to
communicate with different sub system/Devices.

• Modbus ( TCP/IP, RTU), Ethernet. RS-485

• Sunspec protocol for remote monitoring and controlling as per IEEE 1547.

• Support Local communication with Windows-based computer to access the data


and settings locally

G) Manual intervention shall be possible at any stage of operation. Protection commands


shall have priority over manual commands and manual commands shall prevail over
auto commands.

H) It shall provide nonvolatile storage memory to store BESS parameters for at least 3
months and the data can be downloaded locally by connecting Windows-based
computer.

I) It shall support input commands from control panel push buttons with the security of
authorized access.

J) It shall have spare ports for monitoring and controlling additional inverters and
battery storage for future expansion.

1.7 Test Documents

The manufacturer shall submit all the type test reports by the laboratories which are
accredited by NABCB of the same product and component used in the BESS system as per
the following IEC standards

Battery

IEC-61427
Secondary cells and batteries for renewable energy storage for on-grid applications.
Non-chemistry specific (applicable to all secondarybattery types)

The rated capacity test and the charge retention test IEC 61427-1, 9.1
