USE! The second conditional expresses:


a wish or regret towords a present situation
e.g. The fact ( the real situation in the present ) :

I don’t win the lottery so I don’t create a schooship for emeritus

The wish / the regret :
Exemple :
1. If I won the lottery, I would create a schoolship for emeritus
students

2. I would go to the ball if I had a new gown
