GENERAL REQUIREMENTS

1. The "Contract Documents" shall include these General Requirements,


the plans, and the written contract between the Owner and Contractor.
The “Owner” is the individual, firm, partnership, or corporation having
the authority to award the contract for the work. The term "Owner"
shall also include Owner’s Agents, Employees, and/or Managers. The
term "Contractor" shall apply to any contractor to whom the Owner has
awarded a contract for the entirety or a portion of the work on this
project. The term “Contractor” shall include: the Contractor’s
subcontractors; suppliers for the Contractor or Contractor’s
subcontractors; and anyone directly or indirectly employed by the
Contractor, Contractor’s subcontractors, or suppliers, and anyone for
whose acts the Contractor, Contractor’s subcontractors, or suppliers
may be responsible or liable. The term “Engineer” refers to
Groundwork, Ltd. The term “Authorities Having Jurisdiction” (AHJ)
are the governmental agencies or other entities that have regulatory
authority over the entirety or parts of this project.
2. Where the imperative mode is used, the subject of the imperative
statement is the Contractor. For example, “Prepare subgrade” means
“Contractor shall prepare subgrade.”
3. These plans, consisting of drawings, details, annotations, and notes, are
cooperative and complementary. Plans are intended to communicate
the basis for completion of the work required for a complete and
finished project. All labor and materials required to fully carry out the
intentions of the Contract Documents are part of the contract, whether
or not specifically noted.
4. All work shown or noted on the plans is included in the contract, unless
noted as “not in contract” (NIC) or “by others”.
5. Contractor shall provide a complete and finished project. Contractor
shall provide all labor, material, tools, equipment, and services,
whether stated or implied, required to accomplish the work as well as
generally required to provide a complete and finished project. For
work that is required to provide a complete and finished project, no
change orders will be provided due to Contractor’s failure to include
performance of work in the base bid, due to neglect of the Contractor,
or due to a lack of the required coordination by the Contractor.
6. Contractor shall visit the site, and verify that current existing site
conditions match existing conditions shown on the plans. Bids and
work shall be based on the plans and the Contractor’s field verification
of: existing conditions; existing dimensions; and existing grades,
structures, and facilities where proposed work meets existing
conditions. By submitting a bid or executing the contract with the
Owner, the Contractor represents that he has visited the site and
understands the existing local conditions under which the work is to be
performed.
7. The Contractor is responsible for field verification of existing
conditions as shown on the plans and shall notify the Owner and
Engineer about any discrepancies between existing conditions as shown
on the plans and current field conditions that may affect the work
shown on the plans. Any such discrepancies shall be addressed in the
bid.
8. Failure of the Contractor to become familiar with the existing
conditions, and/or to anticipate the cost of working with existing
conditions, will not relieve the Contractor of providing a complete and
finished project, without extra cost to the Owner. No requests for
additional payment will be allowed due to ignorance or incomplete
understanding of existing conditions.
9. Existing boundary and topographic information shown on the plans is
from a survey prepared by others. Groundwork, Ltd. does not warrant
the accuracy or completeness of the information shown.
10. Existing conditions are shown as half-toned on these plans.
11. Do not scale drawings. Use only written dimensions. Review any
discrepancies with the Engineer before proceeding with any work for
which dimensions, coordinates, or bearings are in doubt.
12. A geotechnical report may be obtained from the Owner. The soil,
groundwater, and other subsurface conditions may be different than
indicated in the geotechnical report, and conditions may vary between
borings. Neither the Owner nor the Engineer warrants the accuracy or
reliability of the information provided in the geotechnical report.
Contractor shall make its own determinations about subsurface
conditions.
13. Contractor shall be responsible for its own quantity take-offs and shall
determine all quantities required for complete execution of the work.
Contractor shall not rely upon Owner’s or Engineer’s quantity or cost
estimates as a basis of its bid.
14. No claims for extra work will be recognized unless authorized in
writing by the Owner.
GEOMETRY NOTES
1. Dimension and coordinates shown are to property line, lot line, easement line, right-of-way line,
centerline, exterior face of building, back of curb, center of painted stripe, or as shown on plans.

2. See architectural and structural drawings for building wall and foundation dimensions.

3. Dimensions and coordinates at the proposed building(s) shall be coordinated and worked with the
architectural and structural drawings.

4. Radii are four (4) feet to back of curb, except where noted otherwise on the plan.

5. Where “minimum” (“MIN.”) is indicated on this plan sheet, the dimension is a setback, zoning, or
other regulatory requirement. Where “shown” is indicated on this plan sheet, the dimension is to the
exterior building wall and is based on a nominal wall thickness. Do not use dimensions indicated as
“minimum” or “shown” for building layout or geometric control.
GRADING NOTES
1. Grade all surfaces to drain.

2. Final paving through grading breaklines and drainage divides shall be smooth and rounded.

3. If contractor is of the opinion that the proposed grades are such that a pavement area does not properly
drain, Contractor shall immediately notify Owner and Engineer, and the Contractor shall not perform
work until Owner provides direction

4. Edge of pavement is 0.5’ below the top of curb unless noted otherwise.
UTILITY NOTES
Water Main and Sanitary Sewer Standard Specifications

1. Construction of water main and sanitary sewer shall conform to the “Standard Specifications for Water
and Sewer Main Construction in Illinois”, current edition.

2. See Detail 3 on Sheet C9.0 for City of Crystal Lake sanitary sewer standard notes and specifications.

Sanitary Sewer Leakage Testing Notes

1. All sanitary sewers, including manholes, shall be tested for leakage and shall meet or exceed test
requirements of the “Standard Specifications for Water and Sewer Main Construction in Illinois”, current
edition.

2. The maximum allowable rate of infiltration or exfiltration shall not exceed one hundred (100) gallons
per twenty-four (24) hours per mile per inch diameter of the sewer pipe, for any section of the system.

3. Sewer (pipe) shall be tested in accordance with the “Standard Specifications for Water and Sewer
Main Construction in Illinois”.

4. Manholes shall be negative air pressure (vacuum) tested in accordance with ASTM C1244.

1. Minimum cover for all water mains, including services, shall be six feet (6’) from finished grade.

Site Clearing and Topsoil Stripping

1. Trees designated to remain shall be protected from damage.


2. The site shall be cleared and grubbed. Where tree removal is
indicated on plans, trees and stumps shall be removed.
3. Upon completion of demolition, clearing, grubbing, and tree
removal, all topsoil shall be stripped from under all buildings
and pavements areas, and other areas necessary to complete
the work. Stripped topsoil that is intended for re-use on site
shall be stockpiled. Stripped topsoil that will not be
incorporated into the work shall be hauled offsite.

2. Soil disturbance shall be conducted in such a manner as to minimize erosion. Areas of the
development site that are not to be disturbed shall be protected from construction traffic or other
disturbance until final stabilization is achieved.

3. Soil stabilization measures shall consider the time of year, development site conditions and the
use of temporary or permanent measures.

4. Stabilization by seeding shall include topsoil placement and fertilization, as necessary.

5. Native seed mixtures shall include rapid-growing annual grasses or small grains to provide
initial, temporary soil stabilization.

6. Off-site property shall be protected from erosion and sedimentation. Velocity dissipation
devices shall be placed at concentrated discharge locations and along the length of any outfall
channel, as necessary to prevent erosion.

7. Sediment control measures shall be installed prior to the disturbance of tributary areas.

8. Stabilization of disturbed areas shall be initiated immediately whenever any clearing, grading,
excavating or other earth-disturbing activities have permanently ceased on any portion of the
development site, or temporarily ceased on any portion of the development site and will not
resume for a period exceeding 14 calendar days. Stabilization of disturbed areas shall be initiated
within one working day of permanent or temporary cessation of earth-disturbing activities and
shall be completed as soon as possible, but not later than 14 calendar days from the initiation of
stabilization work in an area. Exceptions to these time frames are specified below:

a. Where the initiation of stabilization measures is precluded by snow cover, stabilization


measures shall be initiated as soon as practicable; and

b. In areas where construction activity has temporarily ceased and will resume after 14
days, a temporary stabilization method may be used.

9. Disturbance of steep slopes shall be minimized. Areas or embankments having slopes steeper
than 3:1 shall be stabilized with staked-in-place sod, erosion control blankets in combination with
seeding, or an equivalent control measure.

10. Perimeter control measures shall be provided downslope and perpendicular to the flow of
runoff from disturbed areas, where the tributary area is greater than 5,000 square feet, and where
runoff will flow in a sheet flow manner. Perimeter erosion control shall also be provided at the
base of soil stockpiles.

11. The stormwater management system shall be protected from erosion and sedimentation
downslope from disturbed areas. Inlet protection that reduces sediment loading, while allowing
runoff to enter the inlet, shall be required for all storm sewers. Check dams, or an equivalent
control measure, shall be required for all channels. Filter fabric inlet protection and straw bale
ditch checks are not acceptable control measures.

12. If dewatering services are used, discharges shall be routed through an effective sediment
control measure (e.g., sediment trap or an equivalent control measure). The enforcement officer
shall be notified prior to the commencement of dewatering activities.

13. All temporary soil erosion and sediment control measures shall be removed within 30 days
after final stabilization of the development site is achieved or after the temporary measures are no
longer necessary. Trapped sediment shall be removed and disturbed areas shall be permanently
stabilized.

14. Stockpiled soil and materials shall be removed from flood hazard areas at the end of each work
day. Soil and materials stockpiled in IWMC or buffer areas shall be placed on timber mats, or an
equivalent control measure.

15. Effective control measures shall be utilized to minimize the discharge of pollutants from the
development site. At a minimum, control measures shall be implemented in order to:

a. Minimize the discharge of pollutants from equipment and vehicle washing, wheel wash
water, and other wash water; and

b. Minimize the exposure of building materials, building products, construction wastes,


trash, landscape materials, fertilizers, pesticides, herbicides, detergents, vehicle fluids,
sanitary waste, and other materials present on the development site to precipitation and to
stormwater.

16. Adequate receptacles shall be provided for the depositing of all construction material debris
generated during the development process. The applicant shall not cause or permit the dumping,
depositing, dropping, throwing, discarding or leaving of construction material debris upon or into
any development site, channel, or IWMC. The development site shall be maintained free of
construction material debris.

17. The enforcement officer may require additional or alternate soil erosion and sediment control
measures, based on development-site-specific considerations and the effectiveness of the installed
control measures.

Standard Drain Tile Notes

1 Drain tiles disturbed during regulated development shall be reconnected by those responsible for
their disturbance, unless the development plans specify abandonment of the drain tiles.

2. All abandoned drain tiles within disturbed areas shall be removed in their entirety.

3. Drain tiles within the disturbed area of a development site shall be replaced, bypassed around
the development site or intercepted and connected to the stormwater management system for the
development site. The size of the replaced or bypassed drain tile shall be equivalent to the existing
drain tile.
