CHAPTER I

INTRODUCTION

In the rapid evolution of technology, it significantly influences the community in every

aspect. The fire safety administration which is the Bureau of Fire Protection is responsible for the

issuance of Fire Safety Inspection Certificate requires seamless and technologically advanced

method. Integrating BFP Online Processing of Fire Safety Inspection Certificate of Business

Establishments in Laoag City may ensure an accurate, efficient, and accessible processing

system.

Background of the Study

The Bureau of Fire Protection “BFP” Laoag City is responsible for the prevention and

suppression of all destructive fires in buildings, houses and other structures, forests, land

transportation, etc. and enforces the Fire Code and other related laws and investigates all causes

of fires in Laoag City. It is located at Brgy. 1 San Lorenzo, Ilocos Norte and encounters

challenges in effectively and efficiently processing the application, site inspection and releasing

of Fire Safety Inspection Certificate. The existing procedures brings disadvantages to the clients

and to Fire Safety Personnels.

The BFP Laoag City relies on their existing procedures wherein fire safety personnels

carry a lot of paper of every establishment that they are intended to conduct the inspection. After

completion, if the establishment has passed the inspection, the designated personnel print the fire

safety certificate of those establishments for the approval of the City Fire Marshall and Chief of

Fire Safety Enforcement Unit. The process of the approval will take time if there are many
certificates waiting for approval in queue. Some issues occur in these situations, one is if the

owner or representative of the establishment will claim the Fire Safety Inspection Certificate at

the station and not yet approve, it will lead to the client that will be advised to claim the

certificate in another day or wait for the personnel needed for approval, and it this will cause

inconvenience. Another, the process of storing the certificates and requirements in storage room,

it will take so much time and space, and prone to destruction in times of natural disasters etc. The

current method of storing information of the business establishments involves using Excel.

The researcher decided to conduct this study entitled “BFP Online Processing of Fire

Safety Inspection Certificate of Business Establishments in Laoag City” which seeks to address

the limitations of the current procedures. The system will be implemented by using mobile

applications. The primary objectives of this capstone project encompass streamlining process of

acquiring within BFP Laoag City by reducing paperwork, utilize the mobile devices and enhance

operational efficiency. By addressing the limitations of the current procedures and embracing

modern technology, BFP Laoag City aims to enhance it ensure data security, and, ultimately,

fulfill its mission of ensuring efficient operation and utilized the all the resources in the station.

Statement of the Problem

Manual documentation can lead to inefficiencies due to the volume of paperwork

involved. This could include lost documents, misfiled records, or difficulties in tracking and

retrieving information.

Specifically, it sought answers to the following question;

1. What are the common problems encountered in manual processing of safety

inspection certificate in BFP Laoag City, Ilocos Norte?


2. What are the features and components in the development of transforming the

mobile application? And

3. What are the components in the implementation of the mobile application for

BFP Laoag City, Ilocos Norte?

Objective of the Study

To design and develop a efficient and user-friendly system to address the problems

encountered in manual processing of safety inspection in BFP Laoag City, Ilocos Norte.

Therefore, the following were the specific objectives of the study:

1. Identify and assess the problems encountered in manual processing of safety

inspection certificate in BFP Laoag City;

2. Develop a mobile application online processing inspection system for BFP

Laoag City; and

3. Implement a mobile application for BFP Laoag City.

Significance of the Study

This research study is beneficial to the following:

To the fire personnel, this application would be a great help to them it time

savings for both business owners and BFP personnel. It reduces the administrative duties

associated with manual paperwork, allowing resources to be allocated more effectively. This

efficiency can significantly benefit business establishments, allowing them to focus more on their

operations.
Scope and Limitation of the Study

The research study was conducted in BFP Laoag City, Ilocos Norte. The study focused

on the assessment of the problems encountered in manual processing of safety inspection paper-

based and the development of a proposed mobile application for BFP Laoag City.
