LTFM AD 2.22 FLIGHT PROCEDURES

1. SIMULTANEOUS INDEPENDENT PARALLEL APPROACHES/DEPARTURES


1.1 Introduction
1.1.1 To optimize runway utilization and increase air traffic efficiency, simultaneous independent parallel approaches
are in progress on runways 34L-35R or 16R-17L

established for each extended runway centreline and a No Transgression Zone (NTZ) is established between the NOZs.
2.1.2 Within the NOZ, ATC shall provide a minimum vertical separation of 1000 Feet or 3 NM surveillance separation
between pairs of aircraft until both aircraft established on the ILS Localizer course.
2.1.3 ATC is not required to provide separation between aircraft on adjacent ILS Localizers, and will monitor the
aircraft for deviation from the approach path.

2.1.4 Aircraft are expected to maintain altitude 4000 Feet until Glide Path Interception for Runway 17L/35R (HIGH
SIDE of PARALLEL APPROACH) and 3000 Feet until Glide Path Interception for Runway 16R/34L (LOW SIDE of
PARALLEL APPROACH). This is to ensure the necessary vertical separation prior to establishing on the respective ILS
Localizer course.
2.1.5 The interception to the respective ILS Localizer course is provided by the RNAV (GNSS) TRANSITION
procedure, unless otherwise specified by ATC.
2.1.5 1 ATC will clear the aircraft to the ILS approach for the relevant runway via TRANSITION before the Initial
Approach Fix (IAF) with the following radiotelephony phraseology:
“CLEARED FOR ILS APPROACH RWY ….. VIA TRANSITION ”
2.1.5.2 As soon as such an instruction is received, the aircraft shall completely follow the TRANSITION procedure for
the relevant RWY and perform the cleared ILS approach.
2.2 Aircraft without P-RNAV approval (RNAV (GNSS)) may lose the sequence and be subject to a delaying action.
The aircraft concerned will be radar vectored to final, or cleared/vectored to a point from where approach can be made.
3.1 Deviation towards NTZ
3.1.1 When an aircraft is observed to have not established on the appropriate Localizer course or deviated from its
course towards the NTZ, monitoring controller will instruct the aircraft to return immediately to the correct Localizer
course with the following radiotelephony phraseology:
"YOU HAVE CROSSED THE LOCALIZER, TURN LEFT (or RIGHT) IMMEDIATELY
AND RETURN TO THE LOCALIZER"
4.1 Break-out maneouver
4.1.1 In the event that, an aircraft is observed to penetrate the NTZ, monitoring controller will instruct the aircraft on
the adjacent Localizer course to immediately turn and climb to the assigned heading and altitude by overriding the
relevant Tower/Approach frequencies with the following radiotelephony phraseology:
"TURN LEFT (or RIGHT) HEADING (degrees) IMMEDIATELY TO AVOID TRAFFIC
AND CLIMB TO (altitude)”
4.2.1 ATC will not give instructions for break-out manoeuvres below 750 Feet AMSL.
5.1 Runway assignment
5.1.1 When the simultaneous independent parallel approaches are in progress, unless otherwise specified by ATC:
a- RWY 17L/35R will be assigned for the arrivals via ERSEN, ATPIX, SISPI and RIXEN; and
b- RWY 16R/34L will be assigned for the arrivals via RILEX, DRAMO and INBET.
5.1.1.1 For tactical reasons and to increase air traffic efficiency, ATC may change the assigned landing runway with
the notification of the pilot prior to, clearing the aircraft to the relevant Initial Approach Fix (VASTE, EVBIR, DIVDI or
INSTA)
5.1.2 When the simultaneous independent parallel departures are in progress, unless otherwise specified by ATC;
a- RWYs 17R/35L will be assigned for the departures to MAKOL, OSMEV, ASMAP and RATVU;
b- RWY 16R/34L (or 16L/34R) will be assigned for the departures to IBLAL, TUDBU, VADEN, BARPE and IVGUS.
6.1 Pilot notification for operations
6.1.1 Simultaneous independent parallel approaches/departures to the relevant runways will be broadcasted on
ATIS during the active period like as;
"Simultaneous independent parallel ILS approaches in progress on runways 34L and 35R” or,
"Simultaneous independent parallel departures in progress on runways 34L and 35L”

2. ICAO STANDARD SID/STAR PHRASEOLOGIES


2.1 ICAO standard SID/STAR phraseologies published in PANS-ATM Document 4444 applied when issuing or
receiving an ATC clearance on a SID or STAR.
2.2 The main purpose is to provide core phraseology that positively reinforces the lateral, vertical and speed
requirements embedded in a SID or STAR will continue to apply, unless explicitly cancelled or amended by the Air
Traffic Controller.
2.3 The core phraseologies are:
a- CLIMB VIA SID TO (level)
b- DESCEND VIA STAR TO (level)
2.3.1 These require the aircraft to:
a- Climb/Descend to the cleared level and comply with published level restrictions;
b- Follow the lateral profile of the SID/STAR; and
c- Comply with published speed restrictions or ATC-issued speed control instructions as applicable.
2.4 Phraseologies for removal of level or speed restrictions are:
2.4.1 CLIMB/DESCEND VIA SID/STAR TO (level), CANCEL LEVEL RESTRICTION(S)
These require the aircraft to:
a- Climb/Descend to the cleared level; published level restrictions are cancelled;
b- Follow the lateral profile of the SID/STAR; and
c- Comply with published speed restrictions or ATC-issued speed control instructions as applicable.
2.4.2 CLIMB/DESCEND VIA SID/STAR TO (level), CANCEL SPEED RESTRICTION(S)
These require the aircraft to:
a- Climb/Descend to the cleared level and comply with the published level restrictions;
b- Follow the lateral profile of the SID/STAR; and
c- Published speed restrictions or ATC-issued speed control instructions are cancelled.
2.4.3 CLIMB/DESCEND UNRESTRICTED TO (level)
These require the aircraft to:
a- Climb/Descend to the cleared level; published level restrictions are cancelled;
b- Follow the lateral profile of the SID/STAR; and
c- Published speed restrictions or ATC-issued speed control instructions are cancelled.
2.5 Refer to ICAO PANS-ATM Document 4444 for the remaining SID/STAR Phraseologies.
2.6 It is the responsibility of the pilot to comply with the requirements of the ICAO standard SID/STAR
phraseologies; any deviation may lead to separation infringements and may jeopardize the safe operation of other
aircraft.
2.7 The use of a SID or STAR designator without a cleared level does not authorize the aircraft to climb or descend
on the SID or STAR vertical profile.
2.8 In the event that, pilot assesses a published level or speed restriction cannot be met, must inform ATC as soon
as possible.

3. POINT MERGE SYSTEM


3.1 LTFM STARs are based on Point Merge System (PMS). Each STAR contains segments forming a curved
sequencing leg equidistant from the Merge Point (MP).

3.2 The sequencing legs of PMS vertically separated, with the one closer to the MP located above the one further
away.
3.3 When descend clearance has been transmitted by ATC, aircraft have to reach a defined altitude and speed to
fly the sequencing legs.
3.4 Merging to the next segment (TRANSITION) is then achieved by direct clearance to the merge point.
3.5 PMS allows for efficient shortening or stretching of the aircraft arrival path depending on the traffic situation at
hand.
3.6 LTFM MPs that are at the same time designated as Initial Approach Fixes are; VASTE, EVBIR, DIVDI and
INSTA
3.7 Arriving aircraft established on the STAR may expect clearance direct to the relevant MP only when the traffic
permits.
3.8 Succeeding aircraft will subsequently be cleared direct to the MP when sufficient spacing to preceding aircraft
is obtained.
3.9 Hence, a precise sequencing can be achieved whilst the aircraft maintain own navigation (LNAV).
4. THE MANDATORY IMPLEMENTATION OF RNAV (GNSS) SIDs /STARs.
4.1 RNAV (GNSS) SID/STAR procedures for Istanbul Aerodrome are mandatory for P-RNAV approved aircraft
equipped with PBN/D1-D2-O1-O2. Therefore, the P-RNAV approved aircraft arriving/departing to/from LTFM are
required to flight plan or submit a change message (CHG) concerning the route section of their RPLs as described
below;
4.1.1 GNSS based RNAV STARs for LTFM starts from the waypoint/fixes designated as RIXEN, ATPIX, ERSEN,
SISPI, INBET, DRAMO and RILEX.
These waypoints/fixes shall be the last element of the flight-planned routes for the P-RNAV approved aircraft as
illustrated below;
- A flight planned route for the arrıvals to LTFM via AFYON VOR (KFK),

4.1.2 GNSS based RNAV SIDs for LTFM ends at the waypoint/fixes, designated as MAKOL, OSMEV, ASMAP,
