1.0 COURSE DESCRIPTION

This course covers the basic elements and principles of preparing Special Area Plan and
formulation of comprehensive planning proposals for the study area. It deals with the process
and procedure in the preparation of a special area plan within the current administrative,
guidelines, and legal context of development plan in line with the statutory requirements of the
Town and Country Planning Act 1976 (Act 172).

2.1 COURSE LEARNING OUTCOMES

At the end of the course, students should be able to:


i. Identify and apply various types of surveys related to the preparation of special area
plan (C1 C4 P1 A1 A4)
ii. Analyse and evaluate issues and problems of the study area (C4 C6)
iii. Apply elements, principles and demonstrate creative concepts and innovative ideas in
preparing a comprehensive special area plan (C3 P5 A3)

3.0 PROJECT DESCRIPTION: SPECIAL AREA PLAN

The Special Area Plan (SAP) is in the form of detailed local plans tailored to specific areas of
interest to the Local Planning Authority (LPA). SAP preparation also allows LPA to expedite an
action plan for an area for the purpose of whether to immediately develop, redevelop,
renewal, conservation or management for the area. Furthermore, the SAP also has the
effects as the Local Plan. SAP is one of national development plans and its provision is required by
the Town and Country Planning Act, Act 172 section 16B (1)(2)(3) as follows:

Subsection 1
At any time during the preparation or upon the coming into effect of a structure plan or a local
plan, a State Director or a local planning authority, on his or its own initiative or as directed
by the Committee, may submit to the Committee a proposal for the designation of a special area
for special and detailed treatment by development, redevelopment, improvement, conservation
or management practice, or partly by one and partly by another method, of the whole or part of
such special area, and the nature of the treatment proposed.

Subsection 2
For the purposes of subsection (1), the Committee shall determine whether it is the State Director
or the local planning authority who shall have the responsibility of preparing a plan for the special
area.

Subsection 3
For the purposes of subsection (2), the plan for a special area shall be prepared in the same manner
as the preparation of a local plan, but there shall be incorporated in such plan detailed guidance
for its implementation and management, and the plan shall have the effect of a local plan.

4.0 ASSESSMENTS RUBRIC

Project assessment is based on individual and group contribution and achievements. Every late
submission either by individual or group will be penalized. An assessment criterion as shown
in 4.1 and 4.2
