PART B

ANSWER 1: National Security is a concept that a government, along with its parliaments,
should protect the state and its citizens against all kind of “national” crises through a variety
of power projections, such as political power, diplomacy, economic power, military might etc
A country’s national security policy is determined by many factors, including external
threats, geography, political culture, military capabilities, economic needs, elite opinion,
popular opinion (in democracies) and its leaders’ perceptions of the country’s interests. This
conceptual framework manifests itself as foreign policy or national security ‘doctrine’, which
in turn guides leaders in conducting the foreign policy of a country. A national security
doctrine helps the statesmen identify and prioritize that country’s geopolitical interests. India
does not have any such ‘doctrine’ but there is one drafted in 2004 by army. India has seen so
much crises as latest the balakot blast where more than 50 army personnel died. Terrorist
attack on Pathankot air base (2016), 26/11 Mumbai blasts, Church Street bomb blasts in
Bangalore (2015), border disputes with China, Pakistan, Insurgency in the Northeast etc. The
main purposes of the national security doctrine is as primary role is to preserve national
interests and safeguard sovereignty, territorial integrity and unity of India against any
external threats by deterrence or by waging war. Secondary role is to assist Government
agencies to cope with ‘proxy war’ and other internal threats and provide aid to civil authority
when requisitioned for the purpose .For the strategy of the doctrine of national security To
perform the above role, Army has a command and control structure with the President of
India as the Supreme Commander .Indian Army is controlled by the elected political
leadership of the nation (Government of India). Executive control is exercised sequentially
through the Union Cabinet, the Defence Minister and the Chief of Army Staff (COAS).
Ministry of Defence handles matters related to personnel, financial and resource
management.
So the whole purpose of the doctrine is the protect the interest of every citizen and the
political and the military control and the threats to the whole of the country.
ANSWER 2:The main challenges that may arrive for national security of India and which the
govt. have to tackle are the following
Biological Weapons: This is the main challenge to protect and maintain the security of India
because biological weapons are the only one which can damage more than anyone can think
because it can destroy the whole humane life in the whole world like Corona Virus these
days is spreading . It is a great example of biological weapon through which whole world is
suffering. We should protect our boundaries and it is a challenge for the national security of
India.
Nuclear attacks: Nuclear attacks are also the main challenge in front of the national security
of India .As like Pakistan is crossing the border again and again and also threatening to
attempt for nuclear war then it will also be the worst situation for whole world not justiy for
India . It is because these types of weapons can destroy today and the coming generations of
the world as nuclear attacks done in Hiroshima and Nagasaki ,and they are even suffering till
today
Cyber-attacks : Cyber Attacks are also the main growing industry in the world and it is like a
silent killer through which the offender are taking the data and whole information about
everyone and use that information ill legally or as anything like they want. The cyber
attackers are gathering information from even banks and do bank frauds and no even can do
anything about them and our system is too slow to track them. Child pornography is also
streaming online on the internet and it is punishable under law. But there are not enough
resources I think to tackle this problem. So our country have to make possible and this is also
a main challenge for our national security and tackle the cyber-attacks and make the websites
clean
Climate Change: Climate Changing is also a main problem and I think it is going to be the
most problematic challenge for the national security of India. It is because the climate is the
only thing without which we can not live and some other countries are secreting so much
pollution that whole world have to suffer and so some special teams for environment
protection must be made to protect the security of India and its citizens
Drug trafficking : Drug trafficking is also a main challenge for national security of India .It is
because drugs are making the country paralyse and being addicted to the drugs the whole
future is going to be destroyed in coming years . the drugs are coming from other countries so
National Borders must focus on this challenge otherwise the future will be destroyed.

ANSWER 3:
Universal healthcare insurance targets equity and security; may conflict with efficiency,
employer freedom, and growth.
a. Indoor smoking laws that improve air quality target efficiency, freedom to enjoy clean
air, and security; may conflict with freedom and growth by restricting times/sites in
which workers/consumers can engage in an otherwise legal activity.
Tariffs on clothing imports target security of domestic producers; may conflict with
efficiency, equity, freedom, growth, and stability.
Requiring motorcycle riders to wear helmets reduces their freedom, but may help to
achieve the goal of economic efficiency (by reducing medical costs) and economic
equity (taxpayers and consumers with auto and health insurance don’t have to pay so
much to cover costs for motorcycle riders who suffer serious head injuries). Taxes, in
general, tend to restrict economic freedom by reducing people’s ability to decide how
to spend a portion of their income, but tax revenues may be used to support activities
that promote the achievement of many goals. A capital gains tax that is low
encourages investment that may lead to growth, but the lower capital gains rate may
make the tax system less progressive, hurting equity in outcome.

b. Limiting the length of time that people may receive unemployment payments is an
equity issue as well as an issue of economic security and efficiency. These payments
provide some level of security for those who are unable to provide for themselves. It
is also an issue of economic freedom for the taxpayers whose tax dollars fund the
welfare payments. The payments may also decrease efficiency if the benefits
encourage workers not to seek work quickly; however, efficiency may be increased if
the payments allow workers the time to seek the best job for their skills as opposed to
being forced to take the first job available. The change in time period may also be
viewed as targeting economic stability if length of period is increased during a
recession and decreased in an expansion.

c. Placing a tax on soda restricts the freedom of producers and consumers to sell and buy
a legal good. If the tax restricts consumption of sugary drinks and leads to reduced
obesity, this may improve economic security for workers, and if this improves
productivity, it can increase economic growth.

d. Providing subsidies for farmers increases security for the farmers and for consumers
who see more stable food prices. However, subsidies result in inefficient farms
remaining in business and keep food prices artificially low, harming lower-cost farm
producers in other countries. Low food prices may be viewed as providing equity for
consumers.

These are the goals if security follows then the economy will be securitized . and
India can also become the best economy in the world.

ANSWER 4 : These are the several positive aspects of the program that is National
Security :

The first benefit is the increased organization of federal, state and local agencies to
facilitate an effective response to terrorist incidents. All the incidents which are
happening India like Balakot blast which killed more than 50 soldiers and pathankot
blast and so on All large competent and security agencies are directly involved and
have specific responsibilities to tackle these problems and it is the main benefit of
national security.

Another benefit is the creation of a critical infrastructure that can more effectively
utilize available resources if there will be any disaster or calamities to help the
citizens of the nation.. These resources are organized under the supervision of the
Federal Emergency Management Agency in such a way that the Government
responds to natural and man-made disasters. This is also the main benefit of the
national security and which also benefits the whole nation citizens.

The third benefit of National Security is the prevention of terrorist attacks so that the
protection of the citizens can be done and terrorists will not enter in the border of the
country .
